Tropical Storm Shanshan drenches Japan

Tropical Storm Shanshan is heading slowly eastward across Japan, bringing record rainfall to wide areas. The Meteorological Agency says bands of heavy rainclouds that cause torrential rain could occur Saturday night over the regions of Tokai and Kanto-Koshin -- including Tokyo.

The agency says Shanshan is moving east at about 15 kilometers per hour over the sea 100 kilometers east-southeast of Cape Shionomisaki as of 6 p.m. Saturday.

It is packing sustained winds of up to 65 kilometers per hour and gusts of up to 90 kilometers per hour.

The rain has continued for hours across western and eastern Japan partly due to the storm's slow speed.

Some parts of the Tokai, Kanto and Kyushu regions saw record rainfall of more than 400 millimeters in 48 hours.

Rainfall is forecast to reach up to 400 millimeters in Tokai during the 24 hours through Sunday evening, up to 300 millimeters in Kanto-Koshin, 200 millimeters in Kinki.

Shanshan has caused at least six deaths. More than 120 people around Japan have been injured. Several prefectures have issued alerts for landslides.

The storm is expected to gradually weaken and turn into a tropical depression on Monday. But people are advised to be on the alert for heavy rain.

The operator of Tokaido Shinkansen, linking Tokyo and Osaka, has suspended all train services between Nagoya and Mishima stations for Saturday and Sunday.

The operator says the bullet train at other sections could also be suspended, depending on the rain volume.

The Sanyo Shinkansen, linking Osaka and Fukuoka, is running with services reduced.

Major air carriers, including All Nippon Airways and Japan Airlines, have canceled dozens of flights, most of which were to and from airports in the Kyushu, Chugoku and Shikoku regions.

Some sections of expressways across the country are also closed. Highway operators are calling on motorists to consider changing their schedules and to check the latest road information, as traffic restrictions may be widely imposed for extended periods.

Anime film director Miyazaki Hayao wins prestigious Magsaysay Award

Japanese animation master Miyazaki Hayao has won this year's Ramon Magsaysay Award, also known as "Asia's Nobel Prize." He is being recognized not only for his film making, but also for his lifelong commitment to illuminating the human condition and inspiring the imagination of children.

The foundation praises Miyazaki for tackling complicated topics like environmental protection, peace advocacy and women's rights. It credits the director for using his art to make these issues comprehensible to children.

As co-founder of Studio Ghibli, Miyazaki's films have been shown around the world. They include "Nausicaa of the Valley of the Wind" and "My Neighbor Totoro."

In March this year, he won the Academy Award for Best Animated Feature for "The Boy and the Heron." He previously won the prize with "Spirited Away" in 2003.

Miyazaki's films often feature children and female protagonists who confront challenges. His works are also known for their deep reverence for nature, and profound warnings against human arrogance.

The Ramon Magsaysay award is given every year to individuals and groups for tackling challenges in development in Asia.

The award ceremony is scheduled for November 16th in Manila.

Timor-Leste marks 25 years after referendum on independence from Jakarta's rule

Timor-Leste, formerly known as East Timor, has celebrated the 25th anniversary of the referendum that secured its independence from Indonesia's rule.

The referendum was held on August 30, 1999, with backing from the United Nations.

Nearly 80 percent of voters supported independence from Jakarta's control, which had continued since 1975. Timor-Leste became an independent state in 2002.

On Friday, a ceremony was held in Dili, the capital, with UN Secretary-General Antonio Guterres in attendance.

Prime Minister Xanana Gusmao, who led the country's independence movement, recalled the years of fighting for independence.

He asked young people to continue to walk with the government and help it. He urged them to serve the country and the people.

A survey conducted by an independent truth commission shows that in 1999 when the referendum was conducted, there were about 15,000 cases of violence, including the killing of civilians, by Indonesian military and police as well as anti-independence militias. Scars still remain among residents.

Recalling those days, a woman in her 50s said that she was very scared when her husband was threatened by a group of militants with guns.

She said that the people have won independence and freedom.

China to lift restriction on travel to Taiwan-controlled Kinmen

Government officials in China say they will soon allow residents of Fujian Province to travel to nearby Kinmen, a group of islands effectively controlled by Taiwan, for the first time in years.

Kinmen is home to many supporters of Taiwan's Kuomintang party, which takes a more conciliatory stance toward Beijing.

China's Ministry of Culture and Tourism made the announcement on Friday, saying the decision is in response to a request from a delegation of Kinmen County representatives who visited China's Taiwan Affairs Office on August 22.

A Kuomintang lawmaker who belonged to the group reportedly voiced opposition to Taiwan's independence.

China has not announced plans to lift restrictions on group tours to Taiwan's main island.

Beijing apparently wants to demonstrate to people in Taiwan that supporting the "one-China" principle can be economically beneficial.

The move is also seen as an attempt to pressure President Lai Ching-te of the Democratic Progressive Party. Beijing sees him as a separatist.

Chinese coast guard vessels have increased their presence in waters near Kinmen since February, when two Chinese fishers illegally operating near the islands died. Their boat capsized while being pursued by Taiwan's coast guard.

Tropical Storm Shanshan drenches Japan

Tropical Storm Shanshan is lurching its way northeast over western Japan. Weather officials warn it will bring heavy rains and strong winds to many parts of the country into the weekend.

As of Friday afternoon, Shanshan was near Ehime Prefecture in the Shikoku region, travelling at 15 kilometers per hour.

The storm is impacting wide areas. Shizuoka city, southwest of Mount Fuji, has seen over 500 millimeters of rain in the past three days. That's nearly triple that area's monthly average.

A video taken in Kanagawa Prefecture, near Tokyo, shows flooded roads, with waters high enough to almost swallow entire vehicles.

Mudslide alerts are in effect for eight prefectures from Kanto to Kyushu. Officials warn people to protect against landslides, violent winds, overflowing rivers, and storm surges.

