Japan's Foreign Minister Kamikawa Yoko has urged UN member nations to quickly put the Comprehensive Nuclear-Test-Ban Treaty, or CTBT, into force, calling it an "urgent priority."

Kamikawa delivered a speech at the conference of foreign ministers on facilitating the CTBT's entry into force at the United Nations Headquarters in New York on Friday.

The treaty has been ratified by 178 states, but has not come into effect because the United States, China, Iran and other countries have not ratified it.

Kamikawa told the meeting that the Group of Seven leaders underscored the significance of the treaty in their Hiroshima Vision on Nuclear Disarmament adopted in the Hiroshima summit in May.

She said the possibility of a further nuclear test by North Korea looms large, and said such concerns "make bringing the CTBT into force our urgent priority."

The conference's final declaration called on states that have not signed or ratified the treaty to do so soon. It also stressed the importance of the complete denuclearization of North Korea.

Kamikawa later had a brief conversation with US Secretary of State Antony Blinken and South Korean Foreign Minister Park Jin. They agreed to closely cooperate in dealing with North Korea and other issues.

Kamikawa also attended a foreign ministerial meeting of Japan, the US and the Philippines, where participants agreed on the importance of maintaining and strengthening the rules-based international order.

US media report that President Joe Biden told his Ukrainian counterpart Volodymyr Zelenskyy that Washington will send the Army Tactical Missile System to Kyiv.

The two leaders met at the White House on Thursday. At the time, a senior White House official announced a new US assistance package to Ukraine valued at up to 325 million dollars. But its planned list of items did not include the long-range, surface-to-surface missile system known as ATACMS.

The missile system has a range of up to 300 kilometers. Ukraine has repeatedly requested the system.

On Friday, NBC News quoted several US officials as saying Biden had informed Zelenskyy about the provision of the system.

The outlet added that the officials did not say when the missiles would be delivered or when a public announcement would be made.

Biden had been cautious about providing the system, as it has been pointed out that they could attack deep into Russian territory, potentially provoking Moscow.

Observers say Biden apparently hopes to aid Ukrainian forces as they continue their counteroffensive.

US Secretary of State Antony Blinken told reporters in New York on Friday that he does not have anything to say or to announce on any given weapon system.

Zelenskyy, who was in Canada, stopped short of answering directly about the report. He noted that there would be an agreement on most of what he discussed with the US president.

The US Treasury Department has announced that two new working groups, on economic and financial issues, have been established with China.

A statement released by the department on Friday said the economic working group will be led by the US Treasury and the Chinese finance ministry. It said the financial working group will be led by the US Treasury and the People's Bank of China.

The two sides will hold regular vice-ministerial-level meetings and report to US Treasury Secretary Janet Yellen and Chinese Vice Premier He Lifeng.

The statement says the formation of the working groups builds on the consensus reached between Yellen and He during her visit to Beijing in July.
The establishment of the two working groups also follows US Commerce Secretary Gina Raimondo's trip to Beijing in August.

Raimondo met with Chinese Premier Li Qiang and other leaders to discuss business ties and national security concerns.

Afterwards, she said the US will not negotiate on matters of national security, and will ensure that US companies are treated fairly.

Attention is focused on whether the two countries will be able to improve relations amid their ongoing conflict over advanced technologies such as semiconductors.

A fire and explosion at a factory in southern Taiwan has killed at least 4 people and injured more than 90 others.

Fire department officials in Taiwan say they received a call on Friday evening reporting a fire at a golf equipment manufacturing plant in Pingtung County.

Taiwan's economy ministry says the factory uses rubber and paint as raw materials.

The four who died were firefighters battling the blaze as an explosion collapsed a factory building.

Ninety-nine people, including employees, were injured, and 6 people are unaccounted for.

The fire department will continue searching for the missing people, and investigate the cause of the fire and the explosion.

The leader of a group of people who claim to have been sexually abused by the late founder of Japan's leading talent agency says he has become a target of online harassment.

Hiramoto Junya says he is considering filing criminal complaints.

