Putin to replace defense chief Shoigu with economist

Russian President Vladimir Putin has proposed Defense Minister Sergey Shoigu be appointed as the secretary of the Russian Security Council.

Russia's presidential office made the announcement on Sunday.

Putin has been working on a Cabinet reshuffle since he was sworn in for his fifth term on May 7. He has submitted new appointment proposals to the upper house of parliament.

Shoigu has headed the defense ministry since 2012. He will be replaced by acting First Deputy Prime Minister Andrei Belousov, who has been in charge of economic policies.

Kremlin spokesperson Dmitry Peskov explained why Putin proposed the appointment of a civilian as defense minister.

Peskov said one who is more open to innovation, more open to the most rapid implementation wins on today's battlefield, and that the president decided to have a civilian head the defense ministry.

Peskov also cited Belousov's political career in economic areas as the country spends more on defense to continue its invasion of Ukraine.

Peskov also said that the Kremlin will soon announce the new appointment of the incumbent Security Council Secretary, Nikolai Patrushev, who will be replaced by Shoigu.

Putin has also proposed that Foreign Minister Sergey Lavrov remain in the post and the Chief of the Russian Armed Forces General Staff, Valery Gerasimov, also continue serving in the post.

It remains to be seen whether the new lineup that Putin has proposed could have any impact on the war in Ukraine.

Zelenskyy: Russian attacks on Kharkiv aim to spread Ukrainian forces thin

Ukraine's President Volodymyr Zelenskyy says Russia's cross-border attacks on the Kharkiv region in the country's east are aimed at spreading Ukrainian forces thin as intense fighting continues in the Donetsk region.

Zelenskyy made the remark in footage released on Sunday.

He said intense combat operations are underway on multiple fronts in Donetsk in addition to the battles in Kharkiv. He acknowledged the difficulty for Ukraine but said it will deter Russian assaults.

The Russian forces that crossed the border from the north are stepping up operations in Kharkiv. Russia's defense ministry said on Sunday they captured four more settlements.

The governor of the Kharkiv region said on the same day that Russian attacks were continuing day and night in the region's north.

The governor said two civilians were killed, and during the past two days about 4,000 residents evacuated.

The western Russian region of Belgorod borders Ukraine. Its governor said on Sunday that Ukrainian forces shelled a 10-story apartment in the regional capital, killing at least eight people.

Ukraine has denied involvement, saying the accusations are aimed at justifying further attacks by Russia.

Israel announces opening of new crossing in northern Gaza

Israel says it has opened a new crossing in northern Gaza to transfer humanitarian aid to the strip.

The Israel Defense Forces announced on Sunday that it opened the "Western Erez" crossing in coordination with the US government.

Footage released by the Israeli military shows a line of trucks driving through the crossing.

The military says dozens of trucks are being sent in carrying flour from the Israeli port of Ashdod.

It says opening the new crossing is "part of the effort to increase aid routes into Gaza."

The step comes amid growing concern over the increasingly deteriorating humanitarian situation in Gaza as Israel continues its military operations.

The United Nations children's agency, UNICEF, reported on Friday that "for 5 days, no fuel and virtually no humanitarian aid entered the Gaza Strip."

The United States has been urging Israel to reopen the crossing in Rafah in southern Gaza immediately.

Israeli forces launch ground offensive in Jabalia as death toll tops 35,000

Israeli forces have launched a ground offensive on the northern Gaza city of Jabalia, while continuing attacks in the southern city of Rafah. Israel's military says the Islamic group Hamas is trying to regroup in Jabalia.

The Israeli military said on Sunday that its ground troops killed 10 Hamas fighters during the attacks in Rafah.

More than one million displaced people are sheltering in Rafah.

The United Nations estimates that about 300,000 people have evacuated from Rafah. The UN is calling for a halt to the fighting, saying that there is no safe place in the Gaza Strip.

The Israeli military earlier said it had seized control of Jabalia. But it has announced the launch of a ground operation there following airstrikes. The military stressed that it had urged residents in the area to evacuate.

Qatar-based satellite news network Al Jazeera has broadcast images of people fleeing from bombardments, including elderly citizens and children, and injured people being transferred for medical treatment.

Israeli Prime Minister Benjamin Netanyahu met people who are expected to take part in a ceremony scheduled for Tuesday to commemorate the country's independence.

He said, "We will defeat our enemies; we have no other choices."

Health authorities in Gaza said on Sunday that the death toll in the strip since the conflict between Israel and Hamas began had reached 35,034.

North Korea's Kim visits arms factories

North Korean leader Kim Jong Un has visited key arms factories, apparently aiming to highlight the country's focus on weapons production.

North Korea's ruling Workers' Party newspaper, Rodong Sinmun, reported on Monday that Kim visited "major defense industrial enterprises" on Saturday and Sunday.

The paper carried a photograph of Kim at a plant that manufactures newly developed sniper rifles. The image shows Kim firing a gun and hitting the center of a target.

Other photos show a large number of rocket launchers at a manufacturing plant and Kim driving a vehicle.