They also say eastern and western Japan could see substantial rainfall through to Sunday.

Three people died in the central prefecture of Aichi after rainfall triggered a landslide, which struck a house.
Crews managed to rescue two people from the rubble.

In Tokushima Prefecture, a man in his 80s died when the roof of his house collapsed.

Officials in Miyazaki prefecture say they have received over a hundred reports of damage caused by wind, including from at least one tornado that touched down.

Tropical storm Shanshan is disrupting travel including on some of Japan's busiest rail lines as it continues along a northeastern path.

Services on the Tokaido Shinkansen bullet train between Tokyo and Osaka were suspended on Thursday. Services between Osaka and Nagoya resumed Friday morning, although operations from Nagoya to Tokyo will remain suspended throughout the day.

Hundreds of people stranded by the storm were forced to make alternative sleeping arrangements. The bullet train operator set up so-called "train hotels" at stations in Tokyo, Shin-Osaka and Nagoya.

Further west, services on Shinkansen lines linking major cities including Hiroshima and Fukuoka remain suspended, along with all bullet train services in Kyushu.

Major air carriers, including All Nippon Airways and Japan Airlines, have cancelled hundreds of flights.

Japan police: Nearly 4,000 who died alone at home not found for over a month

Japanese police data for the first half of this year has revealed that the bodies of nearly 4,000 people who died alone at home in the country were not discovered for more than a month after their deaths.

The National Police Agency released a report it hopes will help shed more light on the social problem of people who die unattended at home after leading a lonely or isolated life.

The report includes 102,965 individuals on whose bodies police conducted autopsies or other investigations between January and June.

It shows that about 30 percent of them, or 37,227 people, were found dead at home after living alone. Persons aged 65 or older accounted for over 70 percent of that total. The largest group was people 85 years old and above, at 7,498, followed by those aged 75 through 79 at 5,920 and those aged 70 through 74 at 5,635.

About 40 percent, or 14,775 people who died alone at home were found within one day of death. But 3,936 were not discovered until more than 30 days after their deaths, including 130 who were found after at least a year had passed.

The police agency plans to provide the report to a Cabinet Office working group studying how to address the issue of unattended deaths.

WHO plans polio vaccination campaign in Gaza

The World Health Organization has seen the first case of polio in Gaza in 25 years. On Thursday, the group said Israel and Hamas have agreed on a campaign to allow the vaccination of children throughout the enclave.

The WHO says the deal includes staggered pauses in the fighting in three zones from 6 AM until 3 PM for three days starting on Sunday. It is aiming to vaccinate 640,000 children, although it admits it may not have enough time to do so.

Rik Peeperkorn, a WHO representative in the West bank and Gaza, said: "I'm not going to say this is the ideal way forward. But this is a workable way forward. Not doing anything would be really bad. We have to stop this transmission in Gaza."

Polio is a highly contagious disease that mainly affects children under the age of five. Symptoms include fever, fatigue and pain in the limbs. Infections can lead to paralysis and, in some cases, death. Aid workers blame the resurgence on poor sanitation and the destruction of water supplies.

One resident said her 11-month-old son was diagnosed with polio and treated in the hospital, but he is paralyzed from the waist down.

She said, "I wish my child could have been treated better and will be able to walk again like other children."

The WHO says it hopes all parties will stick to the agreement, as it will need to follow up with a second dose of the vaccine four weeks after the first.

Putin to visit ICC member country for first time since arrest warrant was served

The Kremlin says Russian President Vladimir Putin will visit Mongolia next week. The trip will be Putin's first to a member country of the International Criminal Court since the ICC issued an arrest warrant for the president in March last year over suspected war crimes in Ukraine.

The Russian presidential office announced on Thursday that Putin will pay an official visit to Mongolia on September 3 to participate in "the ceremonial events dedicated to the 85th anniversary of the joint victory of the Soviet and Mongolian armed forces" over the now-defunct Imperial Japanese military in 1939.

Mongolia, as an ICC member, is obliged to detain Putin if he sets foot on its soil. However, a prior agreement is believed to have been reached between the two countries for Mongolia not to arrest Putin, given that his visit is reportedly at an invitation by the Mongolian side.

In the lead up to the summit meeting of the BRICS bloc of five emerging economies in August last year in South Africa, an ICC member, there was much speculation about whether Putin would attend. However, he eventually decided against attending in person.

Severe tropical storm Shanshan moving north over Kyushu

Severe tropical storm Shanshan is moving northward over the Kyushu region, blanketing surrounding areas with heavy rainfall.

Weather officials are strongly urging people to take precautions against violent winds, downpours, landslides and overflowing rivers.

Shanshan made landfall in the city of Satsumasendai around 8 a.m. on Thursday. By 4 p.m., the storm was over Nagasaki Prefecture, continuing to head north at 15 kilometers per hour.

Already, some areas have seen about 800 millimeters of torrential rainfall over just 48 hours.

Heading into Friday, heavy rainclouds could form over much of Kyushu, the Shikoku and Tokai regions, and Yamaguchi Prefecture.

That will increase the risk of rain-related hazards. A mudslide alert is currently in effect for parts of Kyushu, Ehime Prefecture in Shikoku, and the Mie and Shizuoka Prefectures in Tokai.

By noon Friday, as much as 400 millimeters of rain could hit Kyushu and Shikoku in just a 24-hour period. Substantial rainfall is also expected in the regions of Tokai, Kanto-Koshin, and Kinki.

Typhoon Shanshan makes landfall in Kagoshima Pref.

The Japan Meteorological Agency says very strong Typhoon Shanshan has made landfall in the southwestern prefecture of Kagoshima. It has issued emergency warnings for storms and high waves for the whole prefecture, except for the Amami region.

Weather officials say that Shanshan made landfall around 8 a.m. on Thursday in the prefectural city of Satsumasendai. Bands of heavy rain clouds have formed over Kagoshima as well as Miyazaki and Oita prefectures, also in the Kyushu region.

