Severe Tropical Storm Maria could bring heavy rain to Tohoku through Monday

Severe Tropical Storm Maria is likely to make landfall in the Tohoku region in northeastern Japan before noon on Monday.

Weather officials warn that bands of heavy rain clouds could develop over the prefectures of Iwate, Miyagi and Aomori from Sunday night through Monday morning.

They say downpours may far exceed the average precipitation for the entire month of August, especially on the Pacific side of the region.

As the risk of disaster could rapidly rise, people are advised to secure their safety before storm conditions intensify.

The Meteorological Agency says Maria is moving northwest over waters east of Japan. Rainclouds are developing over parts of Iwate Prefecture and other areas along Tohoku's Pacific coast.

The storm could bear down on the Tohoku region before noon on Monday.

Northern Japan may see torrential rain on Monday and heavy thunder showers through Tuesday.

Rainfall could reach up to 300 millimeters in the 24 hours through Monday evening, 200 millimeters in the following 24 hours, and another 150 millimeters in the 24 hours through Wednesday evening.

Niigata Prefecture and Hokkaido could also receive heavy rain from Monday through Tuesday.

Strong winds are expected in northern Japan, with violent gusts possibly lashing some areas through Monday.

On Monday maximum sustained wind could reach 90 kilometers per hour in Tohoku, and 65 kilometers per hour in Hokkaido.

Gusts could peak at 126 kilometers per hour in Tohoku and 90 kilometers per hour in Hokkaido.

Waves are likely to reach as high as 7 meters off the Tohoku coast through Monday. The sea off Hokkaido will also be rough.

Weather officials are warning of landslides, flooding in low-lying areas, and swelling and overflowing of rivers.

Rain and winds could suddenly intensify in Tohoku, which lies in the direct path of the storm.

Japan Meteorological Agency maintains mega-quake advisory

The Japan Meteorological Agency continues to urge people to keep up their guard against a possible mega-quake in the Nankai Trough along the Pacific coast.

The agency is keeping in place its special advisory issued on Thursday after a magnitude 7.1 earthquake struck off Miyazaki Prefecture in southern Japan.

But agency officials say no irregular changes in the crustal strain have been observed so far.

The quake triggered tsunami that reached the coasts of the Kyushu and Shikoku regions. A 50-centimeter tsunami was observed at a port in Miyazaki City.

On land, the quake registered a maximum intensity of lower 6 on the Japanese scale of 0 to 7 in the city of Nichinan.

Intensities of upper 5 were recorded in parts of Miyazaki and neighboring Kagoshima prefecture.

Another quake in Miyazaki City at around 7:42 a.m. Sunday registered a maximum intensity of 3 on the Japanese scale.

Agency officials say small-scale seismic activity on the Kii Peninsula in western Japan has led to some changes in readings of strain meters deployed nearby. But they add that such a phenomenon has repeatedly been observed in the past.

The agency says the probability of a major earthquake in the Nankai Trough is higher than usual. It issued the special advisory urging caution under what is known as the Nankai Trough Earthquake Extra Information protocol.

Agency officials say the advisory does not mean that a quake will definitely strike within a certain timeframe. But they have asked 707 municipalities in 29 prefectures -- extending from around Tokyo in the east to Okinawa in the south -- to check their disaster preparedness.

The government is advising people to secure furniture, and to check evacuation sites and ways to confirm the safety of their family members.

Households with infants, the elderly and people with disabilities are being advised to consider evacuating voluntarily.

Israel is facing international criticism over its deadly airstrike on a school sheltering displaced citizens in northern Gaza.

Officials in Gaza say the attack on Saturday killed more than 100 people and wounded dozens of others.

Israel has repeatedly struck schools in the enclave, claiming they serve as bases for the Islamic group Hamas.

The European Union's foreign policy chief Josep Borrell wrote on social media that "at least 10 schools were targeted in the last weeks" by Israel. He added, "There's no justification for these massacres."

