The European Union says it does not recognize Alexander Lukashenko as the legitimate president of Belarus.

EU foreign policy chief, Josep Borrell, told the European Parliament on Tuesday that, "The situation is clear for us. We consider the elections of August 9 fraudulent."

Lukashenko claimed victory to a sixth term after the vote. Opposition groups say it was rigged, and protests have continued.

Borrell said more than 7,500 peaceful protesters have been detained and 500 cases of torture have been documented.

He stressed the importance of sanctions that the EU is preparing against Belarusians believed to have been involved in electoral fraud and crackdowns on protests.

The EU's position sharply contrasts with Russia, which is supportive of Lukashenko's government. Russian President Vladimir Putin on Monday reiterated his backing for Lukashenko in a face-to-face meeting.

Russian opposition leader Alexei Navalny has posted a photo that shows his recovery from a suspected nerve agent attack.

Navalny uploaded the photo on his social media account on Tuesday. It shows him sitting up on a hospital bed, surrounded by his wife and children. He seems to have lost weight, but he steadily looks into the camera.

A message accompanying the image reads: "Hi, this is Navalny. Yesterday I could breathe all day on my own."
The post drew more than 370,000 responses in an hour.

The fierce critic of President Vladimir Putin became sick on board a domestic flight in Russia last month.

He lost consciousness and was transferred to a university hospital in Germany.
He is believed to have been poisoned with Novichok, a nerve agent developed by the Soviet Union.

The head of the Russian Foreign Intelligence Service, Sergei Naryshkin, on Tuesday again denied the government's involvement in the attack.

Naryshkin said Russia has disposed of all its stockpiles of Novichok and the country neither possesses nor produces the agent.

The mayor of Louisville in the US state of Kentucky says the city has settled a civil lawsuit filed by the family of a Black woman, who died in a botched police raid. The family will receive 12 million dollars.

Members of the family say they still want the police officers involved in the case to face criminal charges.

Mayor Greg Fischer made the announcement on Tuesday.

Breonna Taylor was a Black emergency medical technician. She was shot dead by police in March in a raid that was part of an investigation into a drug ring. The police officers forced their way into her apartment, while she was sleeping with her boyfriend.

Taylor's family filed a lawsuit and demanded that the city admit that Taylor's home had been wrongfully raided. The family said Taylor and her boyfriend were not involved in the drug ring. The police arrested a man suspected of being involved in drug trafficking at a different location on the same evening. He was a former boyfriend of Taylor's.

Taylor's mother, Tamika Palmer, said the settlement is only the beginning of the effort to get full justice for Breonna. She noted that the officers involved have not been criminally charged.

Japanese tennis star Osaka Naomi, who recently won the women's singles title at the US Open, wore a face mask with Taylor's name on it before the start of her first match. Osaka wore the mask to protest against racial injustice.

A court in Vietnam has sentenced four Vietnamese people to several years in prison for their roles in the deaths of 39 migrants from the country, whose bodies were found in a container truck near London last October.

The incident caused shockwaves, after it was reported that one of the victims, a 26-year-old woman, sent a message to her family shortly before her death. In the message, she said that she couldn't breathe.

Vietnam's state-run media say seven people between the ages of 24 and 68 were accused of "organizing and brokering illegal emigration" during the court trial.

Media reports say that the court in the central province of Ha Tinh handed down prison sentences to the four defendants on Monday. The sentences ranged from two and a half years to seven and a half years.

Other defendants were given suspended sentences.

During the court proceedings, it was revealed that the defendants received 21,000 dollars to make arrangements for the woman to illegally travel abroad.

The Vietnamese government has been stepping up crackdowns, as a number of cases have been reported that involve brokers preying on people who want to work abroad.

A US government agency says the northern hemisphere this year had its hottest summer ever recorded.

The National Oceanic and Atmospheric Administration, or NOAA, released a report on global temperatures on Monday.

It says the northern hemisphere had its warmest June-to-August period on record. Temperatures were 1.17 degrees Celsius above average, surpassing the previous record set in 2016 and again in 2019.

The report also says the average extent of Arctic sea ice in August was the third smallest on record, 29.4 percent below the 30-year average from 1981 to 2010.

The NOAA says the record-breaking heat wave and a persistent drought are responsible for the massive wildfires afflicting US West Coast states.

Researchers are developing a sound-based warning device to prevent deer from being hit by vehicles on the northern Japanese main island of Hokkaido.

Police say there were 3,188 traffic accidents involving deer in Hokkaido last year. One person died and five were injured in these accidents.

Professor Matsuzaki Hiroki's lab at Hokkaido University of Science tested the device at a ranch on the outskirts of Obihiro City.

In the experiment, a vehicle equipped with a small speaker attached to the side mirror drove around emitting sounds to repel deer.

Seven types of sounds were tested including electronic tones, bear growls, and high-pitched cries that deer make when alarmed.

The researchers set up microphones on the roadside to measure the sounds' quality and timing.

Matsuzaki says he hopes to identify sounds that are easily heard by deer but are not noisy for humans. Through the experiments, the professor's team aims to develop a practical device.