In parts of Miyazaki, more than 700 millimeters of rain fell in the 48 hours through 8 a.m. on Thursday.

Meteorologists in Japan say Shanshan could be one of the strongest storms to ever hit the country.

The typhoon is expected to bring gusts strong enough to knock down some houses. People in affected areas are urged to evacuate before those winds arrive.

Shanshan has already claimed lives hundreds of kilometers away. Rainfall triggered a landslide that struck a house with five occupants in the central prefecture of Aichi. Emergency crews rescued five people from the rubble, but three of them have died.

There have been over a hundred reports of wind gusts causing damage in Miyazaki prefecture. Weather officials believe that one was a tornado based on the extent of damage and eyewitnesses.

Dozens of people were injured in Miyazaki and Kagoshima. Many of them were hurt by broken glass.

Police in Kagoshima City received a report on Wednesday evening that a man in his 60s fell from a ship into the sea.

The storm is also disrupting travel in wide areas.
Kyushu Railway Company is suspending all of its bullet train services through Thursday. Some services connecting Kyushu with other regions are running slower or are partly canceled.

The Sanyo Shinkansen line may see lengthy delays or suspensions through Saturday. Thirteen trains will be suspended from 9 a.m. on Thursday between Hiroshima and Hakata stations.

The Tokaido Shinkansen, linking Osaka and Tokyo, could be affected as well, Friday through Sunday.

The country's two biggest air carriers -- Japan Airlines and All Nippon Airways -- have suspended hundreds of flights. Other airlines have also halted flights. People hoping to fly in, out, or around Japan should check for updates as disruption from the typhoon could be prolonged.

Typhoon Shanshan causing injuries, damage in Kyushu

Typhoon Shanshan is wreaking havoc in Japan's southwestern region of Kyushu.

NHK has learned that as of noon on Thursday, a total of 54 people have been injured and one person remains missing in Kyushu.

Thirty people have been injured in Miyazaki Prefecture, 15 people in Kagoshima Prefecture and three people in Nagasaki Prefecture.

Also, two people each in Kumamoto and Oita prefectures, and one person each in Fukuoka and Saga prefectures have been injured.

In Kagoshima City, a man in his 60s went missing after he fell into the sea from a small boat at a wharf at Kagoshima Port on Wednesday night.

Nagasaki City at 11 a.m. on Thursday issued an evacuation order for all areas of the city, covering 393,051 residents.
An evacuation order is level four of the five-tier warning scale. It calls on all people in an area to evacuate from dangerous places.

Kyushu Electric Power Transmission and Distribution says that as of 10 a.m. on Thursday, 255,730 homes and businesses were without power in the Kyushu region's seven prefectures.

Japan's health ministry says that as of 9 a.m., power outages have been confirmed at a total of six medical institutions in Kagoshima Prefecture and Miyazaki Prefecture.

The ministry says all the facilities are using in-house generation and no casualties from the power outage have been reported so far.

US, Chinese leaders to hold phone talks in near future, White House says

The US government says the leaders of the United States and China are planning to hold telephone talks in the coming weeks. It would be the first such summit call between US President Joe Biden and his Chinese counterpart, Xi Jinping, since April.

The White House announced the plan in a statement after National Security Advisor Jake Sullivan and Chinese Foreign Minister Wang Yi met in China on Tuesday and Wednesday.

The statement says that Sullivan and Wang "welcomed ongoing efforts to maintain open lines of communication."

The document says the two sides also agreed on the importance of regular military-to-military communication, and made arrangements for commanders to hold phone talks.

Sullivan reportedly mentioned the importance of maintaining peace and stability across the Taiwan Strait.

He also stressed the US commitment to defending its allies in the Indo-Pacific region, and expressed concern about China's "destabilizing" actions against Philippine maritime operations in the South China Sea.

The Chinese Foreign Ministry said Wang urged the US to stop arms sales to Taiwan and support a peaceful unification of China.

The ministry also said Wang demanded that Washington not support actions by the Philippines regarding territorial disputes between Manila and Beijing in the South China Sea.

Trump shooter repeatedly searched for information on potential targets, FBI says

The US Federal Bureau of Investigation says the man who shot and injured former President Donald Trump last month planned the attack in detail by repeatedly searching online for information on potential targets.

Trump, the Republican nominee for November's presidential election, suffered a bullet wound at a campaign rally in the eastern state of Pennsylvania on July 13.

The gunman, 20-year-old Thomas Crooks, was shot dead on the spot.

The FBI on Wednesday released photos of the rifle he used, and explosives and other items found in his car.

The bureau said Crooks had searched campaign events for both Trump and President Joe Biden since April.

It noted that in the 30 days prior to the attack, Crooks conducted more than 60 searches related to Trump and Biden.

He also looked for information on explosive devices, including how to make a bomb from fertilizer and how remote detonators work, as early as September 2019.

An FBI agent said Crooks engaged in detailed attack planning and when the campaign rally was announced, "he became hyper-focused on that specific event and looked at it as a target of opportunity."

The FBI found that Crooks fired eight shots and was killed about six minutes after he climbed onto a rooftop.

The agent said they have seen "no definitive ideology," either left or right-leaning, associated with the suspect.

The FBI will continue working to determine his motive.

Zelenskyy: F-16 fighters intercept Russian missiles, and appeals for more jets

Ukrainian President Volodymyr Zelenskyy has revealed that Western-supplied F-16 fighter jets have been used to intercept Russian missiles and drones, and appealed for more of the aircraft.

Russia launched massive missile-and-drone attacks on Ukraine from Monday through Tuesday.

The attacks have brought consequences on the daily lives of Ukrainians. On Wednesday, Ukraine's power company announced an emergency blackout in the capital Kyiv.

Zelenskyy said in a news conference on Tuesday that the F-16s have been effective, revealing that the aircraft whose delivery to Ukraine was disclosed on August 4 are already being used for air defense.
But Zelenskyy added there are too few of the fighter jets.

