US Republican Party draft campaign platform reflects Trump's ideas

The US Republican Party has approved a draft party platform ahead of the November presidential election, reflecting the policy agenda of its presumptive nominee, former President Donald Trump.

The document, approved by a committee of the Republican National Committee on Monday, reads "America First: A Return to Common Sense." US media reports say Trump himself wrote part of it.

The draft platform promises to end inflation and make the country affordable again through measures including the lifting of regulations over energy production and cutting federal government spending. As for immigration, it promises to tighten measures, including the construction of walls along the southern border.

The draft also mentions supporting "America First" economic policies and revoking China's "most favored nation" status.

In diplomacy, it says the United States will strengthen its ties with allies by ensuring that they "meet their obligations to invest in our Common Defense." It also says the US will seek peace and commercial prosperity in the Indo-Pacific region.

The document hardly touched on abortion, which has been a major focal point in the election. It says states are now free to pass laws protecting rights about life, which appears to be mindful of non-committed voters, while some conservative voters are seeking a nationwide ban on abortion.

The draft platform is expected to be adopted at the party's National Convention, scheduled to start next Monday in Milwaukee, Wisconsin.

NATO, Indo-Pacific partners to enhance cooperation on areas such as cyberattacks

Leaders of the NATO alliance and its partners in the Indo-Pacific region are expected to agree to strengthen cooperation in dealing with cyberattacks and other issues that could affect security.

Japanese Prime Minister Kishida Fumio and leaders of South Korea, Australia and New Zealand are set to attend the NATO summit meeting on Thursday in the United States.

Japanese government sources say the leaders are expected to agree to enhance cooperation in responding to issues related to cyberattacks, fake information and emerging technologies, such as artificial intelligence.

Kishida hopes that stronger ties with NATO will lead to peace and stability around Japan as he believes the security of Europe is inseparable with that of Asia in light of moves by Russia and China.

Kishida is scheduled to travel to Germany for summit talks with Chancellor Olaf Scholz after the NATO summit in Washington.

The two leaders are expected to agree to strengthen bilateral cooperation through a new framework in economic security, including the establishment of supply chains for key minerals amid China's economic coercion.

China, Philippines at odds over impact on coral reefs in disputed waters

China says a coral reef ecosystem in a South China Sea lagoon has seriously been damaged after a warship was deliberately grounded nearby by the Philippines a quarter of a century ago.

The Second Thomas Shoal is part of the Spratly Islands. They are disputed by China, the Philippines and other claimants.

On Monday, China's Ministry of Natural Resources released a report on the damage to the coral reef ecosystem at the lagoon from April through June.

Manila intentionally grounded the military vessel in the north of the lagoon in 1999. Philippine soldiers have been stationed there.

The report said the coverage of reef-building coral within a radius of 400 meters of the vessel declined by more than 87 percent from 2011. It said the rate of decline is far greater than in other areas surveyed.

It also said the quality of water nearby has been aggravated due to damage caused by corrosion of the vessel, as well as the discharge of domestic waste and sewage from personnel on board the vessel.

The report also contained images of abandoned fishing nets and trash, which appear to be from the Philippines.

Meanwhile, the Philippines says China is proceeding with a reclamation project in other parts of the South China Sea and Manila is studying its possible ecological impact on coral reefs.

Russian attack kills 33 in Ukraine, hits Kyiv children hospital

Russia's military has launched a massive attack across Ukraine, killing 33 people. A children's hospital in Kyiv was heavily damaged in the strike.

Areas including Ukraine's capital, Kyiv, and the eastern regions of Dnipropetrovsk and Donetsk were hit hard on Monday.

In Kyiv, apartment buildings and other structures were struck with missiles across seven districts of the city's center. Officials say 22 people there were killed and more than 70 others injured.

The Okhmatdyt children's hospital in Kyiv also came under attack. Ukraine's State Emergency Service said the strike left two people dead and 10 others injured.

Ukrainian security authorities denounced Russia for hitting the hospital with a cruise missile.

A doctor who was there at the time of the attack told NHK that he heard a loud explosion and broken window glass almost fell right on him. He said his fellow doctor died, and that the attack was a huge criminal act.

Russia's defense ministry said in a statement it published on social media on Monday that Russian forces struck Ukrainian military industry facilities and air bases with long-range precision weapons. The ministry added that this was in response to Ukraine's attempts to attack energy facilities inside Russia.

Ukraine's air force said it intercepted 30 of the 38 Russian missiles launched.

Ukrainian President Volodymyr Zelenskyy wrote on social media that "the entire world must use all its determination to finally put an end to the Russian strikes."

UN chief condemns major Russian attack across Ukraine

UN Secretary-General Antonio Guterres has condemned the major strike Russia launched across Ukraine on Monday, which left a children's hospital in Kyiv heavily damaged.

Guterres said in a statement he issued via a spokesperson that missile attacks on the children's hospital and another medical facility are "particularly shocking."

He said, "Directing attacks against civilians and civilian objects is prohibited by international humanitarian law, and any such attacks are unacceptable and must end immediately."

The UN Security Council will hold an emergency meeting on Tuesday over the latest strike, at the request of France and other countries. Russia holds the presidency of the council this month.

Iran's president-elect reaffirms support for Russia, anti-Israel forces

Iran's President-elect Masoud Pezeshkian has reaffirmed that the country's support for Russia and anti-Israel forces will not change under his presidency.

The reformist candidate, who called for improvement in Iran's relations with Western countries, won the presidential runoff on Friday.

According to the state-run Iranian news agency, Pezeshkian held telephone talks with Russian President Vladimir Putin on Monday.

Pezeshkian reportedly thanked Putin for his congratulatory message and said that Iran values its friendly ties with Russia and will definitely strengthen them.

Iran has been at odds with Western nations over its nuclear development and other issues. It has strengthened cooperation with Russia, which also opposes the West over the situation in Ukraine, under former hardline conservative President Ebrahim Raisi. The former president was killed in a helicopter crash in May.

Iranian state-run TV reported that Pezeshkian sent a letter to the leader of the Shia militant group Hezbollah in Lebanon, Hassan Nasrallah, thanking him for a congratulatory message.

Pezeshkian expressed his intention to continue to support anti-Israel forces.

Observers say it could be difficult for the incoming Iranian president to strike a balance between adhering to some of the foreign and military policies of his predecessor and trying to improve ties with the West.

Boeing to plead guilty to fraud in connection with 737 Max crashes, US media say

US media outlets say Boeing has agreed to plead guilty to a criminal fraud charge in a deal with the Justice Department over two deadly crashes of the 737 Max aircraft.

The Wall Street Journal and others say Boeing is to plead guilty to deceiving air-safety regulators. The crashes in Indonesia in 2018 and Ethiopia in 2019 killed 346 people.

The Justice Department had agreed in 2021 to defer prosecution over the case, on condition that Boeing take steps to prevent a recurrence, among other measures.

However, just before the deferred period was to end, safety again became an issue when a 737 Max, operated by Alaska Airlines, suffered a mid-air blowout of a door panel in January.

Under the reported plea deal, Boeing is to pay a criminal fine of 243.6 million dollars and invest in programs to improve compliance and safety measures.

US media say the guilty plea could make it difficult for the American aircraft giant to secure government contracts, including those with the Defense Department.
