US condemns China after collision with Philippine ships in S. China Sea

The US government has condemned China over collisions between China Coast Guard vessels and Philippine patrol ships in the disputed South China Sea.

The US Department of State said in a statement on Monday that the US "stands with its ally the Philippines and condemns the dangerous actions" by China. It calls on China to abide by international law and desist from dangerous and destabilizing conduct.

The statement also said the US-Philippine Mutual Defense Treaty "extends to armed attacks on Philippine armed forces, public vessels, or aircraft, including those of its Coast Guard - anywhere in the South China Sea."

The China Coast Guard claimed on Monday that Philippine patrol ships "illegally intruded" into waters near Sabina Shoal in the Spratly Islands.

China said one of the Philippine vessels deliberately collided with a Chinese ship.

In response, the Philippine government released images purporting to show damage its vessels sustained in the collisions.

It said two of its patrol vessels encountered unlawful, dangerous maneuvers from Chinese ships while on their way to deliver supplies to Philippine sea-based facilities.

Japan's ruling LDP to hold leadership election on Sept. 27

Japan's main ruling Liberal Democratic Party is planning to hold its leadership election on September 27 to choose a successor to Prime Minister Kishida Fumio.

The LDP convened an election committee on Tuesday and decided to make the official announcement on September 12. This will make the 15-day campaign period the longest since the current system went into effect in 1995.

The party apparently aims to set aside enough time for debates to be held to restore public trust following scandals involving politics and money.

The election is taking place as Kishida's term as LDP president expires at the end of September.
A total of 734 votes are up for grabs. LDP Diet lawmakers hold 367, while the other half will be decided by rank-and-file members across Japan.

The lawmakers will cast their ballots on September 27, and ballot counting will take place that day.

Harris calls for unity at Democratic National Convention

US Vice President Kamala Harris called for unity on the opening night of the Democratic National Convention in Chicago on Monday.

She first praised President Joe Biden and thanked him for his "historic leadership" and "lifetime of service." She said, "We are forever grateful to you."

She told the audience that they are united by a shared vision for the future of their country. She added that in November, they will declare with one voice that they are moving forward with optimism, hope and faith.

She concluded, "Let us fight for the ideals we hold dear, and let us always remember when we fight, we win."
The four-day convention kicked off with the party adopting its policy platform that advocates for economic growth by supporting the lower and middle classes.

The platform also emphasizes the party's support for legal abortion rights, especially in light of recent measures to restrict the procedure in states led primarily by Republican governors.

At the end of the convention, President Joe Biden reiterated his support for Harris.

Trump would consider naming Elon Musk to Cabinet or advisory role, report says

A media outlet has reported that former US President Donald Trump said he would consider naming entrepreneur Elon Musk to a Cabinet or advisory position if he wins the November presidential election.

Republican presidential candidate Trump made the remark in an interview with Reuters after a campaign event in Pennsylvania on Monday.

Reuters quoted Trump as saying, "If he would do it, I certainly would. He's a brilliant guy."

Trump and Musk talked for about two hours on August 12 on the social media platform X, which is owned by Musk.

Musk, who is also Tesla CEO, suggested during the talks that Trump should set up a government commission to study efficiency in tax use and other issues.

He said he'd "be happy to help out on such a commission."

Musk has disclosed that he voted for the Democratic candidate, Joe Biden, in the presidential election four years earlier.

But he made clear his support for Trump shortly after the former president survived an assassination attempt at a campaign rally in July.

The two have grown closer since then, with Trump frequently mentioning Musk during his campaign.

Russia says no peace talks now, India PM to visit Ukraine

A Russian presidential aide says Moscow will not hold peace talks with Kyiv, following Ukraine's cross-border incursion into western Russia.

Yury Ushakov said on Monday that negotiations are currently out of the question, given the situation in the Kursk region.

He also said the proposal for starting peace talks presented by President Vladimir Putin remains valid. In June, Putin set out conditions for peace talks, which include the withdrawal of Ukrainian troops from the four regions Russia unilaterally annexed.

Ushakov said the possibility of any potential talks "depends on the situation, including on the battlefield."

Ukrainian forces released videos on Friday and Sunday showing what they claimed to be two bridges over the Seym River being destroyed. They said the attacks are dealing a blow to the Russian military's logistics.

Russian authorities said on Monday that a third bridge was damaged in a Ukrainian attack.

Meanwhile, the governments of India and Ukraine have announced that Indian Prime Minister Narendra Modi will pay an official visit to Ukraine on Friday to meet with Ukrainian President Volodymyr Zelenskyy.

