US President Donald Trump and Democratic candidate Joe Biden have just wrapped up the first of three face-to-face debates. The Supreme Court, the economy and the coronavirus pandemic were among the top issues during the 90-minute debate.

Both Biden and Trump started off with measured tones, but the conversation quickly devolved -- with both interrupting and accusing each other of lying. One of the most heated moments came when Trump defended his handling of the pandemic.

Trump said, "We got the gowns. We got the masks. We made the ventilators. You wouldn't have made ventilators. And now we're weeks away from a vaccine. We're doing therapeutics already. Fewer people are dying when they get sick. Far fewer people are dying. We've done a great job."

Biden said, "The President has no plan. He hasn't laid out anything. He knew all the way back in February, how serious this crisis was. He knew it was a deadly disease. What did he do? He's on tape as acknowledging he knew it. He said he didn't tell us or give people a warning of it because he didn't want to panic the American people."

The two also clashed over racial discrimination and violence that has rocked the country in recent months.

Biden criticized Trump's heavy handed response, labeling the President a "racist."

Biden said, "This is a president who has used everything as a dog whistle to try to generate racist hatred. Racist division. This is a man who in fact, you talk about helping African Americans, one in 1,000 African Americans has been killed because of the coronavirus. And if he doesn't do something quickly by the end of the year, one in 500 will have been killed, one in 500 African Americans."

Trump said, "You go to very many places. Look at Oakland. Look at what happened in Oakland. Look at what happened in Baltimore. Look what happened, frankly, it was more violent than what I'm even seeing now. But the reason is that the Democrats have run these cities. Don't want to talk like you about law and order. Are you in favor of law and order?"

Trump also defended himself over a recent New York Times story reporting he paid little federal income taxes. He also cast doubt on mail-in ballots -- and did not explicitly say he would refrain from declaring victory until results were independently verified.

The death toll from three days of heavy fighting between Azerbaijan and Armenia over a disputed territory has reached 100, including 16 civilians. Russian President Vladimir Putin has urged a ceasefire.

The fighting between the two former Soviet republics over the Nagorno-Karabakh region erupted on Sunday. The area lies in western Azerbaijan, but is mainly populated by ethnic Armenians.

Putin spoke to Armenia's Prime Minister Nikol Pashinyan by telephone on Tuesday, their second such talks since the crisis unfolded. Russia holds a strong influence in the region.

Putin expressed serious concerns over the situation and called for an immediate halt to the hostilities.

Pashinyan said on Tuesday that Turkish troops in Azerbaijan have been leading military operations. Turkey, another regional power, expressed its willingness to offer full support to Azerbaijan.

But Azerbaijan's President Ilham Aliyev countered that Turkey is not a party to the conflict in any form and there is no need for its involvement.

The UN Security Council is urging Armenia and Azerbaijan to resume dialogue to end the latest round of heavy fighting over disputed territory.

Niger's UN ambassador, who serves as Security Council president, read out a press statement on the conflict following an emergency session on Tuesday.

In the statement, council members expressed concern at reports of large-scale military actions, condemned the use of force by both sides, and regretted the loss of civilian lives.

The council members also backed UN Secretary-General Antonio Guterres' call for an immediate halt to the fighting.

They expressed full support for a central role of the Organization for Security and Cooperation in Europe in resolving the conflict.

The council urged Armenia and Azerbaijan to work with the OSCE for a resumption of dialogue.

Fighting broke out on Sunday over the Nagorno-Karabakh region. The area in western Azerbaijan is mainly populated by ethnic Armenians.

The death toll on both sides from three days of fighting has reportedly reached 100, including civilians.

At the UN General Assembly on Tuesday, representatives of Armenia and Azerbaijan traded accusations over which side started the conflict.

The ruling emir of Kuwait has died at the age of 91. Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah is remembered as a neutral mediator in the Middle East.

State-run TV said on Tuesday that Sheikh Sabah passed away the same day in the United States where he had been receiving treatment since July.

Sheikh Sabah has ruled the oil producing nation since 2006, when his half brother died following a reign of nearly 30 years and a successor stepped down after only 10 days due to health reasons.

Sheikh Sabah engaged in neutral diplomacy amid the rivalry between Iran and Saudi Arabia. He served as mediator when Saudi Arabia and its allies cut off diplomatic ties with Qatar in 2017.

The emir also promoted the development of public infrastructure, as he tried to wean off Kuwait from its heavy dependence on oil revenues.

However, the projects have stalled due to a decline in oil prices and the coronavirus pandemic.

Sheikh Sabah will be succeeded by his 83-year-old half brother, Crown Prince Sheikh Nawaf Al-Ahmad Al-Sabah.

Japanese Prime Minister Suga Yoshihide has held talks by telephone with Russian President Vladimir Putin, the first since Suga took office earlier this month.

The talks lasted for about 20 minutes from shortly past 7 p.m. on Tuesday. Suga later explained the outcome of the talks to reporters.

Putin congratulated him on becoming prime minister.

Suga expressed hope for the further development of bilateral relations, including the singing of a peace treaty.