Meanwhile, cross border attacks from Ukraine are continuing.

The governor of Russia's southern region of Rostov, which borders on Ukraine, said on Wednesday that a drone attack triggered a fire at a fuel storage facility.

Another oil depot in Rostov was set ablaze by a drone attack on August 18.

The US think tank, the Institute for the Study of War, said on Tuesday that the recent rate of Russian advance toward Pokrovsk in the eastern Ukrainian region of Donetsk has been "relatively rapid," suggesting that Russia forces are stepping up their offensive in eastern Ukraine.

Typhoon Shanshan moving slowly near Yakushima island, prompts emergency warning

Typhoon Shanshan is moving slowly northward off Japan's southwest. The maximum gust speed is forecast to reach around 250 kilometers per hour in the typhoon's center--strong enough to bring down houses.

Japan's Meteorological Agency has issued an emergency warning for storms and high waves for Kagoshima Prefecture, excluding the Amami region.

The very strong typhoon was moving slowly over waters 70 kilometers south-southwest of Yakushima island as of 2 p.m. on Wednesday.

Bands of heavy rain clouds are expected to develop over Kagoshima and the neighboring prefecture of Miyazaki through Wednesday night. This could suddenly increase the risk of a disaster.

Localized heavy rain is also hitting western and eastern parts of Japan, although the typhoon is still distant from these areas.

Weather officials are urging caution against violent winds, high waves, rough seas, as well as landslides and flooding of rivers.

The maximum gust speed on Kikaijima Island in the Amami region reached nearly 110 kilometers per hour at around 1:30 a.m. on Wednesday.

Rain is intensifying in the Tokai region in central Japan as warm, moist air is flowing in.

The city of Omaezaki in Shizuoka Prefecture had rainfall of 40.5 millimeters during the hour through 4 a.m.

The city of Shinshiro in Aichi Prefecture had a rainfall of 304.5 millimeters during the 48 hours through 10:40 p.m. on Tuesday. That's the most for August in the city since record-keeping began in 2003.

Shanshan is expected to come close to the Kyushu region, while further picking up strength, through Thursday.

During the 24 hours through Wednesday night, rainfall could reach up to 400 millimeters in these areas, 250 millimeters in northern Kyushu and Shikoku, and 200 millimeters in Tokai.

Typhoon Shanshan to disrupt flights, trains, and roads

Typhoon Shanshan is expected to disrupt transportation services in Japan as it approaches.

The operator of the Kyushu Shinkansen bullet trains says services will be suspended between Kumamoto Station and Kagoshima-chuo Station from around 8 p.m. Wednesday, and from the first train on Thursday.

Flight disruptions are also expected.

Japan Airlines says 82 flights, mainly those to and from Kagoshima and airports on small islands, will be canceled on Wednesday, with about 3,300 passengers expected to be inconvenienced.

As for international flights, six using Kansai International Airport and Chubu Airport are expected to be canceled, with 427 passengers affected.

All Nippon Airways says 80 flights using airports in Miyazaki, Kagoshima and elsewhere will be canceled, affecting about 5,100 passengers from Wednesday to Friday.

Skymark Airlines, Star Flyer and Spring Japan have also announced on their websites that flights may be disrupted.

Airlines are calling on people to check their websites for the latest flight information.

Expressways may be hit by closures or other disruptions across wide sections.

The Japan Road Traffic Information Center says the Tomei Expressway and the Shin-Tomei Expressway in Shizuoka and Aichi prefectures have been already partially closed.

Highway operators and the land ministry are calling on people to consider changing their schedules and monitor the latest road information.

North Korea tests multiple rocket launch system, ruling party newspaper says

North Korea carried out a test-firing of a new multiple rocket launch system on Tuesday, its ruling Workers' Party newspaper has reported.

South Korea's defense report says the weapon would make possible a large-scale surprise attack on Seoul, the capital, and the surrounding areas.

The Rodong Sinmun reported on Wednesday that leader Kim Jong Un oversaw the test-firing of 240 millimeter-caliber shells on Tuesday.

The report says the rocket shells have a newly applied guidance system and enhanced destructive power. The report included an image of a shell purportedly accurately hitting a target.

The newspaper notes that Kim set forth an important policy to be pursued in producing the new artillery pieces and equipping army units with them. Kim previously said that deployments would be completed by 2026.

The report says the system is in production at defense industrial enterprises under the Second Economic Commission that oversees the defense industry.

South Korea's Yonhap News Agency says North Korea appears to be showcasing the performance of the rocket launcher in a bid to supply it to Russia.

Observers say the test-firing shows Pyongyang's stance to counter the United States and South Korea, which are conducting a joint military exercise through Thursday.

US senior official to visit China next week, likely to set stage for summit

White House National Security Advisor Jake Sullivan is set to visit China next week for talks with Chinese Foreign Minister Wang Yi, possibly to set a stage for a summit meeting.

The White House has announced that Sullivan will travel to Beijing for the meetings from Tuesday through Thursday.

It says the talks are expected to cover issues including military-to-military communication between the two countries, the South China Sea and the Taiwan Strait.

The White House says Sullivan is also expected to "raise US concerns about China's support for Russia's defense industrial base." Washington says that Chinese firms are exporting items to Russia that can be converted for military use in the country's invasion of Ukraine.

US news website Axios reported that the two officials are expected to lay the groundwork for a potential summit between US President Joe Biden and Chinese President Xi Jinping later this year.

In November, the Asia-Pacific Economic Cooperation summit is scheduled in Peru and the Group of 20 summit is scheduled in Brazil.

Zelenskyy to present Biden with plan to end war

Ukrainian President Volodymyr Zelenskyy says he will visit the US next month and present President Joe Biden with a plan to end Russia's invasion.

Zelenskyy spoke about the plan at a news conference in Kyiv on Tuesday.

