US urges dialogue to avoid 'misunderstanding' in South China Sea

US Defense Secretary Lloyd Austin has condemned activities targeting Philippine vessels in the South China Sea, without directly naming China. He also underscored the importance of continued dialogue to avoid accidental clashes.

Austin was speaking at an Asian security forum, the Shangri-La Dialogue, in Singapore on Saturday. The defense officials of Asian and Western nations are taking part.

Recently, Chinese Coast Guard ships have repeatedly obstructed the movement of Philippine vessels near the Second Thomas Shoal, such as by using water cannons. The Philippines effectively controls the shoal but Beijing claims it.

Austin said, "Harassment that the Philippines has faced is dangerous."

He indicated that the United States will boost cooperation with like-minded countries, including Japan.

Austin touched on his meeting with Chinese Defense Minister Dong Jun on Friday. The defense chiefs of the two countries met in person for the first time since November 2022.

Austin said, "There is no substitute for direct military to military talks between senior leaders," adding that there was no substitute for open lines of communications to avoid "misunderstanding and miscalculations."

Philippines President Ferdinand Marcos Jr. indicated on Friday that if a Filipino is killed at sea as a result of aggressive Chinese action, it would invoke a mutual defense treaty with the US.

Asked how Washington would interpret such a case, Austin said he would not speculate on any hypothetical situation. But he said his country's commitment to the mutual defense treaty with Manila is "ironclad."

Diplomats trade accusations over N.Korea satellite launch attempt

Japan and the United States have traded accusations with North Korea at the United Nations Security Council over Pyongyang's latest attempt to launch a military spy satellite.

The council convened an emergency meeting on Friday at the request of Japan, the US and other countries.

North Korea announced on Monday that its launch ended in failure after a new type of rocket carrying the military reconnaissance satellite exploded in midair.

Several countries condemned the North for its launch, which used ballistic missile technology in violation of UN Security Council resolutions.

Japan's UN Ambassador Yamazaki Kazuyuki said, "North Korea is completely disrespectful with the Security Council resolutions which were unanimously adopted, the secretary-general and the United Nations Charter."

Deputy US ambassador to the UN Robert Wood said Pyongyang has unlawfully transferred ballistic missiles and munitions to aid Russia's assaults on Ukraine. He added that such a move is "prolonging the suffering of the Ukrainian people."

North Korea's UN envoy, Kim Song, accused the US of frequently conducting military drills around the Koran Peninsula.

He said, "The Korean Peninsula turns into the most fragile zone in the world, fraught with the danger of outbreak of war."

Kim added that the launch of a military reconnaissance satellite is not only indispensable for strengthening the country's defense capabilities, but is an important issue to protect its sovereignty.

Russia's deputy ambassador to the UN described the US accusations over Moscow's alleged military cooperation with Pyongyang as "absolutely groundless."

Biden reveals Israel's proposal for Gaza ceasefire, Hamas positive

US President Joe Biden has unveiled a new proposal by Israel for a ceasefire in its conflict against the Islamic group Hamas in the Gaza Strip. Hamas has shown a positive response.

Biden revealed the three-phase plan at the White House on Friday, saying "It's time for this war to end."

Biden said the first phase would last for weeks. It would include: a "full and complete" ceasefire; withdrawal of Israeli forces from all populated areas of Gaza; return of hostages including women, the elderly and the wounded in exchange for the release of Palestinian prisoners.

He said that in the second phase, there would be an exchange for the release of all remaining living hostages, and the permanent cessation of hostilities.

Biden said a major reconstruction plan would start in phase three.

The president said the Israeli proposal has been conveyed to Hamas by Qatar intermediaries.

He said that this "sets the stage for a political settlement that provides a better future for Israelis and Palestinians alike."

Hamas stated the same day that it approved the content of Biden's speech. It said it was ready to deal "positively and constructively" with any proposal based on a permanent ceasefire, withdrawal of Israeli troops from Gaza, reconstruction, the return of displaced people, and the completion of a prisoner exchange if Israel clearly commits to such a deal.