He proposed to Putin that they put an end to the issue of Japan's Northern Territories rather than passing it on to the next generation.

Russia controls four islands. Japan claims them. The Japanese government maintains the islands are an inherent part of Japan's territory. It says the islands were illegally occupied after World War Two.

Suga quoted Putin as saying that he intends to continue dialogue on all bilateral matters.

The two leaders confirmed their willingness to meet face to face in the near future to discuss their countries' bilateral ties.

Suga said he got the sense from Putin that there is a strong possibility that they will be able to discuss various issues frankly.

He went on to say that he will persevere with the aim of achieving Japan's goal of resolving the territorial issue and concluding a peace treaty.

Russia says President Vladimir Putin and Japan's Prime Minister Suga Yoshihide have confirmed their intention to continue efforts to enhance bilateral ties. But it makes no reference to peace treaty negotiations that include a territorial issue.

Russia's presidential office made the announcement on Tuesday after the two leaders held their first talks by telephone earlier in the day.

It says, "Both parties noted the progress achieved in the past years in developing the Russia-Japan dialogue and cooperation in politics, trade, economic, cultural and humanitarian affairs."

The office says, "Both sides confirmed mutual intention to continue the efforts with regard to promoting the entire spectrum of Russia-Japan relations in the interests of the two nations and the Asia-Pacific Region in general."

It says, "The prospects for cooperation in the field of healthcare, including the development of a coronavirus vaccine, were discussed."

The announcement suggests Russia is putting priority on economic and healthcare relations as it does not specifically mention bilateral peace treaty talks. The negotiations include the territorial issue of four Russian-controlled islands claimed by Japan.

The Japanese government maintains the islands are an inherent part of Japan's territory. It says the islands were illegally occupied after World War Two. Japan calls the islands the Northern Territories.

Prior to the phone conversation, Russia revealed that it had started military drills on the Kuril Islands. The island chain includes the Northern Territories.

Russia said more than 1,500 soldiers were taking part in military drills on two islands. They are Etorofu and Kunashiri, both part of the Northern Territories.

An expert on Russian diplomatic affairs says the country aims to demonstrate that there's no change to its stance on the islands.

NHK has learned the Japanese government will likely boost economic aid for remote, inhabited islands close to the country's maritime borders.

Seventy-one remote islands have the government's special designation as areas that should be kept inhabited to help protect Japan's territorial waters and exclusive economic zones.

The designation cuts sea and air fares for routes to the islands. This is to help prevent the islands from becoming uninhabited.

But the islands have recently been reeling from economic implications of the coronavirus, such as a fall in tourist numbers.

In response, the government will likely expand subsidies to shore up employment and tourism businesses on the islands.

The money may be spent to build accommodations where people can telework and enjoy the islands' allure on days off and after work.

Another possible initiative is helping create travel packages that involve chartered flights to the islands.

The Cabinet Office plans to include more than 6 billion yen, or roughly 57 million dollars, for the programs in its budget request for the fiscal year starting next April.

North Korea has reasserted its stance that the issue of the abduction of Japanese nationals by Pyongyang has been resolved.

The North Korean Foreign Ministry's research institute for studies of Japan posted the views on the ministry's website on Tuesday.

The remarks came as Japanese Prime Minister Suga Yoshihide met the same day with the families of abductees for the first time since he assumed office earlier this month.

North Korea accused Japan's former Prime Minister Abe Shinzo of pursuing "the most extreme hostile policy, as compared to all of his predecessors, aimed at isolating and stifling" Pyongyang politically and economically.

The statement criticized Suga's government for "making a queer scene of begging here and there for a solution to the abduction issue with a stupid wish, aping Abe's attempt."

It said the "abduction issue was long resolved in an impeccable and irreversible manner" thanks to Pyongyang's sincerity and efforts.

Suga told the abductees' families in the meeting that he will spearhead efforts and use every opportunity to break the deadlock on the abduction issue.

North Korea's remarks are apparently aimed at keeping Suga's government in check.

Japanese automakers had another tough month in August. Their production at home and abroad was down 12 percent from a year earlier.

The output from 8 major firms totaled 1.86 million units. New car sales worldwide remain sluggish because of the coronavirus pandemic but the year-on-year production drop is easing.

The output in China is leading the recovery trend, partly due to government subsidies for buyers of new cars.

One of Japan's largest drone exhibitions is underway near Tokyo, showcasing remote-controlled craft designed for a variety of roles.

More than 100 organizations have brought their latest innovations to Japan Drone 2020 in Chiba.

One is a drone jointly developed by a university and an architect's office. It can carry a person and has successfully transported 100 kilograms of payload in a test flight. The developers are aiming to use it at disaster sites.

Another drone developed by a Tokyo-based start-up is designed for use in fishing. It sails under wind power while detecting schools of fish by radar.

The CEO of the developer, Everblue Technologies, Noma Tsunetake says drone technology is becoming more widespread and will be used to automate, or to create unmanned systems for sectors that currently depend on manpower.