He told reporters that Ukraine's cross-border offensive in the western Russian region of Kursk is part of the plan. Ukraine launched the incursion in early August.

Zelenskyy said the plan also includes his country's strategic place in the world's security infrastructure and a package to put diplomatic pressure on Russia.

He went on to say that in September he will meet Biden and also convey the plan to US Vice President Kamala Harris and former President Donald Trump, the two major-party presidential nominees.

Zelenskyy stressed the main point of the plan is to force Russia to end the war, and that he wants to end it on fair terms for Ukraine.

Zelenskyy also said Ukraine has successfully tested its first domestic ballistic missile. He added Western-supplied F-16 fighter jets are already in operation and were used to destroy Russian missiles.

The Ukrainian military Commander-in-Chief Oleksandr Syrskyi said his forces have taken control of 1,294 square kilometers of land, which includes 100 settlements, during their operation in Kursk. He also said 594 Russian soldiers have been taken prisoner.

The military chief added the situation is "fairly difficult" on the Pokrovsk front in eastern Ukraine. He said Russian forces are using their advantage in personnel, weapons and military equipment, and are actively using artillery and aviation.

Modi speaks with Putin via phone, calls for peace talks

Indian Prime Minister Narendra Modi has called for peace talks on the war in Ukraine during a phone call with Russian President Vladimir Putin.

The two leaders spoke on Tuesday. The Indian government says Modi underlined the importance of dialogue and diplomacy to achieve a peaceful resolution of the conflict between Russia and Ukraine.

Modi also called for the sincere and practical engagement of "all stakeholders," including Russia and Ukraine. He pledged India's support in this regard.

Modi visited Ukraine last Friday for the first time since the start of Russia's invasion. He met President Volodymyr Zelenskyy and urged him to seek peace talks.

Meanwhile, the Kremlin says Putin explained to Modi about the key Russian approaches to resolving the conflict.

The Putin administration has repeatedly said it has no intention to have peace talks with Kyiv, following Ukraine's cross-border strikes on the western Russian region of Kursk.

There doesn't appear to be any prospect in sight for an end to the fighting.

Israeli troops rescue hostage in Gaza

Israeli forces have carried out an operation that's been hailed as "nothing short of miraculous." On Tuesday, they rescued a hostage held captive in Gaza for more than 10 months.

Defense officials identified the man as 52-year-old Qaid Farhan Alkadi. The Haaretz newspaper reported that soldiers found him in a Hamas tunnel network "by chance."

Members of his family were overjoyed at his release. His brother, Ismail Alkadi, said, "I hope my mother will be happy. We prayed but she prayed even more."

The New York Times reports Alkadi was held in terrible conditions for months without seeing the sun, and he is struggling now just to see the light.

Israeli Prime Minister Benjamin Netanyahu released a statement after the rescue operation.

He said: "We're working relentlessly to return all of our hostages. We're doing this in two main ways: negotiations and rescue operations. These two together require our presence on the ground, and constant military pressure on Hamas."

Palestinian media say 21 people were killed in Gaza on Tuesday in the latest round of fighting.

Negotiators for Israel and Hamas have pressed ahead with talks to end the fighting, but they are still divided over the release of hostages and the withdrawal of Israeli troops.

Chinese police questioning Yasukuni Shrine graffiti suspect over separate case

Police in China announced they are questioning a man who is suspected by Japanese police of having painted graffiti on a stone pillar at Tokyo's Yasukuni Shrine earlier this year. Chinese police say Dong Guangming is being questioned over a separate extortion case.

Tokyo police placed Dong and another Chinese national on a wanted list on suspicion of property damage and disrespect of places of worship.

They are believed to have painted graffiti on a pillar at the entrance of Yasukuni Shrine in Chiyoda Ward in Tokyo. The word "toilet" was found painted in red in June. Dong returned to China after the incident.

Yasukuni Shrine honors Japan's war dead. Those remembered include leaders convicted of war crimes after World War Two.

Police in Hangzhou City in the eastern Chinese province of Zhejiang said on Tuesday that they are questioning Dong over his suspected involvement in extorting a large amount of money from an influencer in May. They did not mention the incident at Yasukuni Shrine.

Chinese media outlets say Dong is in police custody.

They say he had been posting videos on Chinese social media as an influencer, and that his accounts were closed after authorities received reports about the content of the videos in January.

Typhoon Shanshan seen approaching western, eastern parts of Japan from Tuesday

Typhoon Shanshan is expected to approach western and eastern parts of Japan from Tuesday onwards. Weather officials are warning of violent winds and landslides.

The Meteorological Agency says the strong typhoon was moving northwest over waters south of Japan at a speed of 30 kilometers per hour as of 6 p.m. on Sunday.

Shanshan has a central atmospheric pressure of 980 hectopascals. It is packing maximum sustained winds of 126 kilometers per hour near its center and gusts peaking at 180 kilometers per hour.

The typhoon is expected to continue heading north while picking up strength, and reach a very strong level on Tuesday before coming close to western and eastern Japan.

Agency officials forecast that the maximum wind speed will reach 126 kilometers per hour in southern Kyushu on Tuesday and 90 kilometers per hour in the Shikoku region.

They also predict that the maximum gust speed will reach 180 kilometers per hour in southern Kyushu and 126 kilometers in the Shikoku and Amami regions.

The typhoon is expected to bring heavy rain to western and eastern Japan, mainly to areas along the Pacific coast, from Tuesday through Wednesday.

Tokai and Shikoku could get up to 200 millimeters of rainfall in the 24-hour-period through Tuesday evening, while the Kinki region and southern Kyushu could get 150 millimeters. During the 24 hours through Wednesday evening, rainfall could reach up to 400 millimeters in Tokai, 300 millimeters in Kinki, Shikoku and southern Kyushu, and 200 millimeters in northern Kyushu.

Seas are expected to become rough with swells on Tuesday, and may become extremely rough later.

Agency officials are urging caution against violent winds, landslides, flooding in low-lying areas, rising water levels and flooding of rivers, and high waves.