British Foreign Secretary David Lammy said in his social media post that he is "appalled" by the Israeli military strike on the school and the "tragic loss of life."

He also wrote: "Hamas must stop endangering civilians. Israel must comply with International Humanitarian Law."

Tensions are running high in the Middle East with Iran vowing to take revenge on Israel over the killing of the political leader of Hamas while he was visiting Tehran late last month.

Countries trying to mediate a ceasefire between Israel and Hamas are calling for the resumption of negotiations on August 15.

According to Iran's state-run news agency, the country's UN mission said on Friday that Iran's priority is to establish a lasting ceasefire in Gaza.

But it added that Iran has "the legitimate right to self-defense," and that this is "a matter totally unrelated" to a Gaza ceasefire.

The Iranian mission reportedly said, "We hope that our response will be timed and conducted in a manner not to the detriment of the potential ceasefire."

The comments suggest that Iran is carefully studying the timing and method of retaliation, while weighing the possible impact on the ceasefire talks.

The World Health Organization says it will convene an emergency committee as mpox spreads in Central Africa and could spread further within and outside of Africa.

The expert committee will meet on Wednesday to discuss whether the outbreak is a "public health emergency of international concern".

Mpox, formerly called monkeypox, is a viral infection that causes symptoms such as fever and a rash.

WHO Director-General Tedros Adhanom Ghebreyesus says that the Democratic Republic of Congo has been experiencing a severe outbreak of mpox this year. More than 14,000 cases and 511 deaths have been reported.

He says that cases have been reported in countries neighboring the DRC, including Kenya and Rwanda.

The WHO chief warned that the disease could spread further within and outside Africa.

In 2022 WHO declared a public health emergency of international concern for mpox, following a large number of cases being reported mainly in Western countries.

As the number of cases decreased, WHO ended the declaration in May last year.

WHO says that the current outbreak of mpox is of a different type from the one that was responsible for the outbreak in 2022.

The current type is said to be likely to cause severe symptoms.

Ukraine is staging its biggest cross-border attack into Russia since the start of the conflict, prompting Moscow to send additional units to defend its territory.

Ukrainian troops began its push into the region of Kursk in western Russia on Tuesday, and are believed to have seized a number of villages.

Russia's defense ministry said on Friday that additional tank units are being sent to Kursk, along with rocket launchers and artillery guns.

The US-based Institute for the Study of War said on Friday that the Russian military command may be transferring "more experienced and better-provisioned frontline units from eastern or southern Ukraine" to the Kursk region. It adds that "it would likely take additional time for such units to arrive."

Russia's defense ministry said on Saturday that its air defense had destroyed 26 Ukrainian drones over Kursk.

Russia also said what are believed to be fragments of downed missiles were found on Thursday inside the premises of the Kursk nuclear power plant.

Moscow accused Ukrainian forces of threatening the safety of the nuclear plant, and said it has reported the situation to the International Atomic Energy Agency.

The Philippines and China have accused each other's air force of engaging in obstructive behavior over a contested area of the South China Sea.

The Philippine military said on Saturday that two Chinese military aircraft executed a dangerous maneuver and dropped flares in the path of a Philippine air force plane over the Scarborough Shoal on Thursday.

It said the Philippine aircraft, which was on a routine maritime patrol mission, safely returned to base and all personnel on board were unharmed.

The Philippine military said it "strongly condemns the dangerous and provocative actions" by the Chinese aircraft, which it said "posed a threat" to its air force crew and "interfered with lawful flight operations."

The Chinese military's Southern Theater Command hit back, saying that the Philippine aircraft ignored repeated warnings and illegally intruded into China's airspace, disrupting its normal training activities.

The Philippines and China both claim the Scarborough Shoal.

In another part of the South China Sea, the two countries have been showing signs of trying to ease tensions.

They agreed last month on a provisional arrangement for resupply missions to the Second Thomas Shoal, which is effectively controlled by the Philippines.
