Services on Tokaido Shinkansen line remain partially suspended after accident

Central Japan Railway Company has suspended operations of the Tokaido Shinkansen bullet train line between Nagoya and Hamamatsu stations after an accident. The operator says it does not know when the services will be resumed in the affected section.

Central Japan Railway says a maintenance vehicle rear-ended another maintenance vehicle between Toyohashi and Mikawa-Anjo stations early on Monday.

It says both vehicles jumped the track, slightly injuring a driver.

Key section of Tokaido Shinkansen line closed after maintenance vehicle accident

Tokaido Shinkansen bullet train services remain suspended between Nagoya and Hamamatsu stations following an accident involving maintenance vehicles.

The operator, Central Japan Railway Company, says the recovery work will continue until Monday evening and it cannot predict when trains will be able to use the affected section.

Central Japan Railway says a maintenance vehicle was rear-ended between Toyohashi and Mikawa-Anjo stations at around 3:30 a.m. on Monday. Both vehicles were derailed.

The driver of the vehicle that rear-ended the other one suffered a cut to his head and was taken to a hospital. A maintenance worker has a minor leg injury.

The operator is urging travelers not to use the Tokaido Shinkansen line until services are fully restored, to avoid congestion at stations.

Mercury hits 39 degrees in eastern Japan on Monday

Scorching weather continued across Japan on Monday. The mercury rose to 39 degrees Celsius in some regions in Tochigi and Yamanashi prefectures in eastern Japan.

Japanese weather officials say a high-pressure system near Japan's main island of Honshu is bringing sunny weather. They say the rainy season in northern Kyushu has ended.

Intense sunshine started driving up temperatures across the country from the morning.

By 2 p.m., the mercury rose to 39 degrees in Sano City, Tochigi Prefecture, and in Katsunuma District, Koshu City, Yamanashi Prefecture.

It was 38.8 degrees in Ushiku District in Ichihara City, Chiba Prefecture; 38.6 degrees in Daigo Town, Ibaraki Prefecture; and 38.4 degrees in Maebashi City, Gunma Prefecture and Funagira District in Hamamatsu City, Shizuoka Prefecture.

Elsewhere, it was 37.7 degrees in Kyoto City; 37.2 degrees in Yukuhashi City, Fukuoka Prefecture; 37.1 degrees in Nagoya City; 36.6 degrees in central Tokyo; 36.1 degrees in Sendai City; and 35.1 degrees in Obihiro City, Hokkaido.

Heatstroke alerts have been issued for 39 out of 47 prefectures.

The number of people taken to hospital for heatstroke tends to rise when summer heat replaces the rainy season.

People are advised to avoid going out as much as possible, stay in a cool indoor space using air conditioners and take liquids and sodium.

People are also advised to keep an eye on senior residents and infants, as they are more likely to suffer from heatstroke.

Biden exits US presidential race, endorses Vice President Harris

US President Joe Biden has dropped out of the presidential race. He has endorsed Vice President Kamala Harris to be the Democratic Party's nominee to take on Republican Donald Trump in November.

Biden made the announcements on his X account on Sunday. He says it is "in the best interest" of his party and the country for him to stand down to focus solely on fulfilling his duties as president for the remainder of his term.

The president added that he will speak to the nation later this week in more detail about his decision.

Calls had been growing among Democrats for Biden to quit his campaign after his faltering performance in last month's debate against Trump.

Biden had already acquired more than 90 percent of state delegates in the contest to choose the Democratic candidate.

He was set to become the party's official candidate by giving a nomination acceptance speech at the party's national convention in mid-August.

It is believed that Biden's exit will allow about 4,000 state delegates to vote for a candidate at their own discretion.

This is the first time in 56 years that an incumbent president seeking reelection has dropped out of an election campaign. The last president that did so was Lyndon Johnson in 1968.

Democratic National Committee Chair Jaime Harrison says the party will undertake a transparent and orderly process to move forward in the coming days.

Obama reacts to Biden's dropping out of presidential race

Former US President Barack Obama has issued a statement after President Joe Biden announced his intention to drop out of the presidential race.

Obama described Biden as "one of America's most consequential presidents," as well as a dear friend and partner to the former president.

Obama said, "Today, we've also been reminded -- again -- that he's a patriot of the highest order."

He went on with, "I also know Joe has never backed down from a fight."

He added that, "For him to look at the political landscape and decide that he should pass the torch to a new nominee is surely one of the toughest in his life."

