The Japanese government has drafted interim guidelines on coronavirus vaccines. The draft shows that medical professionals and elderly citizens will be among the first to be treated.

It says medical workers are at higher risk of infection and that elderly people are more likely to develop serious symptoms.

The draft notes that further discussions will be held regarding to what extent pregnant women and care providers for elderly people should be prioritized.

It says the central government will take steps to ensure that local governments do not have to bear the financial burden for the vaccines.

The draft says the government will implement relief measures for negative health effects that could be caused by vaccines.

It adds the government will also prepare legal arrangements to compensate pharmaceutical companies for any losses they might incur due to such negative effects.

The government plans to submit the draft to a panel of experts on Friday.

The government will finalize a basic policy after deciding on matters such as whether to ask people hoping to be vaccinated to pay for the shots, who else should be prioritized, and how to distribute doses.

The Tokyo Game Show, one of the world's largest video-game exhibitions, has kicked off. The annual event is entirely online for the first time in its history, due to the coronavirus pandemic.

It got underway on Thursday night with exhibitors showing videos introducing their game titles.

Viewers can instantly buy products online from the 33 participating companies.

The virtual event is in stark contrast to last year, when more than 260,000 visitors crowded into a venue near Tokyo.

Tanabe Taiyo at Tokyo Game Show Management Office said, "Going online creates a good opportunity for people who can't easily visit an exhibition site. That's an advantage of this year's show."

The video-game market is expected to grow this year, as people are spending more time at home amid the pandemic.

A current hit is "Animal Crossing." Gamers worldwide snapped up 22.4 million copies of the Nintendo title in a three-month period to June.

Another big seller is Nintendo Switch, the video console that runs the game. The company's net profit for the three months was up about 540 percent from the same period last year.

Major console makers are expected to release new models in November.

Sony is preparing to come out with the PlayStation 5, its first new model in seven years.

Microsoft will release a new Xbox...also for the first time in seven years.

The Tokyo Game Show runs until Sunday.

A Japanese expert on inter-Korean relations says concerns about a possible coronavirus infection may be the reason North Korean troops shot a South Korean official at sea earlier this week.

The incident is the first fatal shooting of a South Korean civilian by North Korean troops since 2008.

Nanzan University Professor Hiraiwa Shunji says the troops may have taken this excessive response due to strong concerns about a possible coronavirus infection.

Hiraiwa suggests the shooting is unlikely to heighten military tensions between the countries, saying he expects the South to explore avenues for dialogue with the North while also monitoring the public reaction.

The professor says this is because South Korea wants to mend relations with the North and take the initiative on Korean Peninsula issues.

Hiraiwa also says the shooting is unlikely to affect the international community.

But he says Japan should closely monitor developments. He says if the incident affects inter-Korean relations and issues regarding North Korea, Japan will have to respond in accordance with its ties with South Korea.

The South Korean military says the victim was an employee of the Ministry of Oceans and Fisheries. It says he went missing on Monday while on duty on a patrol vessel in an area of the Yellow Sea near North Korea.

The military says it spotted him alive on Tuesday, drifting in the North Korean side of the waters. It says the North Korean military rushed to the scene, shot the man, and burned his body on the spot.

China's defense ministry says its two aircraft carriers have separately conducted regular exercises. The drills are believed to be a response to growing pressure from Washington on Beijing's maritime activity in the South China Sea.

Ministry spokesperson Tan Kefei said the drills were aimed at testing equipment performance, checking the training levels of troops, and enhancing the ships' capabilities to complete missions. The ships are called the Liaoning and the Shandong.

The Chinese Communist Party-affiliated newspaper, The Global Times, published an English article on the exercises on Thursday.

The report says the Shandong embarked on a training voyage in the Bohai Sea starting on September 1 and that the Liaoning was also spotted sailing in the Yellow Sea in early September.

The article adds, "This was the first time that the general public came to know that China had two active aircraft carriers out at sea for apparent simultaneous exercises."

The Chinese military has been boosting its naval capabilities in recent years. In 2012, the Liaoning became China's first aircraft carrier to enter formal service. The Shandong became the second last December.

The exercises come as US aircraft carriers conducted drills in the South China Sea in July in an apparent attempt to counter China's increasing maritime activity in the region.

China claims most of the South China Sea. But other parties have competing territorial claims.

Analysts say China is attempting to demonstrate its naval capabilities to check US activity in the region.

A US court has told the Trump administration to delay a ban on TikTok or submit additional legal documents defending the decision.

The government has said the ban on downloads and updates of the video-sharing app will take effect on Sunday if the app's Chinese owner ByteDance and US software giant Oracle do not formally reach a tie-up deal.

Washington claims the Chinese government could misuse the users' personal data collected by the app.

ByteDance filed a request for a preliminary injunction in response.

On Thursday, the district court in Washington D.C. decided that the government must either file legal papers or delay the order by 2:30 p.m. on Friday, local time.

ByteDance and Oracle have agreed on terms of a tie-up deal and submitted the details to US authorities.

The government had also announced a similar ban on the Chinese-owned social media app WeChat.

But a federal court in San Francisco issued an preliminary injunction on Saturday that temporarily blocked the order, which was set to take effect on the following day.

China has justified moves by Hong Kong authorities to restrict coverage by freelance journalists and online media outlets.

The territory's police notified media unions of an amendment to its policy on media coverage on Tuesday.

Under the new rule, the police will only recognize news organizations that are internationally known or that are registered with the government.

Chinese Foreign Ministry spokesperson Wang Wenbin told reporters on Thursday the new policy would help guarantee the rights of accredited media and journalists.

He added that foreign media and reporters in Hong Kong will be guaranteed of their rights as long as they abide by the territory's laws and regulations on reporting.

Many freelance reporters and online media outlets enjoy public support because of the role they have played in covering the pro-democracy protests.

Media unions have come out against the new policy, saying it could have a serious impact on freedom of press in the territory.
