N.Korean media announce 'successful' test-firing of Hwasong-11 missile

North Korea's state-run media report says the country successfully test-fired a new-type tactical ballistic missile, the Hwasong-11, on Monday.

The Korean Central News Agency reported on Tuesday that the missile, which is capable of carrying a 4.5 ton-class "super-large warhead," flew for its maximum range of 500 kilometers.

The news agency quoted the country's Missile Administration as saying that it will test-fire the Hwasong-11 again in July to verify the explosion force of the super-large warhead and other capabilities at a range of 250 kilometers.

The South Korean military said on Monday that the North launched two ballistic missiles, one of which is believed to be short-range, in a northeastern direction from a southwestern region of the country.

The announcement by North Korean media is believed to be about one of those missiles.

North Korea says it has successfully tested multiple-warhead missile capability.

The North said on Thursday that its Missile Administration "successfully conducted the separation and guidance control test of individual mobile warheads" on Wednesday.

The announcement was made through the country's ruling Workers' Party newspaper and other media.

It said the test was carried out by using the first-stage engine of an intermediate-range solid-fuel ballistic missile within a 170- to 200-kilometer radius.

It added the separated mobile warheads were guided correctly to the three coordinate targets.

North Korea's five-year defense plan, now in its fourth year, calls for the development of a missile with multiple warheads.

The South Korean military said on Wednesday that North Korea fired a ballistic missile from an area in or around Pyongyang, but that the launch apparently failed.

N.Korea's Kim reportedly unveiled military, political policies at key meeting

North Korea says its leader, Kim Jong Un, has unveiled policies on military and political activities at a key meeting of the ruling Workers' Party. But there have been no reports of his reference to details, such as the country's nuclear and missile programs, or another attempt to launch a spy satellite.

The state-run Korean Central Television reported on Tuesday that a plenary meeting of the party's Central Committee was held for four days until Monday. It also said Kim gave an interim review of the implementation of the policies in the first half of this year and that he also spoke about future policies.

The meeting was held for the first time in six months.

The Korean Central Television report made no mention of the country's nuclear and missile programs being accelerated under the five-year defense plan, and another possible attempt to launch a military reconnaissance satellite for the first time since May.

Pyongyang's relations with increasingly friendly partner Russia and those with hostile countries, Japan, South Korea and the United States, have not been mentioned in detail.

Most of the speech that was covered, referred to economic policies. While noting the economy is on an upturn compared to a year ago, Kim called for an acceleration of the economic recovery that has been hit by longstanding sanctions. He stressed that the economy, as well as people's livelihoods, be practically improved.

UN disarmament chief stresses significance of declaration to combat small arms

The head of the UN Office for Disarmament Affairs has emphasized the significance of a declaration unanimously adopted by a panel addressing the illicit trade of small arms and light weapons.

Nakamitsu Izumi, the Under-Secretary-General and High Representative for Disarmament Affairs, spoke to reporters on Monday.

She said it was a politically very important achievement, especially in view of the current rather difficult multilateral environment and security related issues in particular.

She said it was a good example that it is possible to have an agreement adopted by consensus to tackle common security issues.

The document includes measures such as establishing a group of experts to analyze new small arms manufacturing methods that use 3D-printing technology and to prevent their illicit use. It also calls for incorporating more views from women and young people who are prone to becoming victims of attacks with small arms.

The fourth United Nations Conference to Review Progress to Prevent, Combat and Eradicate the Illicit Trade in Small Arms and Light Weapons convened in New York from June 17 to 28. The panel meets every six years to determine an action plan for UN members.

China's vice premier hopes for good trade ties with Japan despite knife incident

Chinese Vice Premier He Lifeng, in a meeting with a former speaker of Japan's Lower House, has stressed that bilateral trade relations should not be affected by the recent assault by a Chinese man on Japanese nationals. The vice premier called for more investment from Japanese businesses.

Vice Premier He welcomed an 87-member Japanese delegation led by former Lower House speaker Kono Yohei in Beijing on Monday. The delegates were from Japan's Association for the Promotion of International Trade.

According to association officials, Kono expressed his condolences for a Chinese woman who died after she tried to shield a Japanese mother and her child from the attacker with a knife in the city of Suzhou in Jiangsu Province on June 24. The Chinese woman was an attendant on a bus used by a Japanese school.

Kono asked the Chinese side to determine whether Japanese nationals were the intended targets of the attack.

The vice premier said he was told by Chinese officials that the assault was an "isolated incident." He stressed the need to prevent bilateral trade ties from being affected by it.

Kono also asked Beijing to give clear explanations on how its revised counterespionage legislation is being enforced, and also to resume a short-term visa waiver program for Japanese nationals.

But the vice premier did not give any specific answers to the requests.

Okinawa mayor seeks better communication of cases involving US military members

A village mayor in Okinawa has urged the Foreign Ministry to re-establish a system to promptly share information about incidents involving US military personnel in the southwestern prefecture.

Yomitan Village Mayor Ishimine Denjitsu visited the Foreign Ministry's Okinawa office on Tuesday. The village is home to US military facilities.

It was revealed last week that a US Air Force member in Okinawa was indicted in March for allegedly kidnapping and sexual assaulting an underage girl last December.

It also came to light that a member of the US Marine Corps in the prefecture was indicted in June for attempting to sexually assault a woman and injuring her.
The Okinawa prefectural government was kept uninformed about both cases.

The alleged crimes have also drawn local anger, with multiple municipal assemblies adopting protest resolutions.

Mayor Ishimine said the cases trample on women's human rights. He said they are grave and malicious, and are absolutely inexcusable.

Ishimine said local authorities were kept in the dark for half a year about the December case. He said if information was adequately shared, it could have prevented similar cases from taking place.

The Foreign Ministry's Ambassador in charge of Okinawan Affairs, Miyagawa Manabu, expressed regret over the incidents.

He said the ministry is consulting other government offices, including investigative authorities, on how to review the information-sharing system. He said he hopes the outcome can be reported as soon as possible.

Mayor Ishimine later told reporters that Miyagawa promised to make efforts to share information, while noting privacy concerns. He said he will wait for the results of the studies to come out.
