Japan, Paraguay: Unilateral change of status quo by force won't be tolerated

Japan's Prime Minister Kishida Fumio and Paraguay's President Santiago Pena have confirmed that attempts to unilaterally change the status quo by force will not be tolerated.

Kishida and Pena met in Paraguay's capital Asuncion on Friday. The Japanese prime minister is visiting South America for the first time since he took office in 2021.

The meeting comes amid China's increasing assertiveness. Paraguay is the only South American country that has diplomatic relations with Taiwan.

The two leaders agreed to work together on disarmament and reform of the United Nations Security Council.

They confirmed that their nations will launch a space development cooperation program that brings together industry, government and academia.

They agreed that a pact to promote trade and investment needs be concluded at an early date.

Kishida and Pena also agreed that Japan and the South American economic bloc Mercosur will examine how to strengthen their economic relations. The members of Mercosur include Paraguay and Brazil.

Kishida told a joint news conference that as the international community faces complex crises, Japan hopes to strengthen cooperation with Paraguay while sharing values such as freedom and democracy.

New US Indo-Pacific Command chief expressses caution against China

The new head of the US Indo-Pacific Command has expressed strong caution against China and indicated his intention to step up cooperation with allies to enhance deterrence in the region.

Admiral Samuel Paparo was speaking in Hawaii on Friday at a change of command ceremony to succeed Admiral John Aquilino.

Paparo said the US Indo-Pacific Command must be ready to answer China's "increasingly intrusive and expansionist plans" in the Indo-Pacific region. He said it will work in concert with allies and partners to preserve the free and open Indo-Pacific.

Defense Secretary Lloyd Austin also spoke at the ceremony.
Austin said China is "the only country with both the will and, increasingly, the capacity to dominate the Indo-Pacific and to reshape the global order to suit its autocratic vision." He said that is why China remains his department's "pacing challenge."

Japan govt. says Biden's 'xenophobic' comments 'regrettable'

The Japanese government has contacted the US government and said remarks by President Joe Biden calling Japan xenophobic were "regrettable."

At a campaign fundraising event on Wednesday, Biden reportedly said one of the reasons the US economy is growing is because it welcomes immigrants.

He went on to say: "Why is China stalling so badly economically? Why is Japan having trouble? Why is Russia? Why is India? Because they're xenophobic. They don't want immigrants."

Japanese government sources say Tokyo told Washington that it was "regrettable" that the remarks were not based on an accurate understanding of Japanese policies.

They say Tokyo then explained Japan's position and policies to Washington.

On Thursday, White House Press Secretary Karine Jean-Pierre was asked by a reporter about Biden's remarks. The reporter described the word xenophobic as pejorative and negative, particularly when used against an ally.

Jean-Pierre explained that Biden was making a broader point about how immigrants make the US stronger. She stressed the US-Japan relationship is an important, deep and enduring alliance.

Japan, Philippines agree to work together to sign security pact

The defense chiefs of Japan and the Philippines have agreed to work together toward an early signing of an accord that would facilitate joint drills between Japan's Self-Defense Forces and the Philippine military.

Japanese defense minister Kihara Minoru met with Philippine defense secretary Gilberto Teodoro in Hawaii on Friday.

They discussed the situation in the South China Sea, where China is becoming increasingly assertive. They also reaffirmed the importance of realizing a free and open Indo-Pacific.

The Reciprocal Access Agreement is designed to arrange details of joint exercises, such as the handling of weapons and ammunition.

Tokyo and Manila have been increasing security cooperation in recent years, including by signing a deal for Japan to export surveillance radars to the Philippines.

The defense chiefs agreed to further promote cooperation and exchanges in various fields.

Kihara spoke to reporters after completing a series of talks in Hawaii, including a meeting with Teodoro and the defense chiefs of the United States and Australia.

He said he believes building and expanding a multi-layered network among allies and like-minded nations will help enhance deterrence and response capabilities. He also said these meetings have provided an important steppingstone for advancing to a new stage.

OECD ministers sound alarm on economic coercion

Ministers of the Organisation for Economic Co-operation and Development have wrapped up a two-day meeting in Paris with a statement expressing "serious concerns" about economic coercion.

This year's Ministerial Council of the 38-member group was chaired by Japan. The talks closed on Friday.

The ministers condemn Russia's invasion of Ukraine "in the strongest possible terms."

They also express "deep concern" about the negative impacts of conflicts in the Middle East.

The ministers affirm their commitment to building economic resilience and security.

Economic coercion refers to the practice of pressuring trading partners through restrictions or tariffs.

Apparently with China in mind, the ministers vow to ensure that "attempts to weaponise economic dependencies will fail."

Japan's Foreign Minister Kamikawa Yoko said Japan contributed to making the talks fruitful despite deepening divisions in the global community.

She added that the meeting has laid the groundwork for sharing ideas in the field of economic security.

Japan men's soccer wins U-23 Asian Cup

Japan's men's footballers have clinched the title at the Under-23 Asian Cup. They beat Uzbekistan 1-0 in the final on Friday to win the tournament for a second time.

Both sides struggled to create chances, but the game sprang to life in stoppage time. In the 91st minute, substitute Yamada Fuki finally broke the deadlock. His goal seemed to have sealed the win for Japan.

But shortly afterward, the referee pointed to the penalty spot. A video review found a Japanese player had handled the ball in the box.

Uzbekistan were given a last chance to equalize.
But goalkeeper Kokubo Leo Brian produced a fine save, securing the title for Japan. "We lost to Uzbekistan two years ago, so the whole team vowed to take revenge," said Kokubo after the game. "I'm ecstatic we could take the title for our country."

The tournament also served as Asian qualifiers for the Paris Olympics. Both Japan and Uzbekistan had already claimed two berths with victories in the semifinals.
Iraq also booked its ticket by beating Indonesia in the third-place game. Indonesia now face Guinea on May 9 in a playoff for the final spot.

Japan will be in Group D at the Olympics. It will face Paraguay, Mali and Israel. Uzbekistan has been placed in Group C, with Spain, Egypt and the Dominican Republic. Iraq joins Group B, alongside Argentina, Morocco and Ukraine.