The Central Japan Railway Company says cancellations of its Tokaido Shinkansen bullet train services due to the typhoon are possible, and will be announced around Wednesday and Thursday.

The company says heavy rain is forecast on Tuesday which could cause some services to be suspended for hours.

Kono Taro makes bid to lead Japan's ruling party

Japan's Digital Transformation Minister Kono Taro has announced that he will run in the leadership election of the main governing Liberal Democratic Party.

Kono made the announcement on Monday, 12 days after Prime Minister Kishida Fumio said he will not seek another term as LDP leader. The new LDP president is almost certain to become the next prime minister.

Kono told reporters that the Kishida Cabinet has made great achievements both in domestic politics and diplomacy since its inauguration about 1,000 days ago. He said he wants to succeed Kishida and move Japan forward.

He also said Japan needs to clarify its responsibility and roles and implement them.

He added that leadership contenders need to discuss how to reshape the international community, as the winner will be the next prime minister of Japan.

Kono, who is 61, is serving his ninth term as a Lower House lawmaker.

He is a member of LDP Vice President Aso Taro's faction and now serves as digital transformation minister.

Since winning his first term in 1996, Kono has openly declared that becoming prime minister is his goal.

He made his first bid for the LDP leadership in 2009, when the party was in the opposition, at the age of 46.

After the party returned to power, Kono got his first Cabinet post in 2015 as minister in charge of administrative reforms under Prime Minister Abe Shinzo.

He also served as both foreign and defense minister. He visited 123 countries and regions during his roughly two-year stint as foreign minister.

In the Cabinet of Prime Minister Suga Yoshihide, Kono served as regulatory reform minister and was named minister in charge of the coronavirus vaccine rollout during the pandemic.

When he made his second bid for the top LDP post three years ago, Kono won broad support from rank-and-file party members and finished a close second, only a vote behind Kishida in the first round.

But he lost to Kishida by a wide margin in the runoff.

Japan draws up plan to develop health care business into growth industry

Japan's health ministry has drawn up a plan to develop the country's medical care sector by tapping overseas resources, such as accepting foreign medical students.

The ministry announced steps for its vision for global health on Monday at a meeting of its international strategy headquarters headed by health minister Takemi Keizo.

The vision is designed to develop Japan's health care business into a growth industry.

It calls for starting a new pilot program to accept about 20 foreign students at medical schools in Japan by preparing a scholarship system. The step is aimed at nurturing health care personnel in Asian countries.

The vision also eyes the promotion of inbound medical services for overseas patients hoping to receive high-quality medical treatment and services in Japan.

It calls for improving a system to accept them by assigning interpreters and coordinators at medical institutions.

The ministry says it will also help Asian countries to adopt medical care systems modeled after Japan's.

To strengthen new drug development, the vision calls for creating domestic bases with medical functions in cooperation with overseas businesses. The ministry says it will also support drug development from the basic research stage.

The vision also plans to allow documents to be written entirely in English for the application for approval of overseas drugs in Japan to expedite their use.

Kim Jong Un orders early deployment of new suicide drones

North Korea's leader Kim Jong Un has observed a test of newly developed suicide drones and ordered his country's military to be equipped with them as soon as possible.

The ruling Workers' Party newspaper, the Rodong Sinmun, reported on Monday that Kim oversaw Saturday's test organized by the Drone Institute of the Academy of Defence Sciences.

The report includes photos of what appear to be drones, but the images were partially blurred. Some photos show what are described as drones destroying targets.

The report says all the drones correctly identified and destroyed the designated targets.

Kim said developing different types of drones and steadily increasing their combat performance is an important part in preparing for war. He stressed the need to equip People's Army units with drones.

Kim also ordered the development of underwater suicide attack drones and the proactive introduction of artificial intelligence technology.

A five-year national defense plan made public by North Korea in 2021 calls for the development of unmanned combat equipment.

A South Korean expert says this is the first time for the North to unveil its suicide drones. The expert says the move is apparently aimed at showing defiance toward the United States and South Korea.

The two countries are scheduled to continue their regular joint military exercise through Thursday.

Philippines accuses Chinese ships of blocking refueling mission in S.China Sea

The Philippine government has accused Chinese vessels of obstructing a mission to resupply Filipino fishermen with fuel and food in the South China Sea.

The Philippines' National Security Council said on Sunday that a Bureau of Fisheries and Aquatic Resources vessel was encircled by a Chinese Navy ship and China Coast Guard ships while operating in waters near Sabina Shoal in the Spratly Islands.

Footage released by the Philippine authorities shows the bow of a China Coast Guard ship colliding with the hull of a Philippine vessel. The video also shows the Chinese side deploying water cannons against the BFAR vessel, which the Philippines says resulted in an engine failure.

The NSC said in a statement that these "aggressive and illegal actions posed serious risks to the safety of the Filipino crew."

It called on China to halt these provocative actions, saying that the shoal is well within the Philippines' exclusive economic zone.

The China Coast Guard said the Philippine vessel ignored its stern warnings and deliberately collided with the Chinese ship with dangerous maneuvers. China said the coast guard ship was implementing laws in a normal way.

The coast guard said it warns the Philippines to immediately stop violating China's rights and provoking the country.

On August 19, Chinese and Philippine vessels collided in the same waters in the South China Sea.

China confirms fuel tanker trucks were used for edible oil transportation

The Chinese government has confirmed a report that fuel tanker trucks were used to transport edible oil. Authorities say they will pursue criminal charges against those involved.

The Beijing News reported in July that tankers that had transported fuel in Hebei Province and Tianjin City were used to carry cooking oil without being cleaned. The daily said the report was based on its own investigation.

Pakistan bus accidents leave at least 35 dead

Two separate bus accidents in Pakistan have claimed at least 35 lives.

Authorities said 25 people were killed after a bus fell into a ravine from a bridge in the suburbs of the Pakistan capital of Islamabad on Sunday morning.

