S.Korea raps N.Korea-Russia treaty, may consider arms supply to Ukraine

South Korea has condemned Russia and North Korea for signing a treaty that pledges mutual military assistance if one of them is attacked. A senior official in Seoul has also suggested a possible shift in its stance on supplying arms to Ukraine.

Russian President Vladimir Putin and North Korean leader Kim Jong Un signed the comprehensive strategic partnership treaty on Wednesday after their summit talks in Pyongyang.

The South Korean presidential office convened a National Security Council meeting on Thursday to discuss the pact, and issued a statement.

The statement expresses grave concern over the treaty, which aims to strengthen military and economic cooperation between Russia and North Korea.

The statement says any cooperation that directly or indirectly aids North Korea's military enhancement is a violation of United Nations Security Council resolutions.

It notes that Russia, as a permanent member of the UN Security Council, led sanctions resolutions against North Korea.

The statement says that if Russia supports North Korea in violation of the resolutions and endangers the security of South Korea, it will inevitably have a negative impact on ties between Seoul and Moscow.

Seoul has maintained a certain level of relations with Moscow even after Russia launched its invasion of Ukraine in February 2022. A Russian deputy foreign minister visited Seoul in February this year.

A senior South Korean presidential official told a news conference on Thursday that the government plans to reconsider the issue of military support for Ukraine. The comment suggests a possible change to Seoul's policy of not providing lethal weapons to Ukraine.

North Korea-Russia treaty pledges mutual military assistance against invasion

North Korea has released the full text of the new treaty with Russia that includes a promise of mutual military assistance if one of them faces armed invasion.

North Korean leader Kim Jong Un and Russian President Vladimir Putin signed the comprehensive strategic partnership treaty on Wednesday after holding summit talks in Pyongyang.

The state-run Korean Central News Agency reported the content of the treaty, which comprises 23 articles, on Thursday.

Article 4 stipulates that if either of them is invaded and placed under a state of war, the other will deploy all means in its possession to provide military and other assistance, without delay.

It says this will be carried out in line with their domestic laws and the United Nations Charter, which recognizes the inherent right of member states to individual or collective self-defense.

Article 3 states that when one of them faces a direct threat of possible military invasion, the two countries will immediately hold discussions on practical measures to remove the threat.

Article 8 says the two countries will establish a system to take joint measures with the aim of strengthening defense capabilities to prevent war and guarantee regional and international peace and security.

In their joint news conference on Wednesday, Kim said relations between the two countries had reached the level of an alliance.

N.Korea holds anti-US rally ahead of war anniversary

Workers in North Korea have held an anti-US rally ahead of the 74th anniversary of the start of the Korean War.

North Korea's ruling Workers' Party newspaper, Rodong Sinmun, reported on Friday that the gathering took place the previous day in South Hwanghae Province in the country's southwest.

The Korean War broke out on June 25, 1950.

The newspaper described the anti-US event as a "rally to resolve to take revenge."

The workers pledged to fulfill their mission to further strengthen the country's self-defense and deterrence capabilities to punish the United State and its followers.

They also expressed their resolve to boost the production of military supplies and contribute to enhancing the country's military power.

Pyongyang announced in April that it established a new military firm. The country's leader, Kim Jong Un, visited key arms factories in May and instructed operators to accelerate their weapons production.

The state-run Korean Central Television on Friday aired footage of the Wednesday meeting between Kim and Russian President Vladimir Putin, who was visiting North Korea for the first time in 24 years.

The two leaders signed a treaty that pledges mutual military assistance between the North and Russia.

There is concern that such cooperation with Russia may encourage Pyongyang to ramp up its military activities. Countries concerned are on heightened alert.

Hezbollah incursion into Israel feared as two sides continue hostile exchanges

The Israeli military and the Shia Muslim group Hezbollah in neighboring Lebanon have continued to carry out attacks on each other for days. Fears are growing that the situation might deteriorate further with a possible incursion by Hezbollah into northern Israel.

In the Gaza Strip, the Israeli military continued its offensive against the Islamic group Hamas, with which Hezbollah shows solidarity. The military announced on Thursday that an airstrike in northern Gaza had eliminated a Hamas squad commander.

Gaza health authorities said 35 people were killed in Israel attacks within 24 hours.

Israel also killed a Hezbollah commander with an airstrike in Lebanon on Thursday.

Hezbollah responded on the same day by firing rockets toward Israel.

On Wednesday, Hezbollah leader Hassan Nasrallah said in a speech that if the war was imposed on Lebanon, his group would fight with no regulations and no ceilings.

He warned that an invasion of the northern part of Israel remains on the table if the confrontation escalates.

The Associated Press reported that Israeli strikes have killed more than 400 people in Lebanon, including Hezbollah fighters and civilians.

The media outlet said that 16 soldiers and 11 civilians have been killed in northern Israel.

UNICEF stresses need to safeguard children in conflict zones

The United Nations Children's Fund, or UNICEF, has called on the international community to do all it can to protect children in conflict zones and to support those mentally scarred amid violence.

A UN report says 11,649 children were killed or maimed last year as a result of conflicts across the world, including fighting in Ukraine and the Gaza Strip. That represents an increase of 35 percent from the previous year.

UNICEF Deputy Executive Director for Partnerships Kitty van der Heijden spoke to NHK in Tokyo on Thursday.

She said children do not start war or have the ability to stop it, but that they are impacted by war more than anybody else.

The official said it is the collective responsibility of the international community ''to make sure that children survive and that they thrive."

She said that even if the violence in Gaza were to end today, all children there are traumatized by the loss of their parents, siblings, relatives or classmates. She added that children in the enclave have also been repeatedly displaced.

No-confidence motion against Kishida Cabinet rejected in Japan's Lower House

The Lower House of Japan's Diet has rejected a no-confidence motion against the Cabinet of Kishida Fumio which was submitted over the issue of political reform.

The chamber voted down the motion by a majority vote on Thursday afternoon.

The vote was proposed by the largest opposition Constitutional Democratic Party, which criticized Kishida's political reform effort as not being enough.

The party said Kishida should not be allowed to hold the helm of state. It called for the immediate resignation of his Cabinet, or a dissolution of the Lower House for a snap election.

The chamber's plenary session discussed the motion from 2 p.m.

The CDP president, Izumi Kenta, argued that it has not been made clear how some factions of the main ruling Liberal Democratic Party began to amass unreported funds and what the money was used for.

Izumi said the revised political funds control law approved by the Diet failed to make drastic reforms. He said the LDP-proposed revisions were no more than performances.

Izumi urged for a dissolution of the chamber to clear what he called a negative legacy and seek the people's judgment.

Former Reconstruction Minister Nishime Kosaburo of the LDP argued back.

Nishime said the LDP, as a responsible party, introduced a bill that ensures both the freedom of political activities and transparency of political funding, and had it enacted after revising it by listening to the proposals of other parties.

He said the LDP's legislation was worlds apart from bills of opposition parties that just called for a ban and abolition. He said those parties "are irresponsible for the future."

In the voting that followed, the LDP, its junior coalition partner Komeito and some others opposed the motion.

The CDP, the Japan Innovation Party, the Japanese Communist Party and the Democratic Party for the People voted in favor.

Reiwa Shinsengumi abstained from the vote.
