Xi calls for strengthening defense of China's borders, territorial waters
China's state-run media say President Xi Jinping has instructed Communist Party leaders to strengthen defense capabilities for the country's borders, air space and territorial waters.
Xi's remarks came amid China's increasing assertiveness in the East and South China Seas, which is raising tensions with neighboring countries.
China Central Television reported on Wednesday that Xi gave the instruction at a leadership group study session on defense the previous day.
Xi was quoted as telling the meeting that China's border, coastal and air defense is faced with new opportunities and challenges. He reportedly stressed the need for overall planning to improve capabilities for safeguarding the country and protecting its borders.
Xi was also cited as noting that defending China's borders involves multiple entities, including the military and police. He stressed the importance of strengthening the party's intensive guidance on the issue.
China has been adamant in maintaining its territorial claims, and Xi's remarks could lead to a ramping up of the country's maritime activities in the East and South China Seas.
In the East China Sea, Chinese government vessels have repeatedly entered Japanese territorial waters around the Senkaku Islands.
Japan controls the islands. The Japanese government maintains the islands are an inherent part of Japan's territory. China and Taiwan claim them.
China has also been at odds with the Philippines over territorial claims in the South China Sea. Ships from the two sides have had confrontations in recent months.

Germany considering joint drill with Japan, US next year
German defense minister Boris Pistorius has revealed a plan to have German troops join a Japan-US regular joint exercise next year for the first time. He cited concern about China's maritime activity in the Indo-Pacific region.
NHK interviewed Pistorius in Berlin in late July. He said a stable Indo-Pacific is of "great importance" for the world because it involves freedom of navigation and the security of sea routes.
He said careful attention should be paid to China's attempt to expand its territory in the Indo Pacific. He said "it is not acceptable" that certain areas suddenly become impassable due to sovereignty claims.
China is one of Germany's major trade partners. Former German Chancellor Angela Merkel promoted relations with the country.
But Pistorius said Germany will reduce the risks that have arisen from its overdependence on China in the past, suggesting that his country will seek to diversify its diplomatic relations.
He described Japan as a key partner in the Indo-Pacific. He said Japan is a stable, democratic country and a major economic power that is strong in innovation. He added that Germany wants to improve and deepen cooperation with Japan in all areas.
Pistorius also said his ministry is considering sending German troops next year to a regular joint exercise conducted by the Japanese Ground Self-Defense Force and the US Marine Corps. The exercise is focused on practicing the defense of remote islands.
In July, Germany sent fighter jets to Japan to conduct joint drills with the Japanese Air Self-Defense Force.
A German navy frigate is also planned to make a port call in Japan in August for the first time in three years to participate in a joint exercise with the Japanese Maritime Self-Defense Force.
This will be the first time for the German military to send its air and naval forces to the Indo-Pacific at about the same timing.

US Defense Dept. reaches plea deals with three 9/11 defendants
The US Department of Defense has announced that plea agreements have been reached with three defendants charged in connection with the September 11, 2001 terror attacks on the United States.
Five individuals had been charged with involvement in plotting and carrying out the attacks.
The Pentagon announced on Wednesday that alleged mastermind Khalid Shaikh Mohammad and two others entered into pretrial agreements.
The specific terms and conditions of the agreements were not disclosed, but US media reports say the three are expected to avoid the death penalty and receive life sentences in exchange for pleading guilty to the charge of killing 2,976 people.
The three are being tried by a military commission at the US Navy base in Guantanamo Bay, Cuba.
The likely sentencing will come more than 20 years after the terror attacks.
Reactions to the plea agreements have been mixed. US media report that some families of the victims want the defendants to get the death penalty, while others want them to admit their guilt.

Trump criticized for saying Harris 'happened to turn Black'
Former US President Donald Trump has drawn criticism by saying that Vice President Kamala Harris, his presumed Democratic rival in the November presidential election, suddenly turned Black.
Trump made the remark on Wednesday at an event of Black journalists in Chicago. He was asked if he thinks Harris was able to become the presumptive Democratic Party nominee because she is a Black woman.
The Republican presidential candidate said Harris was Indian all the way and then all of a sudden she made a turn and became a Black person.
Trump said Harris only promoted her Indian heritage in the past. He said he didn't know she was Black until a number of years ago, when she "happened to turn Black."
He later criticized Harris in social media posts, saying, "She uses everybody, including her racial identity!"
Harris lashed back at Trump in a campaign rally on Wednesday night. She described Trump's remarks as "the same old show" of "the divisiveness and the disrespect."
Harris's parents were immigrants: her mother came from India and her father was from Jamaica. The White House says Kamala Harris is the first woman, the first Black American and the first Asian American in US history to become vice president.
Trump apparently hoped to appeal to Black voters by attending the event as Harris is quickly catching up with him in recent polls. But American media outlets have carried critical views on Trump's latest comments.

Virtual vote begins Thursday to officially name Harris as presidential nominee
The US Democratic Party says it will hold an online vote from August 1 through August 5 to nominate Vice President Kamala Harris as its candidate to succeed President Joe Biden.
The Democratic National Committee announced the nomination proceedings on Tuesday.
Biden has expressed his support for Harris.
The DNC says 3,923 delegates from across the United States petitioned to put Harris on the ballot for the Democratic nomination.
It says Harris secured the support of 99 percent of the participating delegates and noted she is the only person who has qualified for the ballot.
Harris has already launched a full-fledged campaign. She held a rally on Tuesday in Georgia -- a key southern swing state -- telling the audience, "The momentum in this race is shifting," and adding, "There are signs Donald Trump is feeling it."
