Tokyo, municipal governments seek more information on Osprey flight resumption

The Tokyo metropolitan government and several municipal authorities are seeking more information about the lifting of a ban on flights of Osprey tilt-rotor transport aircraft by the US military.

The US military had grounded its entire Osprey fleet deployed globally after one of the planes crashed into waters off the southwestern Japanese prefecture of Kagoshima in November. The aircraft belonged to the US Yokota Air Base in Tokyo and all eight crewmembers on board were killed.

The US forces on Friday announced the lifting of the ban.

A council comprising of Tokyo and municipalities surrounding the Yokota base delivered a document to the central government, asking it to clarify the cause of the accident. It also asked for details on measures to ensure safety and prevent a recurrence.

The document, addressed to the defense minister and others, points out that although the government says it will closely coordinate with the US side over the resumption of Osprey flights, an investigation into the accident is still ongoing.

It also says the US cited a material failure of a specific aircraft component as the cause of the accident, but what caused the failure and details of safety measures to be taken have not been disclosed.

The document says concerns are mounting among residents of areas around the US base about the safety of Osprey operations.

Japan asked by US for consultation toward Osprey flight resumption

Japanese Defense Minister Kihara Minoru says the US military has conveyed to Japan that it hopes to resume flights of Osprey tilt-rotor transport aircraft deployed in the country. All Ospreys deployed by the US around the world were grounded following a fatal crash in November.

Kihara told reporters on Friday that the US military said on the previous day that it wants to begin consulting Japan about the resumption.

He added that ensuring flight safety is a top priority for both countries, and that they will continue closely coordinating efforts to achieve the goal.

A CV-22 Osprey from the US Yokota Air Base in Tokyo crashed into the sea off the island of Yakushima in southwestern Japan on November 29, killing its crew of eight.

An investigation into the cause is ongoing. In the initial phase of the probe, the US military said it believed it had identified a mechanical failure. But it has not revealed any details.

Japan's Defense Ministry says the US military currently deploys 29 Ospreys in Japan, excluding the crashed one. Five belong to the US Air Force and the rest to the US Marine Corps.

Biden: Pause in fighting in Gaza 'looking tough' to achieve by Ramadan

US President Joe Biden has suggested that a pause in the fighting between Israel and Hamas in the Gaza Strip appears difficult to achieve by the start of the Muslim holy month of Ramadan.

Talks between Hamas and delegates of Egypt, Qatar and the US were underway toward the goal of achieving a pause in fighting and the release of hostages taken by the Islamic group by Ramadan, which starts around Sunday.

But Hamas announced on Thursday the negotiations had been suspended.

Asked by reporters on Friday about the prospect for a pause in fighting by Ramadan, Biden said, "It's looking tough."

The president previously said it could be very dangerous if the fighting continues during Ramadan.

The humanitarian situation is further deteriorating in Gaza, particularly in the northern parts of the enclave. Reports are coming in that residents have died of malnutrition.

The Canadian government announced on Friday that it will resume funding for the UN agency for Palestinian refugees known as UNRWA, in view of the dire situation in Gaza.

In response to Israel's allegations that some UNRWA staff were involved in the attack on Israel last October, 16 countries, including the US, Japan and Canada, suspended provisions of funds for the agency.

But the Canadian government said it has changed its stance "in recognition of the robust investigative process underway" into the issue.

The US government has announced a plan to build a floating pier on Gaza's shore to transport relief supplies by sea. It says it will be possible to deliver more than two million meals per day if the pier becomes operational.

However, its construction is projected to take up to 60 days.

Erdogan meets Zelenskyy, offers to host peace talks

Turkish President Recep Tayyip Erdogan has offered to host talks with Russia to discuss ways to end the conflict in Ukraine.

Erdogan met with his Ukrainian counterpart Volodymyr Zelenskyy in Istanbul, Turkey's largest city, on Friday.

Turkey brokered an agreement in 2022 that allowed Ukrainian grain exports via the Black Sea. Russia withdrew from the deal last July.

Erdogan and Zelenskyy discussed shipping security, as well as prisoner exchanges between Russia and Ukraine.

Erdogan told reporters after the meeting that his country is doing its utmost to end the war through negotiations. He added that Ankara is ready to host a peace summit that will include Russia.

Zelenskyy expressed distrust of Russia, saying "we don't see how you can invite people who block, destroy and kill everything."

He stressed the importance of reaching an agreement with Western and other countries on a peace plan proposed by Ukraine that includes the withdrawal of Russian troops.