The bus was reportedly heading to Rawalpindi in the central province of Punjab. Local authorities suspect the accident was caused by brake failure.

Hezbollah says retaliatory strike concluded, but tensions remain high

The leader of the Lebanon-based Shia Muslim group Hezbollah says it has completed a planned retaliatory strike on Israel, while stressing the possibility of further attacks as long as fighting in the Gaza Strip continues.

Hezbollah leader Hassan Nasrallah made the remark in a speech on Sunday. The group launched 340 rockets and dozens of drones earlier in the day against Israeli bases and other military targets, killing one Israeli soldier.

Hezbollah said the attack was in retaliation for the killing of one of its senior commanders by an Israeli airstrike in Beirut in July.

Nasrallah stressed that the group successfully completed its military operation, but warned that if the results are insufficient, it will respond by conducting further attacks. He said Hezbollah will continue to support Gaza.

Ahead of the retaliatory strike on Sunday, Israeli forces carried out air strikes on Hezbollah targets in Lebanon in response to signs of a large-scale offensive by the group.

The air strike killed three people, including fighters.

Israeli Prime Minister Benjamin Netanyahu said on Sunday that Israel's military destroyed thousands of short-range rockets, all of which were intended to be used against Israeli citizens and forces. But he added that "this is not the end of the story."

Meanwhile, Israeli media reported that Israeli intelligence officials had arrived in Egypt to join talks on a ceasefire in Gaza and the release of hostages held by the Islamic group Hamas.

Ukraine military: Western intelligence data used for cross-border attack

A member of a Ukrainian military brigade says the country used intelligence data provided by Western partners to monitor Russia's moves before launching its cross-border attack.

The soldier spoke to NHK about the details of the cross-border offensive in Russia's Kursk region. He handles public relations for the brigade that operates near the border with Russia.

He said officers and soldiers at the local command who were not involved in the planning did not know anything about the operation and did not even guess it would take place.

He said Ukrainian forces secretly carried out a thorough reconnaissance of the Kursk region with the help of unmanned aircraft and satellites.

He said Western partners provided them with detailed intelligence data from their satellites. He said the operation would have been impossible without that information.

The soldier also said all movements were made in small groups, sometimes in separate cars and that offensive units began to roll over at the last moment. He said it was very fast.

The soldier said that before the start of the operation, Ukrainian forces had been redeployed in the Sumy region that borders Kursk, pretending that they feared the enemy was going to open another front there.

He said Russia believed this misinformation.

The soldier also explained the objectives of the cross-border attack.

He said the moral and psychological factor of Russia's civilian population should not be forgotten. He said the offensive on Kursk was planned both tactically and as a move to demoralize the enemy.

Democratic presidential nominee Harris vows to be 'president for all Americans'

US Democratic presidential nominee Kamala Harris has promised to be 'a president for all Americans,' as she called for support so she can win the upcoming presidential election.

The incumbent vice president gave her speech on Thursday, the last day of the four-day Democratic National Convention in Chicago.

Harris said the upcoming election will be a precious opportunity to chart "a New Way Forward."

Noting that she comes from a middle-class family, Harris said a strong middle class has always been critical to America's success, and building a strong one will be a defining goal of her presidency.

She stressed her intention to implement economic policies that will include tax cuts for the middle class.

Describing her rival, Republican presidential candidate and former President Donald Trump, as "an unserious man," Harris warned, "The consequences of putting Donald Trump back in the White House are extremely serious."

She said, "Consider not only the chaos and calamity when he was in office, but also the gravity of what happened since he lost the last election."

With voting about two-and-a-half months away, her roughly 40-minute-long speech broadcast live nationwide demonstrated her aim of appealing to a wide range of voters, including swing voters.

Trump visits US-Mexico border, criticizes Democrats' immigration policy

Former US President Donald Trump has criticized Vice President Kamala Harris over the Democratic Party's immigration policy during a visit to the southern border with Mexico.

Trump held a news conference in a border county in the western state of Arizona on Thursday.

He said that Harris wants the US "to be open to the world's criminals." He added that "for nearly four years as border czar, Harris has overseen a nation-wrecking border invasion."

The Republican presidential candidate went on to say, "We will seal the border, stop the invasion, and launch the largest deportation effort in American history, we will impose tough new sentences on illegal alien criminals."

Trump is stepping up his campaign against the Democrats by touring key battleground states.

UNSC members stress need for pause in Gaza fighting to tackle polio

A number of UN Security Council members have stressed the need for pauses in fighting in the Gaza Strip in order to prevent the spread of polio in the enclave.

Those calls were expressed at an UNSC meeting on Thursday to discuss the situation in the Middle East.

International aid group Save the Children, which attended the meeting via video link, said medical activities are difficult in Gaza as deliveries of medicine are blocked at checkpoints. The NGO also said Gaza residents are reaching the limits of exhaustion because of repeated evacuation announcements.

The group said that polio, which was confirmed in Gaza this month for the first time in 25 years, is a threat to children wherever they live.

The NGO called for an immediate halt in fighting and expressed the need for vaccinations to prevent the spread of infection.

The UN is calling for a seven-day pause in fighting on two separate occasions to carry out large-scale vaccinations against polio. A number of countries, including Japan, voiced support at Thursday's meeting.

In response, the Israeli ambassador to the UN said his country has sent more than two million polio vaccines to Gaza in cooperation with the World Health Organization and the UN Children's Fund, or UNICEF.

He said vaccinations will start for children, but didn't say whether Israel will agree to stop fighting.

US State Dept. official in charge of Tibetan issues meets Dalai Lama in New York

The US State Department says a senior official in charge of Tibetan issues has met with the Dalai Lama in New York. Beijing regards the exiled spiritual leader of Tibetan Buddhism as a "separatist" trying to split Tibet from China.

