Japan's Meteorological Agency is warning that a powerful typhoon will approach or land in the country's main southwestern island of Kyushu at close to full strength between Sunday and Monday.

Weather officials are calling on people to start preparing as soon as possible for Typhoon Haishen.

The agency says Haishen was over the ocean south of Japan early on Friday, heading west-north-west. It is packing maximum winds of more than 160 kilometers per hour near its center and wind gusts up to 216 kilometers per hour.

Forecasters say it will develop further and change course to the north, approaching the Daitojima region of Okinawa Prefecture on Saturday.

Winds of up to 180 kilometers per hour are expected in Okinawa, with wind gusts of up to 252 kilometers per hour through Saturday.

Waves around Okinawa are expected to reach as high as 13 meters.

Officials say Haishen will strengthen as it approaches the Amami islands and the Kyushu region between Sunday and Monday. They say it could land in Kyushu. Wind gusts are forecast to reach 288 kilometers per hour around this time.

Officials are also warning of torrential rain in the Okinawa and Amami regions on Saturday through Sunday, and in Kyushu between Sunday and Monday.

People in southwestern Japan are preparing for a powerful typhoon that may become one of the strongest storms to hit Japan in decades.

Haishen could make landfall at close to full strength Sunday or Monday. Weather officials are calling on people to prepare with the utmost caution.

Japan Meteorological Agency official Nakamoto Yoshihisa said, "We urge people in areas where the typhoon is approaching to be on the highest alert, as it could bring record heavy rain, violent winds, high waves and storm surges."

Nakamoto said people in affected areas should be ready for possible tremendous damage.
Japan's Prime Minister Abe Shinzo met his cabinet on Friday to lay out emergency plans.

Abe said, "Please refrain from going out unless absolutely necessary, and take measures early to protect your life, based on evacuation information issued by local governments."

Emergency preparations have begun across the southwest. Local farmers in Kumamoto are rushing to shield their crops. The prefecture suffered severe damage from heavy rains in July.

Officials are releasing water from over 20 dams across western Japan as they prepare for what could be an onslaught of rain. The typhoon is expected to hit Okinawa first. Residents there are busy protecting their homes.

Weather officials are urging people to take shelter in safe places before Typhoon Haishen approaches.

The agency says Haishen was over the ocean south of Japan at noon on Friday, heading west-north-west at 15 kilometers per hour. Its central atmospheric pressure is 925 hectopascals. It is packing maximum winds of more than 180 kilometers per hour near its center and wind gusts of up to 252 kilometers per hour.

The officials say the typhoon will approach Okinawa Prefecture from Saturday night through Sunday, and proceed to the Amami region of Kagoshima Prefecture on Monday without losing its power.

Waves around Okinawa are expected to reach as high as 13 meters, and 8 meters in the Amami region.

The agency says Haishen is likely to make landfall on the main island of Kyushu on Sunday or Monday.

The agency is also warning of heavy torrential rain in Okinawa and the Amami region on Saturday through Sunday, and in Kyushu on Sunday and Monday.

An agency official said at a news conference on Friday that the typhoon could develop to such a level that the agency will issue emergency warnings. The official warned of record heavy rainfall, strong winds and high waves in areas where the typhoon is expected to arrive, and called for the maximum level of caution. The official advised people to complete their precautions by the end of Friday to protect themselves and their loved ones.

European countries have criticized China's threat of countermeasures against the head of the Czech Senate after he voiced support for Taiwan during a visit to the island.

Czech Senate President Milos Vystrcil has been leading a delegation to Taiwan on a trip that ends Friday. He has met President Tsai Ing-wen and addressed parliament during the visit.

Chinese Foreign Minister Wang Yi has said Beijing will make Vystrcil and the Czech delegates pay a "heavy price" over the trip. Beijing claims democratically-ruled Taiwan as its territory under its "One-China" principle.

German Foreign Minister Heiko Maas on Tuesday referred to the trip in a joint news conference with the Chinese foreign minister, who was on a visit to Europe.

Maas said Europeans treat their international partners with respect and expect the same in return. He added that threats are not a part of that.

Slovakia's President Zuzana Caputova tweeted, "Threats directed at one of the EU members and its representatives contradict the very essence of our partnership and as such are unacceptable."

The French foreign ministry took a similar stance.

Meanwhile, China's top diplomat, Yang Jiechi, has also been visiting Europe. Both Wang and Yang appear to be trying to allay concerns over Beijing's handling of the coronavirus outbreak and its enforcement of the new national security law for Hong Kong.

But the hardline stance toward the Czech delegation has sparked a growing backlash against China.

The Afghan government says it has released around 5,000 Taliban prisoners in order to start ceasefire talks with the militant group.

In line with a peace agreement between the United States and the Taliban in February, both the Afghan government and the Taliban have been releasing prisoners detained by each side.

Multiple sources from the government told NHK that around 5,000 Taliban fighters and others have been released. However, it says it will decide whether to release the remaining few after consulting with its international partners, as those prisoners were allegedly involved in serious crimes such as murder.

The Taliban said they have released all prisoners they held and are demanding the government release their prisoners as soon as possible.

Under February's agreement, the Afghan government was to release up to 5,000 Taliban prisoners, while the Taliban were to free 1,000 government and military personnel before they launched peace talks.

However, battles between the two sides continue across Afghanistan. Attention is focused on whether both sides can make further concessions to realize long-awaited peace negotiations.

US pharmaceutical giant Pfizer says it plans to seek approval for a vaccine for COVID-19 as soon as next month. But that would only be after the firm concludes the vaccine is effective.

Pfizer has been developing the vaccine with a German partner. Late-stage trials are now underway in the US, Brazil and elsewhere.

Pfizer CEO Albert Bourla says that if the results are positive, the company will immediately seek approval from the US Food and Drug Administration, as well as other regulators around the globe.

He rejected any suggestion that the company is under political pressure to rush out a vaccine ahead of the US presidential election in November.

He says Pfizer will never seek authorization or approval of a vaccine before the company believes it to be safe and effective.

Dr. Anthony Fauci of the National Institute of Health told US media that it's difficult to imagine a supply of vaccines being available next month, but it's not out of the question.

Honda Motor and General Motors have announced plans to work more closely together on developing and manufacturing vehicles.

They have signed a memorandum of understanding with the aim of building a strategic alliance in North America.

The Japanese and US automakers are planning to cooperate in research and development, parts procurement, internet-connected services and purchasing. That includes sharing vehicle platforms, involving combustion engines and electric motors.

Engineering work is planned to get under way from early next year.

The two carmakers have already teamed up in the development of electric vehicles.

Officials at Honda say they have no plans of forming a capital alliance with GM.
