Japan to enhance cooperation with Ukraine to help rebuild the country

The Japanese government is working to sign a new document with Ukraine that includes economic measures to support the reconstruction of the country.

Government sources say arrangements are underway for Prime Minister Kishida Fumio and President Volodymyr Zelenskyy to hold talks and sign the document on the sidelines of this year's Group of Seven summit. The G7 summit will be held in Italy from June 13. Zelenskyy has been invited to attend a session focusing on the situation in Ukraine.

On Thursday, Kishida stressed the importance of ending Russia's invasion of Ukraine and realizing a just and lasting peace as early as possible. He added that Japan is willing to lead the efforts to achieve this.

Ukraine has concluded agreements on security cooperation with such countries as Britain and France.

Japanese government sources say given Constitutional restraints on the part of the country among other factors, the envisioned cooperation will likely center on economic assistance to help rebuild Ukraine with focus on the energy sector.

Kishida and Zelenskyy last met in person in May 2023, when Japan hosted the G7 Hiroshima Summit.

Kishida is also expected to convey Japan's intention to continue rigorous sanctions against Russia and reaffirm cooperation between Japan and Ukraine at the upcoming talks.

France to provide Ukraine with fighter jets and training

French President Emmanuel Macron has announced a plan to provide Ukraine with Mirage 2000 fighter jets and pilot training.

Macron revealed the plan in an interview with a local TV station on Thursday. He said Ukrainian pilots will be trained in France as early as this summer.

The French-developed Mirage 2000 is considered a fourth-generation fighter jet, similar to the F-16. Its developer says 600 planes have been produced, with some exported to Taiwan, India and other places.

France follows several other countries in showing support for strengthening Ukraine's air force capabilities. Nations including the Netherlands and Denmark have announced plans to provide F-16 fighter jets, while Sweden has pledged airborne surveillance and control aircraft.

The French president also proposed training 4,500 Ukrainian soldiers to form a new brigade. But he did not provide details, such as whether French instructors would be sent to Ukraine.

Macron says he will announce the specifics of the new assistance on Friday, when he meets with Ukrainian President Volodymyr Zelenskyy.

Biden: Ukraine not authorized to use US weapons for strikes on Moscow

US President Joe Biden says Ukraine is not authorized to use American weapons for strikes on Moscow.

Biden said in an interview with ABC TV on Thursday that American weapons are authorized to be used inside Russia in proximity to the border with Ukraine. He said the US is "not authorizing strikes in Moscow, on the Kremlin."

Biden recently approved the use of American weapons by Ukraine to strike Russian forces on its side of the border.

The US had previously only allowed Kyiv to use US-supplied weapons against Russian troops inside Ukraine. The change in US policy came after Russia stepped up its offensive, especially in the eastern region of Kharkiv.

On Wednesday, Russian President Vladimir Putin warned of a retaliatory measure against moves by the US and other nations to allow Ukraine to strike targets inside Russia with Western-supplied weapons.

Biden apparently hopes to avoid further escalating tensions with Russia by stressing that strikes using American weapons inside Russia will be limited to areas near the border.

Putin warns of retaliation if Russian territory is struck by Western weapons

Russian President Vladimir Putin has warned of a retaliatory measure against recent moves by the United States and European nations to allow Ukraine to strike targets inside Russia with Western-supplied weapons.

Putin referred to the Western moves during a meeting on Wednesday with representatives of foreign news agencies, including those from Japan, the US and Europe.

He questioned why Russia does not have the right to send its weapons of the same class to those parts of the world where strikes can be delivered on sensitive facilities in those countries that have been doing so.

The New York Times reported about the remarks made by the deputy chairman of the Ukrainian Parliament's committee on national security, defense and intelligence.

It quoted Yehor Chernev as saying on Tuesday that Ukrainian forces had destroyed missile launchers in the Russian region of Belgorod, by using US-provided rocket system, HIMARS.

Ukrainian Deputy Prime Minister Iryna Vereshchuk has indicated in social media that the country's forces may have used Western-supplied weapons to attack Russian territory.

But her post later became inaccessible. Various views had emerged about whether Western arms were actually used in Ukrainian strikes inside Russia, following the US and European authorization for Ukraine.

Hungary FM stresses importance of energy cooperation with Russia

Hungary's foreign minister has stressed the importance of energy cooperation with Russia amid increasing economic sanctions on Moscow by other European Union nations.

Hungarian Foreign Minister Peter Szijjarto spoke at an energy-related session of the St. Petersburg International Economic Forum on Thursday. Business executives and government officials from other countries attended the forum.

Szijjarto stressed the importance of a cooperative relationship with Russia saying "we are not ready to give up well functioning partnerships on the field of energy supply."

Russia's presidential office says Hungary is the only EU country that sent a Cabinet minister to this year's forum.

On the same day, the second daughter of Russian President Vladimir Putin, Katerina Tikhonova participated in a session of defense industry online. She took part as a corporate executive.

She said an increase of Russian products in the market will be achieved with the cooperation of the science and business communities and the government. Her remark came amid a surge in arms production in Russia through massive investment in the military industry. She stressed the necessity for military industry and civilian enterprises to work together.

UNESCO advisory gives Sado gold mines 2nd-highest evaluation for Heritage status

A UNESCO advisory body has compiled a recommendation that gave a group of gold and silver mines in northeastern Japan the second-highest rating for the World Heritage status, requesting additional information.

Japan's Cultural Affairs Agency says the International Council on Monuments and Sites, or ICOMOS, notified the Japanese government of the recommendation on Thursday.

The government in 2022 recommended to UNESCO that a group of gold and silver mines on Sado Island in the Sea of Japan be registered as a World Cultural Heritage site. The island in Niigata Prefecture boasted the world's largest output of gold in the 17th century.

The second-highest rating on the four-stage scale, "referral," asks for submitting additional information on the property for further evaluation. But there have been cases in recent years in which properties given the "referral" rating had won the World Heritage status in the year when the rating was given.

The Japanese government says it aims to gain the listing of the mines at a UNESCO World Heritage Committee meeting to be held in India in July.

When Japan was considering submitting its bid, South Korea expressed opposition, saying people from the Korean Peninsula were forced to work there.

Japan has been expressing its stance to continue its earnest dialogue with South Korea.

The latest recommendation by ICOMOS requests Japan to draw up explanations of the history of the mines throughout their operation, along with exhibition plans, and to set up exhibition facilities.

The Cultural Affairs Agency says it will work with relevant ministries, agencies, Sado City, and Niigata Prefecture to discuss ways to show the complete history of the mines.