He said that the decision is a "testament to Biden's love of country and a historic example of a genuine public servant once again putting the interests of the American people ahead of his own that future generations of leaders will do well to follow."

In his statement, Obama failed to refer to Vice President Kamala Harris. Biden has endorsed her to be the Democratic Party presidential nominee.

Trump calls 'Crooked Joe Biden' not fit to be president

Former US President Donald Trump has reiterated his criticism of President Joe Biden following the Democrat's withdrawal from the race for the White House.

Trump, the Republican presidential nominee, took to social media on Sunday after Biden announced his intention to step down from the contest.

Trump described Biden as crooked and unfit to run for or serve as president. He said Biden had attained the position of president by lies and fake news.

Trump said all those around Biden had known that he was incapable of being president.

The former president said Americans will suffer greatly because of Biden's presidency. But he added that the damage will be remedied "very quickly."

Trump ended the post by using the phrase, "MAKE AMERICA GREAT AGAIN!"

CNN says former US President Donald Trump gave a phone interview just minutes after President Joe Biden announced his decision to exit the presidential race.

In the interview with the US news outlet, Trump said Biden would go down "as the single worst president by far in the history of our country."

Regarding Vice President Kamala Harris, whom Biden has endorsed as his successor, Trump reportedly said that he believes she will be easier to beat than Biden would have been.

Japan's Prime Minister Kishida Fumio says he thinks that US President Joe Biden decided to drop out of the presidential race as Biden believed it was the best political judgment.

Kishida was asked by a reporter on Monday about Biden's withdrawal.

Kishida said the move was a matter related to US domestic politics and he thought it was based on a political judgment.

Biden's exit from race may impact ceasefire discussions with Netanyahu

Israel's prime minister's office said Prime Minister Benjamin Netanyahu will meet US President Joe Biden on Tuesday in the United States.

But there are concerns that Biden's decision to drop out of the presidential race could have an impact on the discussions on Israel-Hamas ceasefire and hostage release negotiations.

It will be Netanyahu's first visit to the US since the conflict between Israel and the Islamic group Hamas began last year. The announcement by the prime minister's office came just before Biden revealed his decision on Sunday.

Netanyahu is expected to address the US Congress on Wednesday.

Biden has strongly called for a ceasefire in the fighting in Gaza.

He revealed in May a three-phase proposal that includes a six-week ceasefire and release of hostages and urged Hamas to accept it.

Chinese Communist Party resolution vows to reform sluggish real-estate market

China's Communist Party has disclosed the content of a resolution adopted at its recent key meeting, pledging measures to reform the sluggish real-estate market and prevent local government finances from worsening.

The party released the full text of the resolution on Sunday. It approved the document at the third plenary session of its 20th Central Committee on Thursday after four days of discussions on long-term policy plans.

The resolution entails measures to contend with the sputtering property sector, a concern for the Chinese economy.

They include giving municipal governments greater decision-making powers to regulate the real-estate market. The party will also permit some cities to abolish or reduce restrictions on housing purchases based on local conditions.

Arrangements to improve local public finances include reviewing tax allocations to expand revenue sources for local governments.

Another plan is that the central government will raise the proportion of expenditures it allocates to local governments so they can reduce their own spending.

The party set aside part of the resolution apparently to mention how it will address disputes with the United States and others.

The text says mechanisms for countering foreign sanctions, interference and long-arm jurisdiction will be strengthened.

A communique issued at the end of the meeting sets a goal of completing reforms by 2029, which will mark 80 years since the foundation of the People's Republic of China.

Manila, Beijing cut deal on resupply missions for disputed shoal in S.China Sea

The Philippines and China have reached a deal on a provisional arrangement for troop rotation and resupply missions for a disputed shoal in the South China Sea.

The Philippine Department of Foreign Affairs announced the deal for the Second Thomas Shoal on Sunday. The area is claimed by Beijing and Manila but effectively controlled by the Philippines.

The department said both sides agreed the deal "will not prejudice each other's positions" in the South China Sea.

It added that Manila and Beijing continue to recognize the need to de-escalate the situation in the waters and manage differences through dialogue and consultation.

The department has not disclosed any further details of the deal.

China has repeatedly obstructed what it claims are efforts by the Philippines to bring construction material to the shoal for its military outpost.

The Philippines and China agreed to enhance a communication mechanism on the South China Sea during a regular meeting of their senior diplomats in Manila on July 2.
