Tropical Storm Maria cuts path through Tohoku

Tropical Storm Maria is lashing northeastern Japan with torrential rain and powerful gusts, prompting weather officials to warn there could be landslides, as well as flooding in low-lying areas and overflowing rivers.

Local authorities have issued evacuation orders for some parts of Iwate and Aomori prefectures. Along the coast of Iwate, the storm dumped more than 450 millimeters of rain in 48 hours, the highest amount on record, forcing an emergency discharge from the Taki Dam in the city of Kuji on Monday morning. Officials have warned residents near the basin to prepare for the possibility of overflowing rivers.

Off the coast, the storm is generating waves of up to 7 meters.

East Japan Railway says it has partly suspended services on the Akita Shinkansen line, and that further delays and cancellations are possible on the Tohoku and Yamagata Shinkansen routes.

Airlines have canceled dozens of flights to and from the Tohoku region. Japan Airlines and All Nippon Airways say more services could be affected.

Mega-quake advisory remains in place, no changes in seismic activity observed

A mega-quake advisory issued by Japan's Meteorological Agency on Thursday remains in place, although officials say they haven't observed any irregular changes in the earth's crust where the jolt is expected to occur.

The agency put out the advisory after a magnitude-7.1 earthquake struck off Miyazaki Prefecture in southern Japan, triggering tsunami that reached the Kyushu and Shikoku regions, including a 50-centimeter tsunami in Miyazaki City.

Officials say the probability of a massive earthquake striking along the Nankai Trough, which runs from Shizuoka Prefecture west of Tokyo down to the southern tip of Kyushu, is higher than usual.

Thursday's quake registered a maximum intensity of lower 6 on the Japanese scale of 0 to 7 in the city of Nichinan. Intensities of upper 5 were recorded in parts of Miyazaki Prefecture and neighboring Kagoshima Prefecture.

Since Thursday, there have been 23 quakes registering an intensity of 1 or higher in the Hyuganada Sea off Miyazaki and waters off the Osumi Peninsula in Kagoshima.

The agency says minor seismic activity on the Kii Peninsula and in the Ise Bay in western Japan has affected the readings of strain meters placed nearby. But they say this isn't unusual.

The agency says its advisory does not mean that a quake will definitely strike within a certain timeframe. But it has asked 707 municipalities in 29 prefectures -- extending from around Tokyo in the east to Okinawa in the south -- to be prepared for the possibility of disaster.

Authorities say people should make sure furniture is secure as possible, and figure out the locations of their nearest evacuation sites.

Households with young children, the elderly and people with disabilities are being advised to consider evacuating voluntarily.

Foreign residents learn about mega-quake advisory ahead of Awa Odori festival

Foreign residents in Tokushima Prefecture in western Japan have learned about a special advisory on a mega-quake and earthquake preparedness.

The Japan Meteorological Agency issued the special advisory on Thursday following a magnitude 7.1 earthquake off Miyazaki Prefecture in southern Japan.

The advisory is urging caution under what is known as the Nankai Trough Earthquake Extra Information protocol.

A volunteer disaster preparedness group in Tokushima City and the Tokushima Prefectural International Exchange Association organized a class on Saturday to teach foreign residents in the prefecture about the advisory and disaster preparedness.

About 20 foreign residents, mainly from Tokushima City, including Chinese and Americans attended.

Organizers explained in Japanese about the special mega-quake advisory using a flip chart.

They urged participants to check on their earthquake preparations.
They showed maps and illustrations to emphasize that people must head for higher ground immediately when a tsunami is coming.

A participant from India said that she had never experienced an earthquake and that she was surprised when the advisory was issued.

She added that the class was very helpful since she did not know what to do.

Another participant who is from the United States said that she was scared when the advisory was issued.

She said that she purchased bottled water and a flash light on the previous day.

After the class, some Awa Odori dancers performed ahead of Sunday's festival opening.

The dance festival is very popular and attracts many spectators every year. This year it will be held through Thursday.

Israel issues another evacuation order in Khan Younis

The Israeli military has issued a new evacuation order in Khan Younis, which is located in the southern part of the Gaza Strip. It has cited activities by Hamas fighters as a reason. The United Nations says more than 70,000 people have been displaced in the Gaza Strip over the last few days.

The evacuation order was issued on Sunday, and it covers part of an Israeli-designated humanitarian zone.

Footage taken on Sunday shows people laden with their belongings traveling in cars and on donkeys.

Philippe Lazzarini is the commissioner-general of the UN agency for Palestinian refugees, or UNRWA. On Sunday, he wrote on social media that more than 75,000 people have been displaced in the southwestern part of the Gaza Strip over the past few days. He added that people in the territory have nowhere else to go.

