US President Donald Trump has expressed hope for an early recovery of the economy as some states are taking steps to reopen businesses following his announcement of guidelines for easing restrictions.

Trump told reporters on Saturday that there were a number of signs that the coronavirus has passed its peak.

He said the US has lower coronavirus mortality rates per capita than Spain or Italy.

Trump said Texas and Vermont will allow certain businesses to open on Monday, while keeping some social distancing rules in place.

Opposition Democrats are calling for a more cautious approach to resuming economic activities.

The president was asked by a reporter whether China should be held responsible for the coronavirus pandemic.

He suggested it would depend on whether the virus was a mistake or whether people were "knowingly responsible."

New York Governor Andrew Cuomo says the state had 540 deaths from coronavirus infection on Friday, the lowest number in two weeks.

The highest daily death toll to date was 799, registered on April 8, and the number remained above 600 until Thursday.

The total number of deaths in New York has surpassed 13,000. Countrywide, the figure is more than 37,000.

Cuomo said at a news briefing on Saturday that there are around 17,000 people in hospital. He said that the number is still big but it came down by about 1,300 during the three days leading up to Friday.

He said it's possible to argue that the state has passed the plateau and the numbers are starting to descend.

Cuomo said it's important to keep implementing measures to bring down the infection rate, including leaving businesses and schools closed.

Iran has allowed some businesses to reopen as the government says the spread of the coronavirus has slowed.

The country has more than 80,000 confirmed cases and 5,031 deaths, the most among Middle Eastern countries.

The government says over 1,300 new infections were confirmed on Saturday, under half of the highest daily total in late March.

On the streets of the capital, Tehran, traffic was heavy and many people were seen in public on Saturday, as some businesses and shops were allowed to open.

Shopping malls, theaters, sports gyms and schools remain closed.

Doctors have expressed concern over the partial lifting of restrictions, saying returning to daily activities could spawn a second wave of infections.

But the government says prolonging the economic shutdown will put more than 4 million people out of work.

It says it may tighten restrictions again if the number of infections rises.

The country's economy has been struggling, with inflation running over 30 percent under the strain of severe sanctions imposed by the United States.

Israeli Prime Minister Benjamin Netanyahu has announced a plan to ease his country's coronavirus restrictions and reopen part of its economy in phases.

At a news conference on Saturday, Netanyahu described the plan as "responsible and gradual."

Beginning on Sunday, the government will raise the proportion of workers allowed at their workplaces from the current 15 percent to 30 percent. Small businesses, such as electronic appliance and other retailers, will be allowed to resume operations as well.

But schools, universities, shopping malls and large markets will remain closed.

Israel, which has a population of over 8 million, has reported more than 13,000 cases of the coronavirus and over 160 fatalities. However, the past few days have seen a slowdown in new confirmed cases.

Netanyahu said the government plans to further expand the scope of businesses allowed to reopen if the situation continues to improve for two more weeks.

But he added it will otherwise impose tough restrictions again, urging people to remain on alert and act responsibly.

An official with an international aid group in Iran says US sanctions are hampering the country's fight against the coronavirus.

The Iranian Red Crescent Society's Director of International Operations and Programmes, Mansoureh Bagheri, spoke to NHK on Saturday.

Many of the group's projects, including managing hospitals in Iran, are funded by donations from across the world.

Bagheri said the group is receiving offers of financial assistance from abroad but is unable to receive any due to US sanctions that ban money transfers to Iran. And she said the group cannot use money in its accounts overseas.

The sanctions exempt trade in the medical sector. But Bagheri noted that they are unable to import medical equipment and supplies because they cannot pay for them.

Spain's Prime Minister Pedro Sanchez says he will ask parliament to extend the country's state of emergency to May 9.

The number of coronavirus infections in Spain had exceeded 190,000 by Saturday. It is the second highest figure in the world, after the United States. The country's death toll of more than 20,000 is the third highest in the world, after the US and Italy.

Sanchez said in a televised news conference on Saturday that the spread of infections has slowed, but not enough.

He said he will ask parliament to extend the lockdown, which is set to end on April 25.

Spain began restricting people's movement on March 14.
Businesses were closed and almost all workers have been ordered to work from home since March 30.

The rate of new infections has slowed this month but some days have seen more than 5,000 new cases.

The prime minister also said that when the restrictions are lifted, it will done gradually, area by area, not the whole country at once.

Sanchez said children who have been confined to their homes for several weeks will be allowed to go out from April 27.

But he said details such as which age group, how long and what manner of outings will be allowed are to be determined later.

South Korea reported eight new coronavirus infections on Saturday. The number of daily new cases nationwide fell to a single digit for the first time in about two months.

The virus has so far infected a total of 10,661 people and killed 234 in South Korea.

The country had been reporting about 900 new cases per day in late February. But the figure has since been on the decrease and in double digits for the past two weeks or so.

The ruling party won by a landslide in the last week's general election as more people gave a thumbs-up to President Moon Jae-in's administration for its approach to contain the virus, including thorough testing.

But Moon said in a speech on Sunday that many issues remain to be solved. He urged people not to let their guard down until the last infected person is fully recovered.
