NHK has found that Japan's chief cabinet secretary is leading the race to become the new leader of the main ruling Liberal Democratic Party as the successor of outgoing Prime Minister Abe Shinzo.

The winner is set to become the country's next prime minister. Chief Cabinet Secretary Suga Yoshihide is vying with former LDP Secretary-General Ishiba Shigeru, and LDP policy chief Kishida Fumio for the party leadership.

There are 535 votes to be cast to decide the winner. Party lawmakers will cast 394 ballots. The remainder will come from the party's 47 prefectural local chapters, which will have three votes each.

NHK has interviewed LDP lawmakers and local chapters, and learned more than 70 percent of LDP lawmakers plan to vote for Suga.

Suga has gained wide support from five factions, including those led by Deputy Prime Minister and Finance Minister Aso Taro and LDP Secretary-General Nikai Toshihiro. Many lawmakers who do not belong to any factions also back Suga. He has attracted support from local chapters as well.

Kishida and Ishiba are each backed by their own factions and some other lawmakers.

Voting will take place on Monday.

Japan's chief cabinet secretary, one of the candidates vying for leadership of the main ruling party, says the consumption tax rate will need to be raised as the country's population is shrinking.

Suga Yoshihide made the remark in a commercial TV program on Thursday. He is one of three candidates seeking to win the leadership election of the Liberal Democratic Party on Monday. The winner is almost certain to become the next prime minister, replacing Abe Shinzo, who is stepping down for health reasons.

Suga said he thought he should not suggest a tax hike. But he said that taking the country's future into account, the government will have no choice but to increase the levy after carrying out thorough administrative reform.

Suga said a decline in the population is unavoidable in Japan's aging society where the number of children is falling. He said this will be the case no matter what efforts are made to turn the trend around.

Japan's consumption tax currently stands at 10 percent.

The chief executive of British-based pharmaceutical firm AstraZeneca says it should know by the end of the year whether its experimental vaccine works against the coronavirus. But he says it depends on how quickly the company is allowed to resume trials.

AstraZeneca said on Tuesday that it had paused late-stage trials of the vaccine after a study participant developed an unexpected illness. The firm has been developing the vaccine with the University of Oxford.

In an online event on Thursday, AstraZeneca CEO Pascal Soriot said an independent committee, which is reviewing the safety data of the vaccine, will determine whether trials can be resumed.

He added it is common for vaccine trials to be halted temporarily.

Soriot also referred to reports that the trial participant's symptoms are those of transverse myelitis, an inflammation of the spinal cord.

He said it is not known if it is transverse myelitis and that it will take time to conduct further tests and diagnose the condition.

The European Central Bank has decided to stay the course on interest rates and its emergency coronavirus-stimulus program.

The ECB's Governing Council reached the decision on Thursday. The central bank of the common-currency bloc will keep the rate on deposits from financial institutions at minus half a percent.

It will continue its 1.35-trillion-euro asset-purchase program to help offset the impact of the pandemic.

The ECB will also maintain its quantitative-easing monetary policy, buying government bonds and other assets at the current pace.

The eurozone's real GDP for the April-to-June period contracted by 11.8 percent from the previous quarter.

The ECB confirmed it will take all necessary measures, while closely monitoring the pandemic situation.

European Central Bank President Christine Lagarde said, "Incoming data and survey results indicate a continued recovery of the euro-area economy and point to a strong rebound in GDP growth in the third quarter."

The central bank has revised up its growth forecast for this year. It now expects the eurozone's GDP will shrink by 8 percent. The previous outlook in June was minus 8.7 percent.

US Secretary of State Mike Pompeo has condemned the official newspaper of China's Communist Party for refusing to run an op-ed by the US ambassador in Beijing.

In a statement issued on Wednesday, Pompeo said the People's Daily refused to carry the article by Ambassador Terry Branstad citing "a litany of grievances."

The ambassador's op-ed, made public by the US State Department, argues that the Chinese government has restricted activity by American diplomats and others in China in a way that runs counter to international norms.

Branstad also calls on Beijing to address Washington's concerns.

The US Embassy received a letter from the People's Daily, which said the op-ed requires substantive revisions to be published.

Pompeo insisted Chinese government officials have enjoyed the ability to speak freely in US media. He said in the statement that China's Ambassador to the US Cui Tiankai alone has published five op-eds this year in prominent US news outlets such as the Washington Post.

He also said the paper's response "exposes the Chinese Communist Party's fear of free speech and serious intellectual debate."

The People's Daily said in a statement that the US should stop attacking Chinese media.

China's foreign ministry spokesperson Zhao Lijian said the People's Daily has the right to refuse to publish an article with factual mistakes and prejudice.

The foreign ministers of the Association of Southeast Asian Nations have urged self-restraint on activities that could heighten tensions over the South China Sea. A rift has been growing between Washington and Beijing over the disputed waters.

The ministers of the 10 ASEAN countries issued a joint communique on Thursday, one day after they held an online meeting.

The statement does not mention the United States or China by name, but it says some ministers expressed concerns on the ''land reclamations, activities, and serious incidents in the area,'' which have increased tensions.

The statement says the ministers reaffirmed the need to "exercise self-restraint in the conduct of activities that would complicate or escalate disputes and affect peace and stability."

Beijing claims most of the South China Sea, but it has overlapping territorial claims with some ASEAN members and Taiwan. US Secretary of State Mike Pompeo said in July that China's claims to offshore resources across most of the waters are "completely unlawful."

The Chinese government says it foiled an attempt to smuggle illegal drugs in waters around the Spratly Islands in the South China Sea last month.

China Coast Guard officials announced on Thursday that they had arrested six suspects on a smuggling ship and seized a large amount of illegal drugs in mid-August in a joint operation with the Ministry of Public Security.

They said they boarded the ship in waters northwest of Fiery Cross Reef, where China built an artificial island. They did not give the nationalities of the detainees.

The officials said this was the first time the Coast Guard has foiled a drug smuggling attempt in waters around the Spratly Islands and highlighted it as a significant achievement.

China has ongoing territorial disputes with neighboring parties over the South China Sea, and continues sparring with the United States over the issue.

During a series of ASEAN foreign ministers' meetings that ended Thursday, Chinese Foreign Minister Wang Yi strongly criticized the US for its increasing involvement in the matter.

US Secretary of State Mike Pompeo reiterated the stance that China's claim is completely illegal.

Observers say China is believed to be trying to strengthen its territorial claims in the South China Sea by demonstrating that it has exercised judicial power there.

China's Huawei has unveiled plans to use its own operating system for its smartphones rather than that of an American rival.

The company says its "Harmony" OS will be an alternative to Google's Android.

The move is apparently to ensure that Huawei's smartphones can be used even if they are blocked from using the Google product.

The administration of US President Donald Trump has been placing tougher restrictions on the Chinese firm, citing national security concerns.

Huawei's Consumer Business Group CEO, Richard Yu, says there are up to 96,000 apps that are compatible with Huawei's OS, and that the environment for its use is already in place.

The telecom giant's announcement comes as it faces a new obstacle to its business. Starting next Tuesday, it may no longer be able to procure chips for its smartphones from Taiwan due to additional restrictions by the Trump administration.
