Typhoon Ampil bears down on Greater Tokyo

People in Japan are bracing as Typhoon Ampil bears down on the eastern part of the Greater Tokyo region, bringing fierce winds and rain.

Powerful winds are lashing Tokyo's remote Izu Islands. The typhoon is moving north and likely to come closest to the Greater Tokyo region late Friday.

Bands of heavy rain clouds could form over the region through Friday night. They may also develop on the Pacific side of the northern region of Tohoku through Saturday morning. Heavy rain could sharply raise the risk of disasters.

Meteorological Agency officials estimate that as of 4 p.m. on Friday, Typhoon Ampil was 170 kilometers south of Choshi City, Chiba Prefecture, in the Pacific Ocean.
They forecast it to stay on its northward course.

Authorities have set up shelters across the region.
People should check the latest weather and transport information and stay in safe places, such as sturdy buildings.

Typhoon Ampil is prompting a number of municipalities in Japan's eastern region of Kanto and elsewhere to urge residents to evacuate.

Mobara City in Chiba Prefecture has issued an evacuation order. That's level four of the five-tier warning scale. It calls on people in areas with high disaster risks to evacuate.

A level three warning has been issued in parts of Tokyo, and the prefectures of Chiba, Kanagawa, Ibaraki, Saitama and Fukushima. Local authorities are issuing the advisories that urge the elderly and people with physical disabilities to start evacuating.

TEPCO Power Grid says the storm has been causing power outages in the Kanto region, affecting more than one-thousand households and businesses as of 1:30 p.m. on Friday.

Typhoon Ampil disrupts railway services and flights in eastern Japan

Typhoon Ampil is disrupting Shinkansen bullet train lines and other railway services in Japan. The storm is bearing down on the eastern part of the main Japanese island of Honshu.

The Central Japan Railway Company, JR Central, has canceled all services on the Tokaido Shinkansen line between Tokyo and Nagoya for the entire day on Friday.

Services between Nagoya and Shin-Osaka have been reduced. Reservations are only being accepted for the first-class Green cars. The company has also canceled services that directly connect the Tokaido Shinkansen line to the Sanyo Shinkansen line.

The firm says there is a possibility that there will be service suspensions and delays on Saturday, depending on the progress of equipment inspections.

The East Japan Railway Company, JR East, has decided to cancel some services on the Tohoku, Jo-etsu and Yamagata Shinkansen lines from around 11 a.m.

The company says services on the Hokuriku and Akita Shinkansen lines may also be disrupted by the storm.

As for air travel, All Nippon Airways says 335 domestic and international flights at Haneda and Narita Airports will be grounded on Friday.

Japan Airlines says it will cancel 319 flights.

The airlines are asking travelers to check the status of flights online or by other means.

Paetongtarn Shinawatra becomes Thailand's prime minister

Thailand's parliament has elected Paetongtarn Shinawatra to succeed dismissed Prime Minister Srettha Thavisin.

Friday's vote follows Srettha's dismissal by the Constitutional Court on Wednesday. The court said his appointment of a Cabinet member was a violation of the constitution's ethical standards. Srettha belongs to the largest ruling party, Pheu Thai.

Paetongtarn is the party's leader and a daughter of former Prime Minister Thaksin Shinawatra. The 37-year-old Paetongtarn secured majority support of lawmakers in the lower house required to become the new prime minister.

The People's Party voted against Paetongtarn. It is the successor of the largest pro-democracy opposition Move Forward Party, which was dissolved by the Constitutional Court last week.

Some observers say Srettha's dismissal reflects the discontent among conservatives who are close to the military and wary of Thaksin. Thaksin's political influence has been growing since his return to Thailand last year after 15 years in exile.

But Pheu Thai and pro-military conservative forces will maintain the coalition government. Lawmakers in the coalition voted for Paetongtarn on Friday.

Paetongtarn is in for difficult maneuvering as conservatives are likely to keep forces close to her father in check.