Authorities in Gaza say that more than 100 people were killed in an Israeli airstrike on a school in Gaza City. Displaced people were sheltering there. The attack is drawing heavy international criticism.

The Israeli military claims the school is a Hamas stronghold, and it says it killed 19 fighters.

UN diplomatic sources say arrangements are underway for the UN Security Council to hold an emergency meeting about the airstrike as early as Tuesday.

Western allies reportedly not urging Ukraine to limit weapons use in Russia

A US political news outlet says Western allies of Ukraine do not appear to be pressing Kyiv to limit the use of weapons they supplied to the country in its ongoing cross-border incursion into Russia.

Politico carried an article regarding the offensive that the Ukrainian military has been mounting in the western Russian region of Kursk since Tuesday.

The article says, "As Ukraine widens its attacks inside Russia, there is no sign that the country's sometimes reluctant Western allies are putting pressure on Kyiv to ease off."

The United States and other countries previously called on Ukraine to restrict the use of Western-made weapons only for limited purposes if its military launches the munitions to hit targets in Russian territory.

The Russian defense ministry said on Sunday that its forces had destroyed four armored personnel carriers, including three US-made ones, as well as seven armored combat vehicles in their efforts to repel the Ukrainian incursion.

Ukrainian President Volodymyr Zelenskyy said on Saturday that his country "is proving that it really knows how to restore justice and guarantees exactly the kind of pressure that is needed -- pressure on the aggressor."

Meanwhile, Russian forces intensified their attacks on eastern and other parts of Ukraine. The Ukrainian Air Force says Russia targeted Ukraine with four short-range ballistic missiles and drones overnight between Saturday and Sunday.

Ukraine's State Emergency Service said on Sunday that a 35-year-old man and his 4-year-old son were found dead under the rubble of a building hit by Russian rocket fragments.

Zelenskyy said in a social media post that preliminary information indicates Russian forces used a North Korean missile in the attack.

Fire breaks out at Zaporizhzhia nuclear plant, IAEA says no impact on safety

Ukrainian President Volodymyr Zelenskyy says a fire has broken out at the Russian-occupied Zaporizhzhia nuclear power plant in southern Ukraine.

Zelenskyy said on his social media account Sunday that "the Russian occupiers have started a fire." He posted a video showing what looked like a plume of black smoke rising from the plant compound.

He noted that radiation levels are within the norm, but said that as long as Russia controls the nuclear plant, "the situation is not and cannot be normal."

Zelenskyy called for the plant to be brought back under Ukrainian control.

Russia says the fire was put out and claimed that it was caused by a Ukrainian drone attack.

The International Atomic Energy Agency said on social media that IAEA experts witnessed dark smoke coming from the northern part of the nuclear plant after hearing multiple explosions.

The UN nuclear agency added, "No impact has been reported for nuclear safety."

All of the plant's six reactors have been shut down since Russia's invasion of Ukraine. But safety concerns remain as the compound and surrounding areas have come under attack at times, resulting in the facility losing its external power supply.

Security in Bangladesh unstable a week after prime minister resigns

Security concerns remain in Bangladesh a week after Prime Minister Sheikh Hasina stepped down in the face of deadly clashes between student protestors and police.

Student-led demonstrations have spread across the country to protest against government job quotas since July. Clashes with police left more than 300 people dead, and the prime minister was forced to resign on August 5.

Hundreds of students continued demonstrations in the capital, Dhaka, on Sunday.

One participant said he demanded all officials close to the Hasina administration be expelled.

Many students painted pictures on walls to express the joy of winning freedom, and others mourned the victims of police crackdowns.

One of them said they will stage more protests if the new administration tries to suppress citizens.

Nobel Peace Prize laureate Muhammad Yunus was sworn in on Thursday as the head of the country's interim government.

But the police agency is not functioning out of fear of retaliation from citizens, raising concerns that security could deteriorate.

Victims of 1985 Japan Airlines plane crash remembered

People have gathered in the eastern Japanese prefecture of Gunma to remember the victims of the country's deadliest plane crash. The accident occurred 39 years ago in the prefecture.

A Japan Airlines jumbo jet crashed into a mountain ridge in Ueno Village on August 12, 1985. The accident left 520 passengers and crew members dead.

On Sunday, relatives of the victims and others floated memorial lanterns down a river near the crash site.
The mourners wrote messages to the victims on the lanterns and prayed for transportation safety.

Miyajima Kuniko lost her second son, Ken. The boy was 9 years old at the time of the accident. Miyajima serves as the secretary general of a group of bereaved families.

The 77-year-old says members of the group remember their loved ones every year. She says she wants to play a role in passing information about the accident to the next generation.

On Monday, the relatives and others will head to the crash site on Osutaka Ridge. They will attend a memorial service, which will be held in the evening.