The US department announced that Under Secretary of State Uzra Zeya, who is special coordinator for Tibetan issues, met with the 14th Dalai Lama on Wednesday. He has been in the US since June for a knee surgery.

It said Zeya conveyed, on behalf of President Joe Biden, best wishes for the 89-year-old leader's good health. It also said a senior official for human rights in the White House National Security Council joined Zeya for the meeting.

After the meeting, the under secretary posted a photo of the meeting with the Dalai Lama, with a comment that the United States reaffirmed its "unwavering support for the Tibetan community."

The Dalai Lama fled to northern India during China's crackdown on Tibet more than 60 years ago.

China has responded sharply to the latest meeting.

A Chinese Foreign Ministry spokesperson said Beijing has lodged a protest with the US, saying it opposes such meetings in any form.

Italian aircraft carrier visits Japan for first time

An Italian aircraft carrier has made a port call in Japan for the first time, following visits by naval vessels from other European nations earlier this year.

The Italian Navy's Cavour arrived at the Maritime Self-Defense Force's Yokosuka base in Kanagawa Prefecture, near Tokyo, on Thursday. It was accompanied by another Italian vessel. They will take part in a joint exercise with the MSDF.

Sawada Toshihiko, the commander of the MSDF's Escort Flotilla 1, spoke at a welcome event.

Sawada said he believes the Italian Navy's increased involvement in the Indo-Pacific region will contribute to the peace and stability of the region and directly lead to maintaining order.

The commander of the Italian Fleet Air Arm, Giancarlo Ciappina, said both sides share the common values of freedom and democracy. Ciappina also said he is looking forward to carrying out drills.

The 244-meter-long-hull Cavour can carry 12 helicopters or 8 attack airplanes. After leaving Italy in June, it took part in a large-scale exercise by the Australian Air Force that began in early July.

Navy vessels from Britain, the Netherlands and Germany have visited Japan this year. Fighter aircraft from Germany, Spain, France and Italy also flew to the country.

Observers say European nations are increasing their involvement in the Indo-Pacific region, with China apparently in mind.

Thailand confirms first case involving more severe strain of mpox

Health authorities in Thailand say they have confirmed the country's first case of a new strain of mpox, the viral disease previously referred to as monkeypox. This is apparently the first time that an infection involving the more severe strain of the virus has been detected in Asia.

On Thursday, the authorities said they had confirmed the infection in a European man in his 60s. They reported that the individual entered Thailand on August 14, via the Middle East, from an African country where the disease has been spreading.

They said the man is currently receiving treatment at a hospital. The authorities said none of more than 40 people who were near the man on an airplane has complained of symptoms. They noted that they are still monitoring those people.

On August 14, the World Health Organization declared that the ongoing outbreak of mpox in Africa is a public health emergency of international concern.

Mpox causes symptoms, such as a fever and a rash. A large number of cases were reported in 2022, mostly in Europe and the United States.

The WHO says infections are surging again, mainly in the Democratic Republic of the Congo in central Africa. It says the current outbreak involves a variant that is more likely to cause severe symptoms.

Chinese scientists find new way to produce water from lunar soil: state media

A team of Chinese scientists says it has devised a new technique for producing water from lunar soil.

State-run China Central Television reported on Thursday that a group from the Chinese Academy of Sciences had come up with the method.

The team has been analyzing lunar soil samples brought back by the return capsule of the Chang'e-5 unmanned probe launched by China in 2020.

The team says that when lunar soil is heated at 1,000 degrees Celsius, hydrogen and iron oxides within it undergo a chemical reaction that produces water vapor.

It estimates that the process can create up to 76 milligrams of water from 1 gram of soil.

The team explains that it uses solar energy to heat the soil.

It intends to conduct lunar experiments using the Chang'e-8 mission, which could be launched by 2030.

China says it aims to build a research station on the moon by 2035 to carry out scientific experiments and resource development. Securing water, which can be used for oxygen production and fuel, is one of the major research themes.

Until now, attention has been focused on the ice contained in lunar soil, but China appears to have announced its new method to gain an edge in the competition with the United States over lunar exploration.

NASA provides asteroid samples to JAXA for further research

The US space agency has provided its Japanese counterpart with a portion of the geological samples that its spacecraft collected from an asteroid.

Last September, NASA's OSIRIS-REx mission brought back a capsule containing sand and other samples taken from Bennu, an asteroid located between the orbits of Earth and Mars. The samples weighed 121.6 grams in total.

NASA handed over roughly 0.6 grams of them to the Japan Aerospace Exploration Agency, or JAXA, on Thursday in accordance with a bilateral deal.

JAXA's Hayabusa2 probe delivered samples from the asteroid Ryugu to Earth in 2020. Scientists hope that comparing samples from the two asteroids will shed more light on the origins of life on Earth and the formation of the solar system.

JAXA researchers are already analyzing the Bennu samples, including measuring the weight of the sand grains. They plan to cooperate with scientists at Japanese research institutes that have studied the Ryugu samples.

A member of JAXA's Astromaterials Science Research Group, Tachibana Shogo, said at a news conference that the Bennu samples appear similar to those from Ryugu, being mostly blackish with some white areas and a wide range of shades in between.

He said he is looking forward to seeing what can be uncovered by the researchers who have thoroughly studied the Ryugu samples.

At least 7 dead in hotel fire in South Korea

Seven people have been killed and twelve others injured in a fire at a hotel near the South Korean capital, Seoul.

The local fire department said it received a report shortly after 7:30 p.m. on Thursday that smoke was coming out of a guest room on the eighth floor of the nine-story hotel in the city of Bucheon.

South Korea's public broadcaster KBS said the seven people who died were South Korean nationals.

Reports say there were 23 guests in the building when the fire broke out, and many of the bodies were found in guest rooms, hallways and stairs.

Local media said smoke spread inside the building, causing a large number of casualties.

The police and fire department officials are investigating the cause of the blaze.

The hotel is in an urban area about 7 kilometers southwest of Gimpo Airport in Seoul.
