Japanese schools in China tighten security after attack in Suzhou

Japanese schools in China are tightening their security following an attack on a bus carrying Japanese schoolchildren in Suzhou, eastern China.

The Japanese Consulate-General in Shanghai says a man, apparently armed with a knife, struck when the school bus arrived at a stop on Monday.

It says the vehicle was carrying students on their way home from a Japanese school in Suzhou.

Consular officials say a Japanese mother and her child were injured in the attack. They say a Chinese bus attendant was stabbed and is in critical condition.

The assailant is believed to be a Chinese national. He has reportedly been detained and is being questioned, but his motive remains unclear.

The school in Suzhou is closed on Tuesday.

The Japanese Embassy in Beijing says Japanese schools in Beijing, Shanghai and elsewhere in China are holding classes as usual, but have asked local authorities to tighten security. Parents are also being asked to watch over their children on their way to and from school.

In Tokyo, Chief Cabinet Secretary Hayashi Yoshimasa expressed regret over the incident and said he hopes for the early recovery of the victims.

Hayashi said the Consulate-General in Shanghai has asked local authorities to share information and take steps to prevent similar incidents.

He said consular officials from Shanghai have been sent to Suzhou to provide support to the people involved.

Hayashi said Japanese consulates across China have issued email alerts, urging Japanese nationals to be on the alert when going out.

Blaze at South Korea lithium battery plant kills 22

Twenty-two people have been confirmed dead in a fire that engulfed a lithium battery factory near Seoul, South Korea, on Monday.

Fire department officials said the blaze started after battery cells exploded one after another at the plant in Hwaseong, Gyeonggi Province, citing information from witnesses. There were about 35,000 lithium batteries at the site.

They said the deceased included 18 Chinese, two South Koreans and one Laotian, but that the nationality of the one remaining victim has yet to be identified.

Most of the bodies were found on the second floor of the factory, where workers were examining and packaging products. Officials said the victims failed to escape, despite the existence of a staircase leading outside.

President Yoon Suk-yeol visited the site on Monday night. The president blamed the deaths on the existence of ignitable materials near an emergency exit, which he said kept workers inside from fleeing. He instructed officials to determine the cause of the incident and take steps to prevent a recurrence.

S.Korean president criticizes Russian-N.Korean treaty as 'anachronistic'

South Korean President Yoon Suk-yeol has denounced a treaty recently signed by Russia and North Korea as "anachronistic" and stressed that his country will boost its defense capabilities.

Yoon made the remark on Tuesday in Daegu during a speech at a ceremony to mark the 74th anniversary of the outbreak of the 1950-53 Korean War.

He said that while his country has moved along on the path toward freedom and prosperity, North Korea has stuck to its retrogressive ways. He noted that the North has been developing its nuclear and missile capabilities and behaving in an irrationally provocative way by sending trash balloons to the South.

Yoon also referred to the comprehensive strategic partnership treaty signed last week by Russia and the North. It includes a pledge by the countries that they will mutually support each other militarily.

The president said the treaty blatantly violates UN Security Council resolutions. He described Pyongyang's actions as "anachronistic," and he said that they go "against the progress in history."

Yoon stressed that his country will boost its defense capabilities. He noted that the South will deter North Korea's provocations and protect freedom and peace by maintaining a robust security posture as well as its alliance with the United States and others that share its values.

The South Korean military said Pyongyang sent trash balloons to South Korea again from Monday through Tuesday.
It has determined that more than 350 of the balloons were sent. Over 100 of them reportedly dropped inside South Korea. The military said nothing dangerous has been found attached to the balloons.

North Korea has been flying the trash balloons into the South since last month.

The military said it is ready to respond to the North's actions. It has hinted that it may use loudspeakers near the military demarcation line between the Koreas to start broadcasting anti-Pyongyang propaganda messages again.

Russia may help N.Korea with nuclear, missile development, US warns

A senior US State Department official has warned that North Korea may get assistance for its nuclear and long-range missile development programs from Russia.

Deputy Secretary of State Kurt Campbell was speaking on Monday at an event in Washington that was hosted by the Council on Foreign Relations, a US-based think tank.

Campbell noted that Pyongyang has provided Moscow with military assistance to help it continue its military operation in Ukraine.

He said, "We believe that there are discussions about what North Korea gets in exchange and it could be associated with its nuclear or long-range missile development plans, perhaps other things in energy."

Last week, the two nations signed a comprehensive strategic partnership treaty. It states that Russia or North Korea will provide the other with military assistance, if one of the countries is invaded and placed under a state of war.

Campbell expressed concerns about steps the two nations are taking to expand their military cooperation. He said that the US is carefully watching to see what will happen in the wake of the agreement.

The deputy secretary also said, "China is somewhat anxious about what's going on between Russia and North Korea."

He added, "China is probably worried that North Korea will be somehow encouraged to take provocative steps that could lead to a crisis in Northeast Asia."

Russia summons US ambassador over Crimea attack

Russia's government has summoned the US ambassador to Moscow to protest a deadly Ukrainian attack on Crimea, which it says employed US-supplied ATACMS missiles.

Russia's foreign ministry on Monday summoned US envoy Lynne Tracy over the attack, in which its defense ministry said five long-range ATACMS missiles equipped with cluster warheads were used.

Moscow-installed authorities in Sevastopol said the Sunday attack killed four people and injured 153, including children.

The foreign ministry told the envoy that the United States has actually become a party to the conflict by supplying Ukraine with the most advanced weapons.

The ministry also said the US bears "equal responsibility" with Ukraine for the attack. It warned that "retaliatory measures are certain to follow."

Ukrainian presidential adviser Mykhailo Podolyak defended the attack, saying on Monday that Crimea is definitely a territory occupied by Russia and is the site of a full-scale war.

Meanwhile, authorities in the eastern Ukrainian region of Donetsk said the town of Pokrovsk was hit with two Russian short-range Iskander missiles. At least four people were killed and 34 others, including children, injured, officials said.

State of emergency declared over wildfires in Brazil's Pantanal wetland

Brazilian researchers say a record high number of wildfires for June are burning in the Pantanal wetland, prompting local authorities to declare a state of emergency.

Brazil's National Institute for Space Research has announced that 2,363 fires broke out in the wetland in the country from June 1 to 23. Most of the wetland is located in Brazil.

The researchers said the number was more than five times that observed in June 2005, when a record high for the month was posted. They blamed prolonged dry spells with little rainfall.

Local authorities declared a state of emergency for 180 days on Monday, saying that fires usually increase from July to September every year.

The wetland is home to diverse wildlife and one of the largest in the world, spanning Brazil, Bolivia and Paraguay over roughly 200,000 square kilometers. Some of the area is listed as a UNESCO World Heritage Site.

Last year, Brazil suffered what was described as the worst drought on record in the Amazon River Basin.