A senior Indian foreign ministry official said at a news conference, "India is ready to provide all possible support and contribution to find a peaceful solution."

Operator of Tokai No. 2 nuclear plant to delay completion of safety work again

The operator of a nuclear power plant northeast of Tokyo is expected to further delay the complete implementation of stricter safety measures.

Sources say the Japan Atomic Power Company, which operates the Tokai No. 2 nuclear power plant in Ibaraki Prefecture, has decided to reschedule the completion date for the work that is being done to build a tsunami and storm surge barrier.

The move comes after defects were found in the foundation of the levee that the company has been constructing as part of safety measures against disasters.

The nuclear power plant has been offline since a powerful earthquake and tsunami hit northeast Japan in 2011.
The plant's operator informed the Nuclear Regulation Authority earlier this month that it plans to carry out additional work on a large scale to reinforce internal parts of the structure and the grounds around it. But the operator noted that it will leave the foundation as it is.

The company planned to complete the work by September of this year, but it now expects the work to be finished by December, 2026.

If the work is delayed, it will be the third time that the operator has rescheduled the completion date since the nuclear regulator approved an assessment for the Tokai No. 2 plant in 2018.

The regulator's approval is one of the preconditions set out for the plant to be put back online.

The Japanese government considers Tokai No. 2 to be one of the nuclear power plants in the country that needs to be brought back online in order to meet electricity demands and ensure energy security.

Japan's retail giant Seven & i receives takeover offer from Canadian firm

Japanese retail giant Seven & i Holdings says that it received a takeover offer from Canadian convenience-store operator Alimentation Couche-Tard.

Seven & i unveiled on Monday the proposal from the Canadian firm, whose business also includes gas station operations.

The Japanese retailer says it formed a special committee "comprised solely of independent outside directors" to review the proposal.

The firm says it intends to conduct "a prompt, careful and comprehensive review of the proposal" along with "other alternatives for enhancing corporate value" and then will make a response to the Canadian company.

Seven & i adds, at the moment it has not decided whether to accept or reject the proposal, or if it will enter into discussions with the Canadian firm.

Observers say, if the Canadian company ends up buying the entire Seven & i Holdings group, the purchase would likely require at least 5 trillion yen, or about 33.9 billion dollars.

Seven & i Holdings is in the process of restructuring. The group is considering listing shares in its supermarket business and focusing on its main convenience store operations.

China, Vietnam vow to strengthen bilateral cooperation

Chinese President Xi Jinping and Vietnam's new leader To Lam have vowed to deepen bilateral ties as socialist nations.

China's Foreign Ministry says Xi held talks with Lam, who is the general secretary of Vietnam's ruling Communist Party, in Beijing on Monday. This is Lam's first foreign trip after he was elected to the country's top position on August 3 to succeed Nguyen Phu Trong, who died in July.

The ministry quoted Xi as saying that China views Vietnam as a priority in its neighborhood diplomacy. Xi also stressed that the two countries must maintain their traditional friendship and adhere to their Communist parties' leadership and the socialist path.

Lam said Vietnam regards China as the top priority in its foreign policy.

Hanoi places importance on economic relations with Beijing, although the two sides remain at odds over territorial rights in the South China Sea. Vietnam is also seeking to enhance cooperation with Japan and the United States.

Japan foreign, defense ministers agree with Indian PM on deepening security ties

The foreign and defense chiefs of Japan and India will hold a two-plus-two meeting in the Indian capital on Tuesday. Ahead of the talks, Japan's foreign and defense ministers have agreed with Indian Prime Minister Narendra Modi that the two countries will step up ties in security and other areas toward the peace and stability of the Indo-Pacific region.

Foreign Minister Kamikawa Yoko and Defense Minister Kihara Minoru paid a courtesy call on the Indian leader in New Delhi on Monday.

Modi noted that cooperation between Japan and India is important in security and defense.

Kamikawa said the two countries bear a great responsibility for the peace and prosperity of the Indo-Pacific region, as well as the wider international community.

Kihara conveyed his intention to continue joint drills between the Japan Self-Defense Forces and the Indian military, as well as cooperation in the area of defense equipment.

The latest two-plus-two meeting is the third between Japan and India, and the first since 2022.

The two sides are expected to exchange views on promoting joint drills between the two countries, as well as with the United States and other nations.

They also plan to discuss security cooperation to export surveillance radars used for Japanese Maritime Self-Defense Force destroyers to India.

The Japanese government hopes to strengthen cooperation in the field of security and other areas in order to stabilize the Indo-Pacific region, where China is strengthening its influence.