Hiramoto heads a group of alleged victims of Johnny Kitagawa, the founder of the talent agency, Johnny & Associates.

The agency acknowledged earlier this month that Kitagawa had sexually abused minors for decades.

Hiramoto says his group has been subjected to online slander and defamation since it was founded in June. He is using the group's website and other venues to demand an end to the harassment.

Hiramoto visited a police station on Friday to ask for help, and said he will prepare to lodge criminal complaints.

Hiramoto said he and other members of the group are becoming anxious about the increasing slander and defamation. He added that other members are also planning to have consultations with the police.

Hiramoto also disclosed a plan to submit a request to have the communications ministry become involved in the matter.

NHK has learned that the organizer of the 2025 World Exposition in Osaka expects construction costs for the expo site may balloon to some 230 billion yen, or about 1.55 billion dollars.

That would be a rise of about 300 million dollars from the previous estimate, and the second increase in the estimated costs.

The Japan Association for the 2025 World Exposition said earlier the total costs would be about 1.25 billion dollars.

The central government, Osaka Prefecture along with Osaka City, and the business community are to equally share the costs.

Sources say the association has come out with the latest estimate after examining the rising materials and personnel costs, and is discussing the figures with the three parties.

The sources say the association continues to scrutinize the costs, and thinks the total could still change.

The construction costs were initially set at about 840 million dollars at the current exchange rate, but in 2020 the figure was raised by about 1.5 times to some 1.25 billion dollars.

An increase in the costs means taxpayers will have to shoulder a heavier burden, if the cost-sharing plan remains unchanged.

Test runs have started in an extended part of the Hokuriku Shinkansen bullet train line that is set to open along the Sea of Japan coast next March.

The new section links Kanazawa Station in Ishikawa Prefecture to Tsuruga Station in neighboring Fukui Prefecture. Hokuriku Shinkansen trains now run between Tokyo and Kanazawa.

East Japan Railway's test train named "East i" arrived at Awara-Onsen Station in Fukui Prefecture, around 9:30 a.m. on Saturday. JR officials and local representatives welcomed it.

Fukui Governor Sugimoto Tatsuji said, "The Hokuriku Shinkansen has finally come to Fukui Prefecture."

He said the prefecture will do its utmost to prepare for the opening, including improvements in local transportation networks.

JR officials say the "East i" train will run at a slow speed of around 45 kilometers per hour to examine tracks, overhead lines and other facilities and arrive at Tsuruga Station at night.

Test runs are scheduled through December 9.

Meanwhile in southwestern Japan, the Nishi Kyushu Shinkansen Line marked the first anniversary of its opening on Saturday.

The 66-kilometer line between Takeo-Onsen Station in Saga Prefecture and Nagasaki Station in Nagasaki Prefecture opened on September 23, 2022, as the shortest Shinkansen line in the country.

More than 200 people attended an anniversary ceremony at Takeo-Onsen Station on Saturday morning. They sang a birthday song and let off party poppers in celebration.

Around 30 counters opened for the sale of specialties from Saga and Nagasaki. Visitors were enjoying food, sake and other items.

Year-long renovation work on the signboards of Tsutenkaku Tower in Osaka, western Japan, has been completed. The landmark illumination tourist attraction has now improved flexibility.

The tower operator says neon lamps have been replaced with more than 400,000 LED lights, making the signboards more flexible in displaying colors.

One side has a newly-installed digital signage that is 32 meters high and three meters wide.

The operator says the display's features include the free choice of the size of letters, and messages available in languages such as Japanese, English and Chinese.

Osaka Governor Yoshimura Hirofumi attended the sign-lighting ceremony on Friday, along with Kojima Keiji, the president and CEO of Japanese electronics giant Hitachi, which took part in the renovation.

The tower's signage was lit up at around 6:30 p.m. local time.

Kojima said the tower has been a beacon to the local community, and believes it will continue to be a guiding light into the future.

Officials hope the tower's renovation will contribute to the areas' revitalization as a bustling tourist destination.
