Russian President Vladimir Putin has found it increasingly difficult to fuel the war effort in Ukraine. But he has welcomed a visitor who can satisfy his need for ammunition. He met with North Korean leader Kim Jong Un, suggesting they can "work as equals."

On Wednesday, Kim and Putin met at a spaceport in Russia's Far East, their first meeting in four years. Putin welcomed the North Korean leader, saying he was "very glad to see" him and that they "have a lot of issues to discuss."

Putin had said he could help the North Korean space program to build and launch satellites. However, neither side publicly addressed the possibility of Putin getting artillery shells in return. Still, Kim said the relationship would be his "number one priority," and he offered his support over the fighting in Ukraine.

Kim said, "The Russian army and people will certainly win a great victory in the sacred struggle for the punishment of a great evil."

US officials have warned repeatedly against any military support for Russia. White House National Security Council spokesperson John Kirby said on Wednesday that they do not know what will come out of the Putin-Kim meeting but will respond if necessary.

Kirby said, "No nation on the planet -- nobody -- should be helping Mr. Putin kill innocent civilians."

Kirby added that any arrangement that would improve North Korea's military capabilities would be a "significant concern."

The Russian Foreign Ministry has said that Foreign Minister Sergey Lavrov will meet Chinese counterpart Wang Yi in Moscow on Monday.

Ministry spokesperson Maria Zakharova made the announcement at a news conference in Vladivostok on Wednesday.

A Russian state-run news agency quoted Zakharova as saying the two top diplomats are expected to discuss the situation in Ukraine as well as stability and security in the Asia-Pacific region.

The spokesperson also reportedly said their agenda will include strengthening cooperation on the international stage, with a focus on working together in multilateral frameworks such as the United Nations, BRICS and the Group of 20.

They are also expected to discuss future bilateral summits.

Taiwan's defense ministry has unveiled to members of the media its latest domestically developed military drones to be showcased at a defense show in Taipei.

The military on Wednesday invited reporters to view its booth set up at the Taipei Aerospace & Defense Technology Exhibition, which kicks off Thursday.

Capturing attention are 11 types of military drone, which include a new suicide drone currently being developed. Officials say multiple drones can be placed in a compartment of a launch vehicle and execute precision strikes.

Cardinal III, another unmanned aerial vehicle, is capable of vertical takeoff and landing, and optimized for coastal surveillance from small vessels.

The larger Teng Yun drone can remain airborne for over 20 hours, has a maximum range of over 1,100 kilometers and can perform surveillance and monitoring day and night.

Mass production of this drone is to begin shortly.

The trade show comes as Taiwan's President Tsai Ing-wen earlier pledged to promote asymmetric warfare capabilities to deter China's overpowering military prowess and to make its forces more mobile.

The Tsai administration aims to domestically produce weapons instead of relying on US arms sales.

It aims to accelerate the development of military drones, which have attracted attention after Russia's invasion of Ukraine.

A fire in a 10-story apartment building in the Vietnamese capital Hanoi has killed more than 50 people.

The fire reportedly broke out after 11 p.m. on Tuesday. The police say it has been extinguished.

Local media quoted witnesses as saying the fire had started on the first floor. The police are investigating the cause and identifying the victims.

Heat brought by an El Nino weather pattern has been causing severe droughts across Indonesia. Government officials there are becoming increasingly concerned about shortages of rice, the country's key staple food.

Indonesian President Joko Widodo visited a rice storage facility near the capital Jakarta on Monday. Joko indicated that the nation has a lot of rice in stock. He said that people do not need to worry too much.

The president also declared that the government has begun distributing free rice to more than 21 million low-income households.

Indonesia is known as one of the world's leading rice producing countries. But it has been battling rain shortages and droughts this year. Authorities believe there will be a drop in the amount of rice that is produced.

The government has decided to import the key staple food from other countries. It has already started holding discussions about imports with Cambodia, China and India.

Cambodian authorities have reportedly detained a group of 20 or more people, including apparently Japanese nationals, in Phnom Penh. The group may have been involved in online scams.

Sources close to the matter said local investigators raided a flat on Monday night after receiving information that some Japanese were likely involved in online fraud.

The people found in the flat were detained. The investigators are pursuing others who are likely on the run. The authorities also seized PCs, smartphones and a document that appears to be an instruction book from the flat.

Cambodian authorities will reportedly investigate the matter jointly with Japanese police.

Police have recently been cracking down on Japanese fraud groups operating in Southeast Asia.

In April, a group of 19 Japanese nationals, which was based in a southern Cambodian resort area and suspected of involvement in fraud, was identified and transferred to Japan. Seven Japanese were also detained in May in northern Cambodia near the Thai border.

Japanese talent agency Johnny & Associates has announced measures to compensate those who claim they suffered sexual abuse by the late founder Johnny Kitagawa and steps to prevent recurrences.

The agency made the announcement on its website on Wednesday. Kitagawa died in 2019.

The agency says it will set up a committee comprising three lawyers who have worked as judges to study the testimonies of victims and the amount of compensation.

It says it will not reject compensation based on the victims' affiliations or the time they say they suffered abuse.

The agency says those who are currently handled by the agency, as well as its former performers and trainees, are eligible for compensation.
It says it will also deal with claims from other victims on an individual basis.

The agency says it will accept claims for compensation through a web form and will announce the URL later.

On measures to prevent recurrences, the agency plans to appoint a chief compliance officer when it announces a new management system on October 2.

The agency plans to draw up and implement a basic policy on human rights, fix and expand the existing whistle-blowing system and provide its employees and performers with courses on human rights, sexual abuse and harassment to help raise their awareness on compliance.

It will also set to enhance its governance and dialogue with the media.

The agency says it will not take commissions from performance fees over the next one year and provide all of them to its performers.

The agency commented that it takes to heart that it has a long way to go to apologize and provide relief to the victims and regain trust from everyone. It said the agency staff will unite and work to make a fresh start.