Israeli Prime Minister Benjamin Netanyahu's Office said in a statement that he had authorized the negotiating team to present an outline for achieving the release of captives, while insisting that the war will not end until all of its goals are achieved, including the return of all hostages and the elimination of the military and governmental capabilities of Hamas.

It said the outline proposed by Israel, including the conditional transition from stage to stage, allows it to maintain those principles.

French authorities foil terrorist attack on Olympic venue

French authorities say they have arrested a Chechen national on suspicion of plotting an act of terrorism targeting a venue for the Paris Olympic Games.

The interior ministry announced on Friday that the country's security services arrested an 18-year-old Chechen man in the central French city of Saint-Etienne.

The ministry said it was the "first foiled attack against the Olympic Games."

Ministry officials said the suspect was inspired by Islamic extremism and had planned to attack spectators and security forces at a soccer stadium in the city, and die as a martyr.

The French government raised its terrorism alert to the highest level across the country in March following an attack believed to have been carried out by the Islamic State militant group on the outskirts of Moscow.

Some of the Olympic events will start on July 24, before the opening of the Games, and will also be held in cities other than the capital.

Interior Minister Gerald Darmanin said the terror plot shows that "we must always remain attentive in Paris, obviously, but everywhere on national territory."

India's real GDP up 8.2% in fiscal 2023

India's economy continued to see high growth in fiscal 2023, with real gross domestic product expanding 8.2 percent.

Government officials made the announcement on Friday. The figure is up 1.2 percentage points from the previous year.

The growth is attributed mainly to robust performance in the manufacturing, construction, real estate and financial sectors.

India has a population of 1.4 billion, with many young people, and the country is expected to maintain high economic growth.

But there are also challenges, such as unemployment among young people and the development of rural areas, where more than 60 percent of the population reside.

India is currently holding a general election, and economic policy is a key issue. Ballots will be counted nationwide on June 4.

Ishikawa struggling to prevent disaster-related deaths 5 months after quake

Authorities in Ishikawa Prefecture continue to face the challenge of preventing disaster-related deaths and social isolation of people in areas hit by the powerful New Year's Day earthquake in central Japan.

Saturday marks five months since the temblor jolted the Noto Peninsula. Ishikawa officials say 260 people have been confirmed dead in the prefecture with three others missing.

Among the victims, 30 died from disaster-related causes, such as stress and fatigue, while living away from home. The number of such deaths could rise further.

Efforts are underway to build temporary housing in affected communities. More than 4,400 units have been constructed so far, or nearly 70 percent of the number estimated necessary by the prefecture.

As more evacuees move into temporary houses, Ishikawa authorities are grappling with the risk of disaster-related death and isolation.

Prefecture officials plan to increase their efforts by sending public health nurses to visit temporary housing and offering meals and baths for the elderly. They also plan to create places where evacuees can gather to interact.

More than 3,000 people are still living in evacuation centers, waiting to move into housing where they can live with peace of mind.

The prefecture is accelerating the construction of more temporary units, but other challenges remain, such as demolition of collapsed houses and repairing damaged houses as soon as possible.

Japanese government pledges $330 mil. for Noto Peninsula quake reconstruction

The Japanese government has decided to provide hundreds of millions of dollars to Ishikawa Prefecture to support rebuilding efforts, five months after a powerful earthquake struck central Japan's Noto Peninsula on New Year's Day.

Farmers in Wajima City are planting rice seedlings in paddy fields. By mid-May, they had finished repairing irrigation waterways damaged by the quake, but farmer Ura Tsuneo says problems remain.

Ura had to level his paddies that were left uneven by the temblor, so he expects planting to take about a month longer than usual.

The government made its decision Friday at a taskforce meeting on the disaster. About 330 million dollars will go into a reconstruction fund to be set up by Ishikawa Prefecture, with the money to come from tax revenues allocated for special needs of local governments.

That amount tops the government's assistance after the 2016 Kumamoto earthquake, which totaled about 325 million dollars.

The officials also agreed to provide financial assistance to Niigata and Toyama Prefectures, which suffered damage from liquefaction as a result of the quake.
