Officials in Japan are warning about the approach of what might be one of the most powerful typhoons to hit the country in decades. It comes after another powerful storm brought severe weather to the country's southwest.

Typhoon Haishen is building strength over waters to the south of Japan. The powerful storm is expected to approach the southwestern part of the country from Sunday through Monday, with nearly its full force.

The Japan Meteorological Agency's Tachihara Shuichi said, "It is necessary to fully consider the possibility that the typhoon will have a bigger impact than we've ever experienced."

It's the second major storm to hit Japan in a week. Typhoon Maysak thrashed Kyushu with heavy rain through Thursday morning.

Nagasaki was hit the hardest. Winds there were strong enough to tear roofs off of buildings and high tide washed away a bridge.

The storm left at least five people injured and hundreds of thousands of homes without power.

A search is still underway for the crew of a cargo ship. It was sailing near Kagoshima early Wednesday morning, when it fell out of contact. Of the 43 crew members that were onboard, one has been rescued so far. He told the rescuers that an engine on the ship malfunctioned, making it unable to cruise. Then it capsized after a wave hit it from the side.

The storm system then barreled across the Korean peninsula, inundating hundreds of homes and leaving one person dead.

Local media say the storm forced the shutdown of four nuclear reactors. But the operator says there were no safety issues.

The storm headed out to sea once but then made landfall again in the northeastern part of North Korea.

State-run media reported some damage to farms and flooded roads.

Japanese weather officials are warning of two typhoons, with one of them already affecting mainly the country's southwest, while the other is expected to approach in a few days.

The Meteorological Agency says Typhoon Maysak is traveling northward near the Korean Peninsula.

Damp air flowing from the south into the typhoon is creating localized thunderclouds over the Pacific side of eastern and western Japan.

Weather officials are warning of landslides, swollen rivers and flooding in low-lying areas.

Meanwhile, the officials are urging people to prepare for Typhoon Haishen, which is gathering force while traveling westward over waters south of Japan.

Haishen is then forecast to move northward before developing into an intense storm and approaching the Daitojima region of Okinawa Prefecture on Saturday onward.

On Sunday through Monday, Haishen may approach Okinawa's main island and the Amami region of Kagoshima Prefecture, and come close to the Kyushu region while maintaining its strength.

The Meteorological Agency says the storm could bring heavy rain, violent winds, high waves and storm surges, and inflict serious damage on the areas it approaches.

The agency says it may issue emergency warnings for possible windstorms and other weather events.

German Chancellor Angela Merkel says Russian opposition leader Alexei Navalny was poisoned with a nerve agent developed by the former Soviet Union.

Navalny is known as a stern critic of the administration of Russian President Vladimir Putin. He has been in a hospital in Germany after falling ill onboard a flight last month. The hospital had suggested he could have been poisoned.

At a news conference on Wednesday, Merkel said Navalny was the victim of an attack with a chemical nerve agent of the Novichok group. She said testing by a German military lab showed indisputable proof the agent was used to poison Navalny.

Merkel said she condemned the attack in the strongest possible terms on behalf of the German government. She said she intends to ask Moscow for an explanation.

Russia is believed to have stores of the Soviet-era nerve agent. It was used in an attack on former Russian spy Sergei Skripal and his daughter in Britain in 2018. British police identified two Russian male nationals as attempted murder suspects.

In a statement issued on Wednesday, the hospital said Navalny's condition has been improving, although it remains serious. It says it will take a long time for him to recover.

The European Union has condemned the alleged use of a chemical nerve agent to poison Russian opposition leader Alexei Navalny.

The EU's foreign policy chief, Josep Borrell, issued a statement on Wednesday, following the German government's finding that Navalny was poisoned with a nerve agent of the Soviet-era "Novichok" group.

The EU's statement said that use of chemical weapons under any circumstances is completely unacceptable and a breach of international law.

The statement said those responsible must be brought to justice. It urged the Russian government to thoroughly investigate the assassination attempt on Navalny in a transparent manner.

French Foreign Minister Jean-Yves Le Drian also issued a statement, saying, "I want to condemn in the strongest terms the shocking and irresponsible use of such an agent."

Le Drian said that given Navalny's political status in Russia, the attack against him raises serious questions, noting Russian authorities provide an explanation.

British foreign minister Dominic Raab said in a statement he is deeply concerned that Navalny was poisoned by Novichok, the same nerve agent previously used in the poisoning of a former Russian spy and his daughter in Britain in 2018.

Raab said that the Russian government must tell the truth about what happened to Navalny.

He said the British government will work closely with Germany, its allies and international partners to demonstrate that there are consequences for using banned chemical weapons anywhere in the world.

Russian Foreign Ministry spokesperson Maria Zakharova said on Wednesday that Russia's Ambassador to Germany has not yet received evidence of the poisoning that he had officially asked the German Foreign Ministry to provide.

The spokesperson stressed that the Russian government was not involved in the incident. She said Russia is requesting that the German government present medical data corroborating that the nerve agent was used.

China has dismissed a report by the US Defense Department that projects Beijing will double its stockpile of nuclear warheads within a decade.

Chinese Foreign Ministry spokesperson Hua Chunying said on Wednesday that China rejects the report because it ignores facts and is filled with bias, and deliberately distorts the country's strategic intentions.

She said China urges the United States to abandon its outdated Cold War mentality and zero-sum game mindset, and stop issuing irresponsible annual reports.

China's Defense Ministry also said in a statement that the United States smears China's military modernization, defense expenditure and nuclear policy by exaggerating the so-called Chinese military threat and misinterpreting the country's defense policy.

The Pentagon on Tuesday said in its annual report on Chinese military trends that China is expected to at least double the number of its nuclear warheads over the next decade from the current low 200s.

Japan is making a bid to become Asia's premier financial hub as some institutions exit Hong Kong over political and legal concerns.

Officials plan to offer administrative steps in English, removing the language barrier that makes it difficult for companies to set up operations.

Japan is competing with other Asian centers to attract financial firms, including Singapore which has a lower tax rate.

Until now, foreign firms in Japan have had to provide documentation in Japanese in their dealings with authorities.

Japan's government is also planning to increase the amount of English-language information it makes available about education and healthcare services for company employees.

The king of Thailand has restored official titles to his royal consort, nearly a year after she was stripped of them.

King Maha Vajiralongkorn gave the title of "Royal Noble Consort" to former nurse Sineenat Wongvajirapakdi in July last year. It was the first time in about a century that the title had been used.

Three months later, the king took her titles away, citing "misbehavior and disloyalty" and accusing her of acting like the queen. Her profile and photos were deleted from the royal family's website.

A statement published in the government's Royal Gazette said Sineenat was not tainted by wrongdoing and that her royal and military titles had been reinstated as of August 28.
The statement also said the stripping of her titles never took place.

Thailand has been rocked by protests, mostly by young people, against the military-backed government of Prime Minister Prayut Chan-o-cha.

Some protesters have begun calling for reform of the country's monarchy, which no one in the past had dared to even discuss.
