BOJ ends negative rate policy, yield curve control

The Bank of Japan has made a landmark shift away from its massive monetary stimulus.

The central bank decided to end its negative interest rate policy and raise borrowing rates for the first time in 17 years. It is also abandoning its yield-curve control framework, which holds down long- and short-term interest rates.

Policymakers announced the move after winding up their two-day meeting on Tuesday.

The central bank assessed the virtuous cycle between wages and prices and judged that its price stability target of 2 percent inflation would be sustainably achieved.

The BOJ set the uncollateralized overnight call rate as its new policy target. To achieve the guideline, it will apply an interest rate of 0.1 percent to current account balances of financial institutions held at the bank.

Policymakers say they will encourage the overnight call rate to remain at around zero to 0.1 percent.

The "uncollateralized overnight call rate" refers to the rates for uncollateralized transactions in the call markets, where financial institutions lend and borrow short-term funds.

The BOJ has kept the short-term interest rate at minus 0.1 percent for some deposits by financial institutions held by the central bank since 2016.

At the same time, the bank will cease setting a target for 10-year government bond yields.

Under its yield curve control, the bank bought large quantities of Japanese government bonds to keep long-term interest rates at around zero percent.

The BOJ also decided not to continue purchasing exchange-traded funds and Japan real estate investment trusts. The central bank used the measure to inject massive amounts of money to prop up the stock market.

Kim guides firing drill of super-large multiple rocket launchers: Rodong Sinmun

North Korean media say the country's military conducted firing drills involving super-large, 600-millimeter multiple rocket launchers on Monday.

The ruling Workers' Party newspaper Rodong Sinmun reported on Tuesday that North Korean leader Kim Jong Un guided the drills.

Kim reportedly said that the destructive offensive means possessed by the North Korean army should "more thoroughly fulfill their missions to block and suppress the possibility of war with the constant perfect preparedness to collapse the capital of the enemy and the structure of its military forces."

He referred to the possibility of Pyongyang attacking the South Korean capital of Seoul.

The media report came after the South Korean military said on Monday morning that the North had fired a multiple number of what appeared to be a short-range ballistic missile from a site near Pyongyang toward the Sea of Japan.

S.Korea warns of possible North satellite launch as early as late March

South Korea's defense chief has stressed the need to advance security cooperation with Japan and the United States amid the possibility of another North Korean satellite launch as early as late March.

Speaking to reporters in Seoul on Monday, Defense Minister Shin Won-sik referred to a satellite that the North launched last year.

Pyongyang says that it put its first military reconnaissance satellite into orbit last November. Leader Kim Jong Un has revealed a plan to launch three more spy satellites in 2024.

Shin claimed that the one the North launched last year is not working as a spy satellite.
He reiterated that Pyongyang may try to launch another reconnaissance satellite as early as late March, without giving any specific grounds for his claim.

Shin stressed that South Korea's security cooperation with Japan and the US should further advance in the face of increased nuclear and missile threats from the North.

Iran is responsible for Mahsa Amini's death, UN says

A UN fact-finding mission says Iran is responsible for the death of Mahsa Amini, who died in Iranian police custody after she was arrested for allegedly wearing her hijab headscarf improperly.

Her death in September 2022 sparked protests nationwide. Protesters said the 22-year-old Amini died as a result of police brutality.

The mission said in a report it submitted to the UN human rights council on Monday that, "It has established the existence of evidence of trauma to Ms. Amini's body."

The mission pointed out that she was "subjected to physical violence that led to her death." It also said, "On that basis, the State bears responsibility for her unlawful death."

The crackdown by Iranian security authorities on protests resulted in casualties. The report said, "As of September 2023, a credible figure was of 551 people killed, among them as many as 49 women and 68 children."

The mission said confessions were obtained from protesters under torture, and that nine people were executed. It also said that sexual and gender-biased violence occurred in places of detention.

The mission said many of the serious human rights violations outlined in the report amount to crimes against humanity. It called on the Iranian government to make improvements to the country's humanitarian situation.

An Iranian delegate to the council reacted sharply, saying the UN mission lacks independence and impartiality.

White House plans Japan, US, Philippines summit during Kishida visit on Apr. 11

The White House has announced that it is planning to hold the first trilateral summit between Japan, the United States and the Philippines on April 11.

It said in a statement on Monday that it has invited President Ferdinand Marcos Jr. to Washington during Prime Minister Kishida Fumio's planned visit next month.

It says the leaders will reaffirm the "ironclad alliances" that the US has with the Philippines and Japan. It says they will also discuss trilateral cooperation to further peace and security in the Indo-Pacific and around the world.

Kishida is scheduled to hold talks with President Joe Biden on April 10 and address a joint session of Congress the next day.
The Biden administration is apparently aiming to strengthen tripartite ties at a time when China is increasingly assertive in the East and South China seas.

Tension has been heightening in the South China Sea between China and the Philippines over the Second Thomas Shoal, where Manila has a military outpost.

Japan's Chief Cabinet Secretary Hayashi Yoshimasa spoke to reporters on Tuesday. He said the Philippines is allied with both the United States and Japan. He said as a maritime nation neighboring Japan, the Philippines is an important partner to realize a free and open Indo-Pacific.

Hayashi said in order to sustain regional peace and prosperity, it's essential to deepen cooperation in wide areas with like-minded countries, such as the Philippines, with the Japan-US alliance as the standard.

He said as the global community is reaching a historical turning point, free and open international order based on the rule of law must be sustained and reinforced. He said cooperation between Japan, the United States and the Philippines will be further strengthened in order to do so.

Victims' families submit request over 1995 Tokyo sarin gas attack

Wednesday will mark 29 years since the deadly sarin gas attack on the Tokyo subway system. Bereaved families have urged the government to work toward ensuring compensation for them and to prevent any recurrence.

On March 20, 1995, members of the Aum Shinrikyo cult released the toxic nerve gas inside packed rush hour subway trains on three lines in central Tokyo. Fourteen people died and about 6,300 others were injured.

Takahashi Shizue, whose husband was killed in the attack, heads a victims' group. On Monday, she and others handed over a letter of request to Justice Minister Koizumi Ryuji and Public Security Intelligence Agency Director-General Urata Hirokazu.

The group is calling on the government to cooperate in ensuring that the cult's successor groups provide adequate compensation to the victims and their families.

The letter also urges the authorities to keep the groups under surveillance and to preserve materials relevant to the attack to prevent its memories from fading.

The government has already imposed strict controls on one such group, called Aleph. It is required to report its activities every three months and is banned from using some of its facilities and receiving donations.

Takahashi told reporters she is terrified that groups that follow the teachings of the cult are still able to operate. She expressed her hope for the government to come up with measures to remove the potential danger they pose.
