A new agreement between Japan and the United Kingdom aimed at strengthening bilateral security cooperation is set to take effect on October 15.

Japan's government decided on the date at a Cabinet meeting on Friday. It comes after Japan's Diet approved the pact and the British government completed the necessary domestic procedures.

It will be Japan's second security cooperation agreement to come into effect, after the one with Australia.

The Reciprocal Access Agreement will apply when Japan's Self-Defense Forces and the British military hold joint drills and other activities in each other's countries.

It covers matters such as the handling of weapons and ammunition and the right to exercise jurisdiction in the event of incidents or accidents.

At a news conference after the Cabinet meeting, Defense Minister Kihara Minoru said Japan and Britain are the closest security partners in Asia and Europe.

He went on to say Japan's Defense Ministry and the Self-Defense Forces plan to utilize the agreement at an early date and will deepen security cooperation with Britain.

Japan's Ground Self-Defense Force and the British Army plan to hold joint drills in Japan in November. Arrangements are underway for applying the agreement.

North Korean leader Kim Jong Un is extending his tour of Russia's Far East. He has arrived in the outskirts of Vladivostok.

Kim arrived in the city's suburban station on Saturday morning. In a video released by the local governor on social media, Kim wore a black suit and shook hands with Russian officials who greeted him.

The North Korean leader is expected to inspect the Russian Navy's Pacific Fleet in the city, possibly to seek ways of military cooperation with Russia.

On Saturday, Pyongyang reported through the state-run Korean Central News Agency about Kim's visit to the Khabarovsk region the previous day.

The report said Kim expressed sincere regard for Russia's aviation technology that is undergoing rapid development and outpacing outside potential threats.

The report also said Kim inspected an aviation plant in the industrial city of Komsomolsk-on-Amur. The plant produces Sukhoi fighter jets and other aircraft.

Kim is cited as saying he was deeply impressed by the rich potential of Russia's aircraft manufacturing industry.
The report did not mention Pyongyang's military cooperation with Russia.

The United Nations is urging the international community to provide immediate support for flood-stricken Libya.

UN Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator Martin Griffiths spoke at a news conference in Geneva on Friday.

Griffiths described the disaster in Libya "shocking" and "unimaginable in its consequences."

He said people in affected areas need food and shelter as well as equipment to rescue survivors trapped in mud and damaged buildings.

He added that a medical system should be established as a cholera outbreak is feared.

Floods triggered by heavy rain on Monday caused damage to vast areas in eastern Libya, disrupting transportation and communication. The true extent of the damage is not yet known, and rescue and aid efforts are facing difficulties.

The mayor of the badly-hit city of Derna told NHK that about 8,000 people have so far been confirmed dead and that the number could eventually exceed 20,000.

Researchers in Japan say satellite data indicate that last week's magnitude 6.8 earthquake in Morocco lifted land by up to 20 centimeters near the epicenter.

The Geospatial Information Authority of Japan analyzed the September 8 quake in central Morocco using data from the earth observation satellite DAICHI-2.

The researchers say deformation of land was confirmed in an area extending about 50 kilometers east and west and 100 kilometers north and south near the epicenter.

They also say the land in an area near the epicenter rose by up to 20 centimeters, and sank by up to 7 centimeters in the south.

Two land blocks along a fault pushed against each other, with one sliding over the other.

Separately, Professor Yagi Yuji at the University of Tsukuba looked at how the fault moved based on seismometer data from across the world.

He found that the rupture of the fault lasted for about 7 seconds and spread upward in an east-southeast direction from the focus. The professor says the area east-southeast of the epicenter may have suffered greater jolts and more severe damage.

A White House official has revealed that US President Joe Biden will meet Ukrainian President Volodymyr Zelenskyy in Washington next week.

National Security Advisor Jake Sullivan said at a news conference on Friday that Biden will host Zelenskyy at the White House next Thursday. The Ukrainian president is expected to visit New York to take part in the UN General Assembly.

Sullivan said Biden plans to reaffirm "his commitment to continuing to lead the world in supporting Ukraine."

He went on to say there will be an announcement of additional military aid for Ukraine sometime next week.

Sullivan also touched on the meeting between Russian President Vladimir Putin and North Korean leader Kim Jong Un held in Russia on Wednesday. Sullivan said the US view is that the talks about the provision of weapons by North Korea to Russia have been advancing and continue to advance.

Washington believes the Kremlin wants Pyongyang to provide weapons for its invasion of Ukraine.

The US has indicated it will not hesitate to impose additional sanctions if North Korea transfers arms to Russia.

Pope Francis' envoy has visited Beijing and held talks with a senior Chinese government official.

Cardinal Matteo Maria Zuppi made a three-day trip to China through Friday. He met with a Chinese special representative to discuss the situation in Ukraine.

The Holy See said that they emphasized the need to find ways to peace and also addressed the problem of food security. It said that their meeting took place in an open and cordial atmosphere.

The talks come after Pope Francis visited Mongolia earlier this month and said he would like to send a warm greeting to the "noble people of China."

The Vatican is the only European state that has diplomatic relations with Taiwan. It does not have such ties with China because the Chinese government has refused to allow the Pope to appoint bishops in the country, citing interference in China's domestic affairs.

A sculpture of a villain in the popular Japanese manga series Fist of the North Star has made its public debut, marking the 40th year of the manga's publication.

The unveiling ceremony for the sculpture of the character Jagi took place on Friday in Nagano Prefecture's Saku City, central Japan. The city is the hometown of the series' author Buronson.

The 1.85-meter-tall sculpture, including the base, was erected inside East Japan Railway's Sakudaira Station.

Jagi is very popular among Fist of the North Star fans for his strong personality, despite being an evil villain.

Buronson attended the ceremony. He said he likes Jagi because Jagi's sly aspect resembles himself. The author expressed his hope that people will welcome the sculpture as a new and interesting attraction in the city.
