Zelenskyy urges NATO to lift limits on weapons use

Ukrainian President Volodymyr Zelenskyy joined leaders of NATO member nations during their summit in Washington on Thursday. The leaders confirmed their "unwavering" commitment to providing support for his country.

Zelenskyy thanked them for their promise over the next year of about 43 billion dollars in military aid. He also said he appreciates their agreement to coordinate support and training for his troops in allied states and to station a representative in Kyiv.

At the same time, he is asking for something he says would be a "game changer." He wants his troops to be allowed to use long-range weapons to hit targets inside Russia.

Zelenskyy said, "If we want to win, if we want to prevail, if we want to save our country and to defend it, we need to lift all the limitations."

Zelenskyy has been asking for US-built F-16 fighter jets, and he was able to get some transferred from Denmark and the Netherlands. He also managed to get more air defense systems, including five Patriots, although that is less than what he says is necessary.

He has heard the leaders say Ukraine is on an "irreversible path" to NATO membership, but he has been told that will only happen when "conditions are met" and "allies agree."

Russian leaders had their own take on those promises. Former President Dmitry Medvedev says they need to do everything they can so that the path to membership ends with the "disappearance" of Ukraine, NATO or both.

NATO leaders affirm continued support for Ukraine in summit declaration

Leaders of the North Atlantic Treaty Organization countries have stressed their alliance's unity and affirmed continued support for Ukraine in their summit declaration.

The declaration was adopted on Wednesday at the NATO summit meeting in Washington.

The leaders stressed unity and solidarity in the face of Russia's invasion of Ukraine, saying they are "bound together by shared values: individual liberty, human rights, democracy and the rule of law."

They agreed to strengthen NATO's role in supporting Ukraine and to coordinate the provision of military equipment and training of Ukrainian soldiers.

NATO members have provided 40 billion euros, or about 43 billion dollars, in military aid each year since the start of Russia's invasion. They agreed to sustain that level next year.

The leaders also confirmed efforts to strengthen their countries' defense industries, noting that ammunition is running low on Ukrainian battlefields.

The declaration says the leaders "condemn in the strongest possible terms" the Russian attacks on the Ukrainian people, including a children's hospital in the capital Kyiv, on Monday. It demands that Russia stop the war immediately.

NATO Secretary General Jens Stoltenberg told reporters, "The more credible and enduring our support, the quicker Moscow will realize it cannot wait us out and the sooner the war can end."

In the declaration, the leaders also called China a "decisive enabler" of Russia's war against Ukraine, adding that its actions increase the threat Russia poses to its neighbors and to Euro-Atlantic security.

They urged China to stop all material and political support of Russia's war effort, including the transfer of dual-use components and raw materials.

UN official: Crumbling public order exacerbates Gaza's humanitarian crisis

As Israel's offense continues, a Japanese official who works for a UN agency in the Gaza Strip says the public order there is deteriorating and exacerbating the humanitarian situation. He is calling for an immediate ceasefire.

Seita Akihiro, the head of the health department of UNRWA, a UN agency for Palestinian refugees, works in central Gaza.

In an online interview with NHK, Seita said many residents have repeatedly been forced to evacuate and that they continue to live in tents in unsanitary conditions. He stressed that the brakes have yet to be applied to the deteriorating humanitarian situation.

Seita said there has been rampant looting of relief supplies amid a food shortage. He noted that medical supplies worth about 300 million yen, or about 1.9 million dollars, have been stolen from a UNRWA warehouse in Rafah.

Seita said he hopes order will be restored as soon as possible so the agency can resume providing assistance.

The Israeli military continued to attack central and southern Gaza on Thursday. Palestinian media reported that 34 people, including children, were killed.

The Israeli military has again urged Gaza City residents to evacuate. Qatar-based satellite TV network Al Jazeera reports that about 300,000 people may be forced to flee the city.

Health officials in Gaza say 38,345 people have been killed since the conflict began in October.

Biden mistakenly refers to Zelenskyy as 'Putin,' Harris as 'Trump'

US President Joe Biden mistakenly referred to Ukrainian President Volodymyr Zelenskyy as "President Putin" during a news conference on Thursday.

Media outlets were quick to issue reports about the incident. The verbal mix-up comes as calls have been growing for the 81-year-old US president to drop his reelection bid.

Biden was speaking at a news conference after the conclusion of the NATO summit in Washington. Regarding NATO's continued support for Ukraine, Biden said, "We're united against Putin's senseless brutal war. We are united behind Ukraine."

He then introduced Zelenskyy by saying, "And now I want to hand it over to the president of Ukraine, who has as much courage as he has determination, ladies and gentlemen, President Putin."

Biden quickly corrected himself and said, "I am so focused on beating Putin."

Later on Thursday, Biden made another error. When asked by a reporter if he is confident that US Vice President Kamala Harris has the ability to serve as president, Biden mistakenly referred to Harris as his Republican rival, former President Donald Trump.

Biden said, "Look, I wouldn't have picked Vice President Trump to be vice president if she was not qualified to be president."

Trump quickly reacted to the gaffe by posting a message on social media, along with footage of the incident. He wrote, "Great job, Joe!"

3 feared trapped after landslide hits houses in Matsuyama, western Japan

Authorities in Matsuyama City in the western Japanese prefecture of Ehime are searching for three people after a landslide hit a residential area.

The city's fire officials say a hillside near Matsuyama Castle collapsed before 4 a.m. on Friday. The collapsed area was 50 meters wide and 100 meters high. The mud entered houses and an apartment building.

They say there have been multiple reports of gas leaks in the area. Officials are trying to locate the leaks.

The city has issued a level-five evacuation alert, the highest, for people in 13,226 households in the disaster-hit Shimizu district.

The alert requires people to immediately act to protect their lives by moving to a sturdy building, the upper floor of a house, or another safe location.

As of 8 a.m. on Friday, Matsuyama City had recorded 213 millimeters of rainfall since Wednesday. The amount is equivalent to the monthly average rainfall for July.
