Typhoon Shanshan seen approaching western, eastern parts of Japan from Tuesday

Typhoon Shanshan is expected to approach western and eastern parts of Japan from Tuesday onwards. Weather officials are warning of violent winds and landslides.

The Meteorological Agency says the strong typhoon was moving northwest over waters south of Japan at a speed of 30 kilometers per hour as of 6 p.m. on Sunday.

Shanshan has a central atmospheric pressure of 980 hectopascals. It is packing maximum sustained winds of 126 kilometers per hour near its center and gusts peaking at 180 kilometers per hour.

The typhoon is expected to continue heading north while picking up strength, and reach a very strong level on Tuesday before coming close to western and eastern Japan.

Agency officials forecast that the maximum wind speed will reach 126 kilometers per hour in southern Kyushu on Tuesday and 90 kilometers per hour in the Shikoku region.

They also predict that the maximum gust speed will reach 180 kilometers per hour in southern Kyushu and 126 kilometers in the Shikoku and Amami regions.

The typhoon is expected to bring heavy rain to western and eastern Japan, mainly to areas along the Pacific coast, from Tuesday through Wednesday.

Tokai and Shikoku could get up to 200 millimeters of rainfall in the 24-hour-period through Tuesday evening, while the Kinki region and southern Kyushu could get 150 millimeters. During the 24 hours through Wednesday evening, rainfall could reach up to 400 millimeters in Tokai, 300 millimeters in Kinki, Shikoku and southern Kyushu, and 200 millimeters in northern Kyushu.

Seas are expected to become rough with swells on Tuesday, and may become extremely rough later.

Agency officials are urging caution against violent winds, landslides, flooding in low-lying areas, rising water levels and flooding of rivers, and high waves.

The Central Japan Railway Company says cancellations of its Tokaido Shinkansen bullet train services due to the typhoon are possible, and will be announced around Wednesday and Thursday.

The company says heavy rain is forecast on Tuesday which could cause some services to be suspended for hours.

Kono Taro makes bid to lead Japan's ruling party

Japan's Digital Transformation Minister Kono Taro has announced that he will run in the leadership election of the main governing Liberal Democratic Party.

Kono made the announcement on Monday, 12 days after Prime Minister Kishida Fumio said he will not seek another term as LDP leader. The new LDP president is almost certain to become the next prime minister.

Kono told reporters that the Kishida Cabinet has made great achievements both in domestic politics and diplomacy since its inauguration about 1,000 days ago. He said he wants to succeed Kishida and move Japan forward.

He also said Japan needs to clarify its responsibility and roles and implement them.

He added that leadership contenders need to discuss how to reshape the international community, as the winner will be the next prime minister of Japan.

Kono, who is 61, is serving his ninth term as a Lower House lawmaker.

He is a member of LDP Vice President Aso Taro's faction and now serves as digital transformation minister.

Since winning his first term in 1996, Kono has openly declared that becoming prime minister is his goal.

He made his first bid for the LDP leadership in 2009, when the party was in the opposition, at the age of 46.

After the party returned to power, Kono got his first Cabinet post in 2015 as minister in charge of administrative reforms under Prime Minister Abe Shinzo.

He also served as both foreign and defense minister. He visited 123 countries and regions during his roughly two-year stint as foreign minister.

In the Cabinet of Prime Minister Suga Yoshihide, Kono served as regulatory reform minister and was named minister in charge of the coronavirus vaccine rollout during the pandemic.

When he made his second bid for the top LDP post three years ago, Kono won broad support from rank-and-file party members and finished a close second, only a vote behind Kishida in the first round.

But he lost to Kishida by a wide margin in the runoff.

Japan draws up plan to develop health care business into growth industry

Japan's health ministry has drawn up a plan to develop the country's medical care sector by tapping overseas resources, such as accepting foreign medical students.

The ministry announced steps for its vision for global health on Monday at a meeting of its international strategy headquarters headed by health minister Takemi Keizo.

The vision is designed to develop Japan's health care business into a growth industry.

It calls for starting a new pilot program to accept about 20 foreign students at medical schools in Japan by preparing a scholarship system. The step is aimed at nurturing health care personnel in Asian countries.

The vision also eyes the promotion of inbound medical services for overseas patients hoping to receive high-quality medical treatment and services in Japan.

It calls for improving a system to accept them by assigning interpreters and coordinators at medical institutions.

The ministry says it will also help Asian countries to adopt medical care systems modeled after Japan's.

To strengthen new drug development, the vision calls for creating domestic bases with medical functions in cooperation with overseas businesses. The ministry says it will also support drug development from the basic research stage.

The vision also plans to allow documents to be written entirely in English for the application for approval of overseas drugs in Japan to expedite their use.

Kim Jong Un orders early deployment of new suicide drones

North Korea's leader Kim Jong Un has observed a test of newly developed suicide drones and ordered his country's military to be equipped with them as soon as possible.

The ruling Workers' Party newspaper, the Rodong Sinmun, reported on Monday that Kim oversaw Saturday's test organized by the Drone Institute of the Academy of Defence Sciences.

The report includes photos of what appear to be drones, but the images were partially blurred. Some photos show what are described as drones destroying targets.

The report says all the drones correctly identified and destroyed the designated targets.

Kim said developing different types of drones and steadily increasing their combat performance is an important part in preparing for war. He stressed the need to equip People's Army units with drones.

Kim also ordered the development of underwater suicide attack drones and the proactive introduction of artificial intelligence technology.

A five-year national defense plan made public by North Korea in 2021 calls for the development of unmanned combat equipment.

