Israel launches operation in Rafah amid ceasefire talks

Israel says it has begun what it calls a "precise counterterrorism operation" in eastern Rafah.

It says Israeli troops have taken control of the Gazan side of the crossing into Egypt. It comes as talks for a proposed ceasefire with Hamas are at a critical moment.

On Monday, Hamas said its leader, Ismail Haniyeh, told Egyptian and Qatari mediators that the group had approved of the agreement regarding the ceasefire.

The UN Secretary-General has called on Israel and Hamas to agree on a truce and hostage-release deal.

Antonio Guterres said, "This is an opportunity that cannot be missed and a ground invasion in Rafah would be intolerable because of its devastating humanitarian consequences and because of its destabilizing impacts in the region."

The US, has also cautioned against an offensive into Rafah, saying a ceasefire with Hamas would be the best option.

But Israel has said the latest offer falls short of its core demands, while also saying it will send a delegation to Egypt to keep working towards an agreement.

Despite the talks, Israel's war cabinet unanimously decided to continue the operation in Rafah ahead of the latest move on the Gazan side of the Rafah crossing.

Earlier, the Associated Press reported the Israeli military had issued an evacuation order to some 100,000 people from eastern Rafah. It called on them to relocate to places the Israeli government calls "humanitarian areas."

Israel has also conducted multiple airstrikes on Rafah since issuing Monday's order. Health officials in Gaza say over 34,700 people have been killed since the conflict began 7 months ago.

Putin orders tactical nuclear weapons drill

Russian defense ministry officials said on Monday that President Vladimir Putin has ordered preparations for an exercise simulating the use of tactical nuclear weapons. They said they want to maintain the readiness of combat units and non-strategic nuclear weapons.

Ministry officials said forces from the Southern Military District will take part in the drills. They said the exercise is in response to "provocative statements and threats made by certain Western officials." They said they want to ensure Russia's territorial integrity and sovereignty.

Kremlin spokesperson Dmitry Peskov said some Western leaders have spoken about "an intention to send armed contingents" to Ukraine. "This is an entirely new round in the escalation of tension," he said.

Putin is starting his fifth term as president on Tuesday.

A spokesperson for Ukraine's military intelligence unit, Andriy Yusov, condemned Russia's plans. He said that "nuclear blackmail" is a constant practice of Putin's regime.

China's Xi meets France's Macron, calls for avoiding 'new Cold War'

Chinese President Xi Jinping has told his French counterpart Emmanuel Macron that China and France should work together to fend off a "new Cold War."

Xi met Macron in Paris on Monday. This was part of Xi's first trip to Europe in five years and coincided with the 60th anniversary of diplomatic ties between China and France.

The visit appears to be an attempt by Beijing to strengthen ties with France amid confrontation with the United States. Xi told Macron that their countries should try to uphold independence and promote the equitable and orderly multi-polarization of the world.

Macron said at a joint news conference after the talks that the countries will be able to play a useful role in ensuring global stability.

The meeting comes at a time when Beijing is criticized for its subsidies to certain sectors, which experts say are leading to trade imbalances with other countries. Macron stressed the need for a framework of fair competition.

The leaders also discussed the Russian invasion of Ukraine. Macron said France welcomes China's attempt not to sell any weapons to Russia, as well as its commitment to imposing strict export controls on goods that can be used for military purposes.

Xi said China has been playing a role in the effort to bring peace to Ukraine, instead of being an onlooker.

The leaders also agreed to call for a truce in the world during the upcoming Paris Summer Olympics. Their call comes amid the tense situations in Ukraine and the Middle East.