Chinese envoy wraps up visits to Russia and Ukraine

A senior Chinese government envoy has wrapped up visits to Russia and Ukraine as part of Beijing's efforts to promote peace talks between the two warring countries.

China's Foreign Ministry says Special Representative for Eurasian Affairs Li Hui met the head of Ukraine's Presidential Office Andriy Yermak and other officials in Kyiv on Thursday.

The ministry said the talks were frank and friendly.

Yermak says they discussed the transfer of North Korean weapons to Russia and how to stably export Ukrainian grain.

He said the two sides also discussed restoring Ukraine's territorial integrity and sovereignty on the basis of Kyiv's proposed "Peace Formula."

Li held talks last Saturday with Russian Deputy Foreign Minister Mikhail Galuzin in Moscow.

But Russian Foreign Ministry officials later reiterated that Ukraine's peace plan is unacceptable.

They said any discussions about a political and diplomatic settlement are impossible without taking their country's security interests into account.

The Chinese side quotes Li as saying that any conflict must ultimately be settled through negotiations, adding that Beijing will continue to promote peace talks.

The United States and other countries have criticized Beijing for taking a pro-Russian stance since the invasion began in 2022.

China highlights progress in fighting corruption

China's top prosecutor says the number of people investigated for corruption last year, including bribery, rose more than 9 percent from the year before, signifying progress in President Xi Jinping's campaign against corruption.

Procurator-general Ying Yong spoke on Friday at the second plenary session of the National People's Congress, which began on Tuesday to decide the country's key policies.

Ying said that out of 20,000 cases, 18,000 people were charged for corruption in 2023. This figure includes 25 senior officials of local governments.

Xi has been calling for measures against corruption since he took office. In January, he said the situation was "grave and complex."

Also at Friday's plenary session, the National People's Congress chair Zhao Leji reported on plans to enact new laws to modernize China's system and capacity for national security, including revising its cybersecurity law. This is in line with Xi's increasing focus on national security.

Manga fans mourn death of 'Dragon Ball' creator Toriyama Akira

Manga fans around the world are mourning the death of "Dragon Ball" creator Toriyama Akira. It was announced on Friday that he died last week aged 68.

Toriyama started his career in 1978. Two years later, he launched "Dr. Slump," a serial about an android girl and her goofy inventor. It quickly became a bestseller.

In 1984, Toriyama launched "Dragon Ball," which follows the adventures of Son Goku, a boy with superhuman strength. The series captivated readers across the globe, going on to sell 260 million copies.

Toriyama also designed characters for the popular role-playing video game "Dragon Quest."

Horii Yuji, who created the series, says he does not have the words to describe such a great loss.

News of Toriyama's death quickly spread in other countries.

A fan in Shanghai said, "His works feature a sense of justice. They helped me to make friends. It's definitely a great loss to the manga world."

Another in New York said, "I used to read a lot as a kid... I wanted to be just like Goku. I might read the books again in honor."

The Chinese government has also acknowledged Toriyama's passing. Speaking on Friday, Foreign Ministry Spokesperson Mao Ning said, "His works are very popular in China. Many people are mourning on social media."

Toriyama was an inspiration to many other manga artists including Oda Eiichiro, who created the global hit series "One Piece."

Oda issued a statement saying multiple generations have grown up reading Toriyama's works, and that he influenced and inspired people across a range of genres and industries.

Oda added that he hopes heaven for Toriyama is as joyful as the world he created.

French leaders pay tribute to 'Dragon Ball' artist on social media

French President Emmanuel Macron took to social media on Friday to pay tribute to the late "Dragon Ball" creator, Toriyama Akira.

Macron posted a photo of a gift the artist gave him -- an illustration bearing Toriyama's autograph.

The president wrote in both French and Japanese, "To Toriyama Akira and the millions of his fans."

French Prime Minister Gabriel Attal also wrote in a social media post that "even the powers of the crystal balls and Shenron won't be able to bring him back," referring to the magical balls and the wish-granting dragon in "Dragon Ball."

Attal added that Toriyama definitely brought manga and Japanese culture to France.

Japanese startup postpones rocket launch

A Japanese startup attempting to put a satellite into orbit has postponed its rocket launch. The firm has given no reason for the delay.

Tokyo-based Space One was aiming to launch the Kairos, a small solid-fuel propelled rocket, shortly after 11:00 a.m. Saturday from a site in Kushimoto Town, Wakayama Prefecture. The firm says it will announce a new date as soon as a decision is made.

The rocket is carrying a small government satellite that it aims to put into orbit. If successful, Space One would become the first Japanese private sector firm to accomplish the task on its own.
