Japan to relax defense export rules to allow fighter jet sales

Japan plans to ease the country's strict defense export rules to allow the sale of next generation fighter jets developed with Britain and Italy.

The country's ruling Liberal Democratic Party and its coalition partner, Komeito, came to an agreement on Friday to tweak the rules under some conditions.

First, each individual export and those to a third country will require Cabinet approval.
Exports will be limited to the next-generation fighter.
The fighters can only be sent to countries that have signed defense deals with Japan.
And only to countries not involved in active conflicts.

The Cabinet is expected to approve the plan later this month.

Osprey flights conducted to recover skills, Japan's defense minister says

Japan's Defense Minister Kihara Minoru says US forces in the country are conducting basic flights of Osprey transport aircraft to help crews recover their skill levels.

Kihara spoke to reporters on Friday, one day after flights of the tilt-rotor aircraft resumed at the US Marine Corps Futenma Air Station in Japan's southwestern prefecture of Okinawa.

The aircraft were grounded after a crash off the southwestern Japanese prefecture of Kagoshima in November. All eight US military personnel on board were killed.

Kihara said he understands that aircraft are conducting basic flights after maintenance and crew training aimed at preventing future accidents.

He also said he and US Secretary of Defense Lloyd Austin reaffirmed in phone talks that ensuring the safety of flights is the top priority for both Japan and the United States.

Kihara pledged that the two countries will continue to work closely together and take all necessary safety steps.

Osprey aircraft resumes flights at US base in Okinawa

An Osprey transport aircraft has resumed flights at a US base in Japan's southern prefecture of Okinawa for the first time since they were grounded after a deadly crash last November.

US forces and Japan's Ground Self-Defense Force grounded their fleet of Ospreys after one of the tilt-rotor aircraft crashed off the southwestern prefecture of Kagoshima, killing all eight US military personnel on board.

Japan's Defense Ministry announced on Wednesday that the aircraft would resume flights in Japan in phases from Thursday, after maintenance and crew training are completed.

Shortly before 9:00 a.m. on Thursday, an Osprey was seen hovering over the US Marine Corps Futenma Air Station, and was confirmed to be gaining altitude.

The US 1st Marine Aircraft Wing announced that it had resumed flights of the MV-22 Osprey at Futenma.

Okinawa Prefecture has criticized the decision to put the aircraft back in the air so soon after the flight ban was lifted. There has also been criticism of the US side's failure to disclose details of what caused the November crash.

Okinawa and Kagoshima prefectures are demanding disclosure of more detailed information.

Russia presidential election: Putin looks certain to win 5th term

Voters across Russia are heading to the polls for three days from Friday to choose their next president. Incumbent President Vladimir Putin appears certain to win his fifth term.

What Russia calls voting in the election is also expected to take place in the Ukrainian regions of Crimea, Donetsk, Luhansk, Zaporizhzhia and Kherson.

Moscow unilaterally declared its annexation of Crimea in 2014 and the other four regions in September 2022, seven months after it began invading Ukraine.

Putin is up against three other candidates -- Nikolay Kharitonov of the Communist Party of the Russian Federation, Leonid Slutsky of the far-right Liberal Democratic Party of Russia and Vladislav Davankov of the New People party.

But a recent poll by the government-affiliated Russian Public Opinion Research Center, or VCIOM, indicates that Putin may get 82 percent of the vote.

Russian authorities have been rigorously tightening restrictions and monitoring of individuals and groups that carry out activities deemed to be out of line with the policies of the Putin administration.

The widow of the late Russian opposition leader Alexei Navalny urged people to protest against Putin by converging en masse at polling stations at noon on Sunday, the final day of voting.

Yulia Navalnaya called on them to deface their ballots, vote for any candidates except Putin, or simply stand at polling places and leave.

Russian authorities say Navalny died at an Arctic penal colony last month.

Analysts say Putin is aiming to win the election with at least 80 percent of the vote on voter turnout of 70 percent.

They say he will trumpet the overwhelming victory to claim people's approval of his policy agenda during the current term, including what Moscow calls its special military operation in Ukraine.

Vote counting is expected to begin soon after polling stations close on Sunday.

Drill to prevent drone attacks during Paris Games shown to media

French officials have allowed media to observe a security drill aimed at preventing drone attacks during this year's Paris Olympics and Paralympics.

Military and police personnel took part in the exercise at an air force base outside the French capital on Thursday.

The training involved the use of devices that emit electronic pulses to disrupt communications between drones and their operators.

Participants also saw how a cutting-edge drone could intercept neutralized aerial vehicles, stopping them from falling on spectators.

French officials say they mobilized such anti-drone machines during last year's Rugby World Cup and neutralized more than 20 suspicious vehicles.

They say they will also try to identify drones during the Paris Games by installing high-performance radar systems near competition venues.

French Air and Space Force Air Brigadier General Arnaud Bourguignon said drones could pose the most dangerous threat. He added he hopes people will enjoy the Games in complete safety.

Sea goddess statue travels from Japan to Taiwan to promote exchanges

A statue of a sea goddess at a shrine in a northern Japanese town is visiting Taiwan to promote exchanges.

The goddess, known as Mazu, is worshipped in many coastal areas across Asia, and is said to protect fishers and sailors.

A 60-centimeter statue of the goddess was enshrined at the Oma Inari Shrine in Oma Town, Aomori Prefecture, in 1996. The Beigang Chao-Tian Temple in Taiwan provided assistance for the enshrinement.

The town holds a procession in Mazu's honor every July on Marine Day to pray for safety at sea and big catches.

A group of eight people, including members of the local tourism association, set off on Thursday from Oma with the statue, which is called "Tenpi-sama" in Japanese.

The town's tourism association hopes to attract visitors from Taiwan with the statue's visit to Beigang Chao-Tian, the head temple in Taiwan for worshipping the sea goddess.

The vice president of the Oma tourism association, Shima Yasuko, says she wants to do her best to promote exchanges.