Sweden reports first case of more severe mpox outside Africa

Sweden's health authorities say they have confirmed a case of a more severe strain of mpox, the viral disease previously referred to as monkeypox. They say this is the first infection of the new strain to be detected outside Africa.

The authorities said on Thursday that the infected person had traveled in an area of Africa where infections are spreading. Officials said the person is being treated in isolation.

The World Health Organization on Wednesday declared the ongoing outbreak of mpox in Africa a public health emergency of international concern.

Mpox causes symptoms such as fever and a rash. A large number of cases were reported in 2022, mostly in Europe and the United States.

The WHO says infections are surging again, mainly in the Democratic Republic of the Congo in central Africa. It says the current outbreak involves a variant that is more likely to cause severe symptoms.

Negotiations over Gaza ceasefire resume in Qatar

Representatives from Israel and a team of meditators from the US, Qatar and Egypt resumed talks in Doha on Thursday to reach a ceasefire in Gaza. Members of Hamas did not take part, but they are expected to consult with the meditators after the discussions are finished.

White House national security spokesperson John Kirby described the negotiations as "an important step" to bring about an end to the fighting. However, he says "there remains a lot of work to do" and that the meetings are expected to run into Friday.

The talks came as more than 100 hostages are still reportedly being held by Hamas.

The delay in reaching a settlement has prompted anger and frustration among the families of the captives and their supporters. Many have directed their anger against Prime Minister Benjamin Netanyahu and his government. Protestors took to the streets of Tel Aviv on Thursday, chanting, "We will not abandon them in Gaza, we will bring them all home."

One of the demonstrators said: "We want to say to the negotiating team, if a deal is not signed in the coming days at this summit, do not return to Israel. You have no reason to return without a deal."

The negotiations come as health authorities in Gaza say the fighting has reached a grim milestone. They say more than 40,000 Palestinians have been killed since October 7. The United Nations High Commissioner for Human Rights, Volker Turk, put the blame on the Israeli army. He accused troops of failing to comply with the rules of war.

Japan to provide grant aid to ease worsening food situation in Palestine

Japan has decided to provide grant aid to Palestine through an international organization with the aim of alleviating its worsening food situation.

The Foreign Ministry says the government will extend the assistance worth 400 million yen, or about 2.68 million dollars, through the World Food Programme. It says the decision comes at the request of the Palestinian Authority.

The ministry says Palestine's food situation is deteriorating due partly to soaring global prices resulting from the crisis in Ukraine.

It says the entire population of the Gaza Strip has been facing a food crisis, particularly since conflict erupted in the Middle East on October 7 last year.

The ministry adds that the assistance is expected to contribute to "the stability and improvement of public welfare based on human security." It says the concept forms one of the pillars of Japan's basic aid policy toward Palestine.

Biden makes first appearance with Harris since dropping reelection bid

The US Democratic Party is taking steps to unify its coalition ahead of its national convention next week. On Thursday, President Joe Biden and Vice President Kamala Harris made their first appearance together since Biden dropped his bid for reelection.

The two held a rally in Maryland to celebrate the success of their efforts to lower the prices of prescription drugs.

Harris said, "There's a lot of love in this room for our president. And I think it's for many, many reasons, including few leaders in our nation have done more on so many issues, including to expand access to affordable health care, like, than Joe Biden." She made the appeal that her boss deserves much of the credit.

The gathering was billed as an official White House event, but it had the energy of a campaign rally. People in the crowd carried out a chant of "Thank you, Joe."

Biden responded with a joke, saying, "I served in the Senate for 270 years. I know I only look 40, but I'm a little bit older."

The Biden administration has negotiated with the pharmaceutical industry to lower the prices of 10 common prescription drugs used in the Medicare program for the elderly. It is part of their plan to ease concerns over rising costs ahead of the November elections.

Biden said, "This time we finally beat Big Pharma. And I might add, with no help of Republicans. Not a single Republican voted for this bill, period. Not one in the entire Congress."

Biden stressed that Harris will continue his policies if she is elected president. The two are set to appear again at the Democratic National Convention, which starts Monday in Chicago.
