Japan Supreme Court rules defunct eugenics law unconstitutional

Japan's Supreme Court has ruled for the first time that the country's defunct Eugenic Protection Law, which forced people with impairments to undergo sterilization surgery, is unconstitutional.

People who were forcibly sterilized had filed lawsuits across Japan, arguing that the discriminatory treatment was unconstitutional and seeking state compensation.

On Wednesday, the Supreme Court's Grand Bench made its decision on five rulings by high courts in Sapporo, Sendai, Tokyo and Osaka.

Presiding justice Tokura Saburo declared the defunct law unconstitutional and ordered compensation in four of the cases.

The case in Sendai, in which the high court dismissed the plaintiff's claim, was sent back to a lower court.

This is the 13th time since the end of World War Two that the Supreme Court has found a legal provision to be unconstitutional.

The Eugenic Protection Law was in effect for 48 years until it was scrapped in 1996.

It allowed doctors to remove the reproductive functions of people with mental or intellectual disabilities.

About 25,000 people are said to have been sterilized, including those who allegedly agreed to undergo surgery.

The state had argued that it bore no responsibility for compensation due to the extended period since the surgeries.

Japan reveals three more sexual violence cases involving US military personnel

Japan's top government spokesperson has revealed three more cases of alleged sexual violence involving US military personnel.

Chief Cabinet Secretary Hayashi Yoshimasa spoke to reporters on Wednesday after two alleged sexual assault cases in Okinawa Prefecture came to light.

Last week, it was revealed that a US Air Force member was indicted in March for allegedly kidnapping and sexual assaulting an underage girl in December, and that a US Marine was indicted last month for allegedly attempting to sexually assault a woman and injuring her.

Not only were these incidents not made public until recently, but the government also failed to notify prefectural officials of them.

Hayashi said that in one of the three newly revealed cases, US military personnel is suspected of having sex without consent.

He said two of the alleged incidents occurred last year -- in February and August -- and the other is said to have taken place in January. He said none of the suspects were indicted.

Hayashi described sex crimes involving members of the US military as extremely regrettable. He said they cause great concern to local residents.

He said the government will continue asking Washington to take thorough measures to prevent such incidents.

Hayashi said the government will also continue doing all it can to reduce the burden of hosting US bases.

Biden to meet Democratic congressional leaders following shaky TV debate

The White House says US President Joe Biden will meet Democratic congressional leaders this week. The move comes after last week's televised debate fueled calls for his withdrawal from this year's presidential election.

Biden's shaky performance during the event against former President Donald Trump prompted a major US newspaper to publish an editorial calling on Biden to drop out of the race.

On Tuesday, Democratic Representative Lloyd Doggett issued a statement saying, "Instead of reassuring voters, the President failed to effectively defend his many accomplishments and expose Trump's many lies." The statement says Biden should make the painful decision to withdraw.

US media say Doggett became the first congressional Democrat to openly make such a call.

White House Press Secretary Karine Jean-Pierre told reporters on Tuesday, "We understand the concerns. We get it the President did not have a great night." She added, "This week, the President will speak with Hill leaders and Democratic governors."

Biden apparently intends to continue his election campaign. It has been announced that he will begin visiting two battleground states later this week for campaign events.

Pro-Russia Hungarian prime minister visits Ukraine

Hungarian Prime Minister Viktor Orban made a surprise visit to Ukraine on Tuesday, the first time he has traveled to Kyiv since the Russian invasion. He has maintained ties with Russian President Vladimir Putin but has adopted the role of peacemaker.

Orban arrived one day after Hungary took over the rotating presidency of the European Union. He told Ukrainian President Volodymyr Zelenskyy that the war is the continent's "most important issue," and he pushed for a temporary ceasefire.

Orban said: "The question of peace is not only paramount for Ukraine but also for Europe. This war that you're suffering from is deeply affecting European security."

Orban has frustrated the efforts of other European leaders to deliver assistance to Ukraine. However, Zelenskyy said the visit is a "clear indication" of common priorities and that it is important to all Europeans for support to remain "sufficient" to defend against "Russian terror."

Hungary will hold the EU presidency through December, and Orban has claimed he will "make Europe great again." The position brings little real power, however, and Hungarian officials say they will act as "honest brokers."

UN voices concern over Israel's new evacuation orders for Gaza

The United Nations has expressed strong concern over the Israeli military's latest evacuation orders for people in parts of southern Gaza.

The Israeli military on Monday ordered people in Khan Younis, Rafah and other parts in the south to immediately leave.

At a regularly scheduled news conference on Tuesday, UN spokesperson Stephane Dujarric said the orders apply to 117 square kilometers, or about one third of the Gaza Strip.

He noted that about 250,000 people will be forced to evacuate, making it the largest evacuation since October when the fighting began and residents were ordered to leave northern Gaza.

Dujarric said, "An evacuation of such a massive scale will only heighten the suffering of civilians and drive humanitarian needs even higher."

UN Senior Humanitarian and Reconstruction Coordinator for Gaza Sigrid Kaag reported at a UN Security Council meeting on Tuesday that 1.9 million people are displaced across Gaza.

Kaag said the new evacuation orders' impact on the civilian population is deep and that "nowhere is safe" in Gaza.

Israeli Prime Minister Benjamin Netanyahu last month said the phase of intense fighting in the Gaza Strip was about to end.

But some media outlets say the Israeli military is continuing attacks in multiple areas as Hamas moves to regroup.