North Korea said last week that it had test-fired an updated version of a 240-millimeter multiple rocket launcher system.

National defense industrial enterprises are set up under the Second Economic Commission, which is responsible for the country's military industry.

Rodong Sinmun said Kim noted "the recent remarkable development made in the national defense industry on a world level" during his visits to the arms factories.

South Korea's Yonhap News Agency quoted observers as saying North Korea appears to be ramping up the mass production of munitions in a bid to export them to countries such as Russia.

Political group office raided over alleged election campaign obstructions

Tokyo police have raided the main office of a political group named "Tsubasa no To," or Tsubasa party, on suspicion that it obstructed campaigning by other candidates during a Lower House by-election in April.

Police on Monday initiated the raid on the office in Tokyo's Chiyoda Ward and related facilities for alleged violations of the public offices election law.

The group fielded a candidate for the Tokyo No.15 constituency in the April 28 poll in which nine candidates competed.

Investigative sources say the group is suspected of using loudspeakers to persistently disturb speeches by other candidates during the campaign.

The group also allegedly chased after campaign vans of other political camps.

Police also searched the homes of the group's secretary-general, Nemoto Ryosuke, and its leader, Kurokawa Atsuhiko. Nemoto was the group's candidate in the by-election.

Police had warned the group after it blared a car horn during a rival candidate's speech on April 16 as official campaigning kicked off. They say the action in front of JR Kameido Station amounted to obstruction of election campaigning.

The Tokyo Metropolitan Police Department says it has also received complaints from other candidates' camps that the group disrupted their campaign activities.

The police say it is rare for them to raid facilities linked to a political group over suspected election campaign obstructions.

Death toll from Brazilian floods rises to 145

Disaster response authorities in southern Brazil say the death toll from severe floods has risen to 145.

Authorities in the state of Rio Grande do Sul also say 132 people are unaccounted for as of Sunday.

The state has been hit by heavy rain since late April.

Local media are reporting that some athletes from the state have given up on their quest to secure a place in the Paris Olympics to focus on helping those affected.

Rowers Evaldo Becker and Piedro Tuchtenhagen were due to take part in a double sculls qualifying round for the Games in Switzerland from May 19. But the pair has decided to stay in the state and work as volunteers.

Tuchtenhagen said competing in the Olympics was his dream but when he saw the situation residents are facing, he set his mind on supporting them.

Heavy rain is continuing in southern Brazil. Officials are warning of the possibility of more floods.

Floods kill at least 160 people in Afghanistan

Floods from heavy rain that hit Afghanistan's northern provinces, including Baghlan and Takhar, around Friday have killed at least 160 people.

The Taliban interim government is calling on the international community for help.

A spokesperson of the National Disaster Management Authority says more than 220 people were injured in the floods.

Over 8,000 houses have been damaged completely or partially, and many people have lost their homes.

Safe shelters, as well as supplies of food and water, are running low.

The World Health Organization says recent data indicates an increase in the number of cases of waterborne illness, notably diarrhea and skin infections, in regions affected by the floods.

Acting Foreign Minister Amir Khan Muttaqi from the Taliban government says the wave of recent floods is very destructive and the country needs a lot of help.

Human rights group: Myanmar junta kills 5,000 since 2021

A human rights group in Myanmar says 5,000 people have been killed in attacks and crackdowns by the country's military since it took power in a coup three years ago.

The Assistance Association for Political Prisoners, also known as AAPP, cites its own tally for the death toll, including pro-democracy activists and civilians, as of Friday.

It says many people were killed in the northwestern region of Sagaing where fighting continues between the military and pro-democracy forces, and the second largest city of Mandalay.

The military has controlled the country since a coup on February 1, 2021, and continued to detain members of pro-democracy forces.

Since autumn last year, the military has been losing ground due to an offensive by armed groups of ethnic minorities in cooperation with pro-democracy forces near the border. The military is stepping up airstrikes.

On Thursday, the military carried out an airstrike on a monastery in the central region of Magway, killing more than 10 people.

Last month, an airstrike hit areas in the country's southeast near a bridge over the border with Thailand, resulting in the deaths of at least 15 civilians.

Samurai warriors' festival near Tokyo re-enacts 16th century battle

About 500 people dressed as samurai warriors took part in a festival to honor a famous 16th century warlord in Saitama Prefecture, near Tokyo.

The event on Sunday in the town of Yorii commemorated Hojo Ujikuni, a local hero. The town's Hachigata Castle was once a base for his army. Nowadays the site of the castle is designated as a national historic landmark.

Participants paraded through the town, wearing samurai armor, "kabuto" helmets and holding mock swords.

The festival featured a re-enactment of the 16th century battle between Hojo's men and the much bigger army of Toyotomi Hideyoshi on a riverbank, against the backdrop of mock cannon fire.

With only 3,500 men, the Hojo army was said to have been outnumbered by Toyotomi's 50,000 or so warriors.

One spectator said, "It was fun, and I was also able to enjoy a bit of the history." Another said, "it was so impressive."