A South Korean expert says this is the first time for the North to unveil its suicide drones. The expert says the move is apparently aimed at showing defiance toward the United States and South Korea.

The two countries are scheduled to continue their regular joint military exercise through Thursday.

Philippines accuses Chinese ships of blocking refueling mission in S.China Sea

The Philippine government has accused Chinese vessels of obstructing a mission to resupply Filipino fishermen with fuel and food in the South China Sea.

The Philippines' National Security Council said on Sunday that a Bureau of Fisheries and Aquatic Resources vessel was encircled by a Chinese Navy ship and China Coast Guard ships while operating in waters near Sabina Shoal in the Spratly Islands.

Footage released by the Philippine authorities shows the bow of a China Coast Guard ship colliding with the hull of a Philippine vessel. The video also shows the Chinese side deploying water cannons against the BFAR vessel, which the Philippines says resulted in an engine failure.

The NSC said in a statement that these "aggressive and illegal actions posed serious risks to the safety of the Filipino crew."

It called on China to halt these provocative actions, saying that the shoal is well within the Philippines' exclusive economic zone.

The China Coast Guard said the Philippine vessel ignored its stern warnings and deliberately collided with the Chinese ship with dangerous maneuvers. China said the coast guard ship was implementing laws in a normal way.

The coast guard said it warns the Philippines to immediately stop violating China's rights and provoking the country.

On August 19, Chinese and Philippine vessels collided in the same waters in the South China Sea.

China confirms fuel tanker trucks were used for edible oil transportation

The Chinese government has confirmed a report that fuel tanker trucks were used to transport edible oil. Authorities say they will pursue criminal charges against those involved.

The Beijing News reported in July that tankers that had transported fuel in Hebei Province and Tianjin City were used to carry cooking oil without being cleaned. The daily said the report was based on its own investigation.

China's state-run Xinhua News Agency said that a joint investigation team composed of the government's food safety division, police and other authorities released their findings on Sunday, confirming the report as true.

The authorities described the case as extremely malicious and a criminal act that runs contrary to basic common sense.

They also said they will pursue criminal charges against the drivers and that companies involved, including those that arranged the transportation, will face administrative penalties, such as fines.

The authorities said they will make sure that edible oil is transported by dedicated vehicles and added that illegal acts will be strictly punished.

With rising public awareness of food safety, the government's response to the media report is seen as an effort to showcase its commitment to rigorously addressing food-related violations.

Pakistan bus accidents leave at least 35 dead

Two separate bus accidents in Pakistan have claimed at least 35 lives.

Authorities said 25 people were killed after a bus fell into a ravine from a bridge in the suburbs of the Pakistan capital of Islamabad on Sunday morning.

The bus was reportedly heading to Rawalpindi in the central province of Punjab. Local authorities suspect the accident was caused by brake failure.

Also on Sunday, another bus carrying Muslim pilgrims returning from Iran to Punjab province fell onto a slope from a highway in the southwestern province of Balochistan.

Local police say 10 passengers were killed and 30 injured. They suspect the driver was going too fast and lost control of the vehicle.

Hezbollah says retaliatory strike concluded, but tensions remain high

The leader of the Lebanon-based Shia Muslim group Hezbollah says it has completed a planned retaliatory strike on Israel, while stressing the possibility of further attacks as long as fighting in the Gaza Strip continues.

Hezbollah leader Hassan Nasrallah made the remark in a speech on Sunday. The group launched 340 rockets and dozens of drones earlier in the day against Israeli bases and other military targets, killing one Israeli soldier.

Hezbollah said the attack was in retaliation for the killing of one of its senior commanders by an Israeli airstrike in Beirut in July.

Nasrallah stressed that the group successfully completed its military operation, but warned that if the results are insufficient, it will respond by conducting further attacks. He said Hezbollah will continue to support Gaza.

Ahead of the retaliatory strike on Sunday, Israeli forces carried out air strikes on Hezbollah targets in Lebanon in response to signs of a large-scale offensive by the group.

The air strike killed three people, including fighters.

Israeli Prime Minister Benjamin Netanyahu said on Sunday that Israel's military destroyed thousands of short-range rockets, all of which were intended to be used against Israeli citizens and forces. But he added that "this is not the end of the story."

Meanwhile, Israeli media reported that Israeli intelligence officials had arrived in Egypt to join talks on a ceasefire in Gaza and the release of hostages held by the Islamic group Hamas.

Ukraine military: Western intelligence data used for cross-border attack

A member of a Ukrainian military brigade says the country used intelligence data provided by Western partners to monitor Russia's moves before launching its cross-border attack.

The soldier spoke to NHK about the details of the cross-border offensive in Russia's Kursk region. He handles public relations for the brigade that operates near the border with Russia.

He said officers and soldiers at the local command who were not involved in the planning did not know anything about the operation and did not even guess it would take place.

He said Ukrainian forces secretly carried out a thorough reconnaissance of the Kursk region with the help of unmanned aircraft and satellites.

He said Western partners provided them with detailed intelligence data from their satellites. He said the operation would have been impossible without that information.

The soldier also said all movements were made in small groups, sometimes in separate cars and that offensive units began to roll over at the last moment. He said it was very fast.

The soldier said that before the start of the operation, Ukrainian forces had been redeployed in the Sumy region that borders Kursk, pretending that they feared the enemy was going to open another front there.

He said Russia believed this misinformation.

The soldier also explained the objectives of the cross-border attack.

He said the moral and psychological factor of Russia's civilian population should not be forgotten. He said the offensive on Kursk was planned both tactically and as a move to demoralize the enemy.
